【摘要】：當前阻滯基層學校體育改革進程的主要因素已經(jīng)由教師職業(yè)倦怠轉變?yōu)榻處煹呢撁媲榫w。負面情緒的波浪式?jīng)_擊,直接制約著改革力量的再次凝聚和改革運行方式的轉換,這不利于頂層設計與基層微改革共同行動格局的形成。在制度層面,規(guī)避與消除迎合、抱怨、抵觸、畏懼和逆反頂層設計的現(xiàn)象發(fā)生,已成為新常態(tài)下深化學校體育改革的首要問題。通過研究發(fā)現(xiàn):基層學校體育改革負面情緒產生的根本原因與頂層設計的政策頻發(fā)、適用性低、上壓下擠執(zhí)行方式和管理方式僵化密切相關�；诖�,需要建立長效機制,修正推諉扯皮心態(tài);建立協(xié)調機制,化解迎合改革心態(tài);構建數(shù)據(jù)監(jiān)控機制,舒緩浮躁心態(tài);建立問責機制,消除造假作秀心態(tài)。以此,釋放基層學校體育改革潛在動力。
[Abstract]:At present, the main factors that block the process of physical education reform in grass-roots schools have changed from teachers' job burnout to teachers' negative emotions. The wave impact of negative emotions directly restricts the reconcentration of the reform force and the transformation of the reform operation mode, which is not conducive to the formation of the common action pattern between the top-level design and the micro-reform at the grass-roots level. At the institutional level, the phenomenon of evading and eliminating pandering, complaining, resisting, fearing and opposing top-level design has become the most important problem in deepening the reform of school physical education under the new normal condition. Through the research, it is found that the root cause of the negative emotion in the reform of physical education at the grass-roots level is closely related to the frequent occurrence of the top-level design policy, the low applicability, the inflexibility of the execution mode under the pressure and the management mode. Based on this, we need to establish a long-term mechanism to correct prevarication mentality; establish a coordination mechanism to resolve the reform mentality; build a data monitoring mechanism, ease impetuous mentality; establish accountability mechanisms to eliminate false show mentality. In this way, we should release the potential motive force of physical education reform in basic schools.
