【摘要】：我國目前處于全面建成小康社會的攻堅階段,沒有殘疾人的小康不是真正意義上的全面小康。殘疾人參與體育是殘疾人康復、健身的重要手段,對殘疾人融入社會、提升生活質量、邁向小康具有重要意義。在全面建設小康社會的背景下,殘疾人群眾體育發(fā)展迎來了前所未有的機遇和挑戰(zhàn)。我國殘疾人群眾體育政策已有30余年的發(fā)展歷史,取得了毋庸置疑的成就,但也存在一些可改善之處。殘疾人群眾體育政策是殘疾人群眾體育得以良性運行的政策保障,制約和引導著殘疾人群眾體育的發(fā)展方向,因此對于殘疾人群眾體育政策進行系統(tǒng)地研究非常有必要。本文以我國殘疾人群眾體育政策的變遷為研究對象,運用文獻資料法、邏輯分析法、歷史研究法等方法進行研究,研究認為我國殘疾人群眾體育政策變遷分為四個階段:殘疾人群眾體育政策的初步形成階段(1983-1989年)、殘疾人群眾體育政策的法制化階段(1990-2000年)、殘疾人群眾體育政策的系統(tǒng)規(guī)范階段(2001-2008年)、殘疾人群眾體育政策的全面發(fā)展階段(2009年至今)。殘疾人群眾體育政策變遷的特征有:政策目標不斷進行適應調整、政策數量呈現整體上升趨勢、政策內容的不斷豐富和完善、政策主體呈現出多元化特征、對政策監(jiān)督評價漸趨日常、政策變遷整體波動性較弱、政策變遷事件導向性突出、政策變遷外部驅動性顯著。殘疾人群眾體育政策變遷的動因主要有:經濟體制改革和經濟的發(fā)展、政府職能的轉變、我國社會殘疾人觀的改變、我國體育自身發(fā)展規(guī)律、殘疾人多樣化健身需求日益凸顯、國際殘疾人體育事業(yè)的影響。目前殘疾人群眾體育政策存在的不足具體來說是政策可實踐性增強,但政策目標仍不夠具體;已有部分配套措施出現,但政策體系仍待完善;政策前瞻性、指導性有所提高但仍然不足;政策特點不夠突出,與國際逐漸接軌但進程緩慢;政策決策民主化程度不足;政策執(zhí)行阻滯;對政策的監(jiān)控和評價力度不足。針對殘疾人群眾體育政策變遷中存在的不足提出建議:提高政策目標的量化程度,建立標準體系;提高政策的前瞻度和導向作用;保證政策的延續(xù)性和可操作性;加快立法進程,促進政策與法律相互配套;提高政策制定過程的科學性和民主性;加大資金投入,明確各部門權責;構建政策監(jiān)督評估機制。
[Abstract]:At present, China is in the critical stage of building a well-off society in an all-round way, and a well-off society without the disabled is not a real well-off society in an all-round sense. The participation of the disabled in sports is an important means for the rehabilitation and fitness of the disabled. It is of great significance for the disabled to integrate into the society, improve the quality of life and move towards a comfortable life. Under the background of building a well-off society in an all-round way, the development of mass sports for the disabled has ushered in unprecedented opportunities and challenges. China's mass sports policy for the disabled has been developed for more than 30 years and has made no doubt of its achievements, but there are still some problems to be improved. The policy of mass sports for the disabled is the policy guarantee for the healthy operation of mass sports for the disabled, which restricts and guides the development direction of mass sports for the disabled. Therefore, it is very necessary to systematically study the sports policy for the disabled. This paper takes the change of the sports policy of the disabled people in our country as the research object, using the methods of literature, logic analysis, history research and so on. The study shows that the changes of sports policy for the disabled in China can be divided into four stages: the initial forming stage of the sports policy for the disabled, the legalization stage of the sports policy for the disabled and the sports policy for the disabled from 1990 to 2000. The system standard stage is 2001-2008, the comprehensive development stage of the sports policy for the disabled (2009 to present). The characteristics of the sports policy changes of the disabled include: the policy objective is constantly adjusting, the policy quantity is on the rise, the policy content is enriching and perfecting, and the policy main body is diversified. The evaluation of policy supervision is becoming more and more daily, the overall volatility of policy change is weak, the guidance of policy change events is prominent, and the external driving force of policy change is remarkable. The main reasons for the change of sports policy for the disabled are: the reform of economic system and the development of economy, the transformation of government function, the change of view of disabled people in our society, the law of the development of our country's sports itself, and the increasing demand for diversified fitness of the disabled. The impact of International Disability Sports At present, there are shortcomings in the policy of mass sports for the disabled. Specifically, the policy can be made more practical, but the policy objectives are still not specific enough. Some supporting measures have emerged, but the policy system still needs to be improved; the policy is forward-looking. The guidance is improved but still insufficient; the characteristics of policy are not prominent enough, but the process is slow; the degree of democratization of policy decision is insufficient; the implementation of policy is blocked; and the monitoring and evaluation of policy is insufficient. In view of the shortcomings in the changes of the sports policy for the disabled, some suggestions are put forward: to improve the quantification degree of the policy objectives, to establish the standard system, to improve the foresight and the guiding role of the policy, to ensure the continuity and operability of the policy; Accelerate the legislative process, promote the mutual matching of policy and law; improve the scientific and democratic nature of the policy making process; increase the investment of funds, clarify the powers and responsibilities of various departments; construct the mechanism of policy supervision and evaluation.
