【摘要】：提升公共體育服務(wù)水平,是完善公共服務(wù)體系進程中重要的組成部分,大力推進公共體育服務(wù)體系的建設(shè),既是滿足老百姓日益增長健身需求的手段,又是促進民生建設(shè)的內(nèi)在要求。習(xí)近平總書記對公共體育也提出了要求,“要堅持以人為本,完善全民健身體系,為人民提供更多更好的公共體育服務(wù),實現(xiàn)我國由體育大國向體育強國邁進”。由此可見,切實提升公共體育服務(wù)水平,既是構(gòu)建公共體育服務(wù)體系的內(nèi)在要求,同時,也是我國由“體育大國”轉(zhuǎn)向“體育強國”道路上不可或缺的步驟。對于“中原經(jīng)濟區(qū)”核心—鄭州市來說,要想更好地推進公共體育服務(wù)事業(yè)的發(fā)展,就必須深入學(xué)習(xí)和實踐“科學(xué)發(fā)展觀”,認真貫徹和落實國家相關(guān)政策和法律、法規(guī),只有這樣才能實現(xiàn)鄭州市公共體育服務(wù)事業(yè)的科學(xué)、持續(xù)發(fā)展。本文試以鄭州市六市轄區(qū)、五縣級市、一縣公共體育服務(wù)現(xiàn)狀為研究支點,找出鄭州市公共體育服務(wù)發(fā)展過程中所存在的問題,并提出切實有效的對策建議,為推動鄭州市公共體育服務(wù)事業(yè)的快速發(fā)展奠定堅實的基礎(chǔ)。本論文采用文獻資料、訪談、問卷調(diào)查及數(shù)理統(tǒng)計等方法,對鄭州市六市轄區(qū)、五縣級市、一縣公共體育服務(wù)現(xiàn)狀進行了較為詳細的調(diào)查,并對調(diào)查結(jié)果進行了深入的分析和總結(jié),得出了以下結(jié)論:(1)鄭州市公共體育服務(wù)整體發(fā)展較薄弱,組織化程度不高,資源配置不合理。(2)鄭州市老百姓參加公共體育鍛煉規(guī)范化程度不高,隨意性較強。(3)鄭州市基層社區(qū)、體育社團數(shù)量小、種類少,制約了公共體育的發(fā)展。(4)鄭州市社會體育指導(dǎo)員數(shù)量不足、質(zhì)量不高、指導(dǎo)率偏低。(5)鄭州市公共體育服務(wù)發(fā)展資金投入不足、經(jīng)費來源渠道較為單一。(6)鄭州市學(xué)校、機關(guān)、企事業(yè)單位體育場館、場地、設(shè)施利用率不高。(7)鄭州市體育人才及科研隊伍培養(yǎng)成為制約公共體育服務(wù)發(fā)展的短板。就鄭州市公共體育服務(wù)基本現(xiàn)狀,結(jié)合國家及河南省相關(guān)政策,本文較有針對性地提出了以下對策建議:(1)建立健全領(lǐng)導(dǎo)責任制,提高認識,確保落實到位;加強體育法制建設(shè),為公共體育服務(wù)發(fā)展提供法律保障。(2)加大對公共體育服務(wù)的宣傳力度,形成良好的健身氛圍;利用流行傳播手段,拓寬宣傳途徑;增強宣傳信息的科學(xué)性、時效性和趣味性。(3)繼續(xù)強化基層社區(qū)功能,扶持體育社團發(fā)展,進一步確�；鶎芋w育工作落實到位。(4)加強社會體育指導(dǎo)員隊伍的建設(shè),提高整體水平,力爭使社會體育指導(dǎo)員的工作更上一層樓。(5)改革體育經(jīng)費發(fā)放模式,加大對公共體育服務(wù)支出力度;拓寬經(jīng)費來源渠道,逐步形成多元融資模式。(6)進一步完善學(xué)校及企事業(yè)單位健身場地對外開放的政策,確保現(xiàn)有的健身場地得到充分利用,努力做到“人盡其才,地盡其用”。(7)加大對體育科研經(jīng)費的調(diào)撥力度,確保體育科研人員有充足的資金運用到公共體育服務(wù)的研究當中去。(8)借助“中原經(jīng)濟區(qū)”的建設(shè),力爭把鄭州市打造成“核心體育區(qū)”,促進公共體育服務(wù)全方位的發(fā)展。
[Abstract]:Improving the level of public sports service is an important part of the process of improving the public service system, and vigorously promoting the construction of public sports service system. It is not only a means to meet the growing fitness needs of the people, but also an inherent requirement to promote the construction of the people's livelihood. Xi Jinping's book records also put forward requirements for public sports. It can be seen that improving the level of public sports service is not only the internal requirement of building public sports service system, but also the "sports power" to "sports power" in China. This article tries to find out the existing problems in the process of the development of public sports service in Zhengzhou by taking the status of public sports service in the six cities of Zhengzhou, five county-level cities and one county as the research fulcrum, and puts forward effective and effective countermeasures and suggestions to lay a solid foundation for the rapid development of public sports service in Zhengzhou. (6) Zhengzhou schools, institutions, enterprises and institutions, venues, facilities utilization rate is not high. (7) Zhengzhou sports talents and scientific research team training to restrict the development of public sports services short board. On the basic public sports services in Zhengzhou City Present situation, combined with the relevant policies of the state and Henan Province, this paper puts forward the following countermeasures and suggestions pertinent: (1) establish and improve the system of leadership responsibility, raise awareness, ensure implementation in place, strengthen the construction of sports legal system and provide legal guarantee for the development of public sports services. (2) strengthen publicity of public sports services to form a good fitness. Atmosphere; make use of popular means to broaden the way of propaganda; strengthen the scientificity, timeliness and interest of the propaganda information. (3) continue to strengthen the function of the grass-roots community, support the development of sports associations, and further ensure the implementation of the basic sports work.
