【摘要】：當(dāng)前正值校園足球發(fā)展黃金期,國(guó)家以立德樹(shù)人、提升素質(zhì)、改革教育為落腳點(diǎn),從頂層設(shè)計(jì)層面為校園足球譜寫(xiě)大政方針。在2015年3月國(guó)務(wù)院出臺(tái)的《中國(guó)足球改革發(fā)展總體方案》(國(guó)辦發(fā)[2015]11號(hào))中專(zhuān)門(mén)提出要"改革推進(jìn)校園足球發(fā)展",使校園足球升級(jí)為國(guó)家戰(zhàn)略。伴隨著校園足球的深入發(fā)展,與之配套的公共服務(wù)卻成為阻礙其發(fā)展的瓶頸,需求側(cè)與供給側(cè)間的矛盾日益尖銳,供給模式不健全的弊端逐漸凸顯,如何走好校園足球這"最后一公里"成為社會(huì)焦點(diǎn)。從2014年10月《國(guó)務(wù)院關(guān)于加快發(fā)展體育產(chǎn)業(yè)促進(jìn)體育消費(fèi)的若干意見(jiàn)》(國(guó)發(fā)[2014]46號(hào))的頒布,到2015年7月教育部等6部門(mén)關(guān)于加快發(fā)展青少年校園足球的實(shí)施意見(jiàn),再到2016年4月國(guó)家發(fā)改委發(fā)布的《中國(guó)足球中長(zhǎng)期發(fā)展規(guī)劃(2016—2020)》,這一系列文件都明確指出要構(gòu)建多元化的體育公共服務(wù)供給模式,鼓勵(lì)社會(huì)力量參與校園足球的發(fā)展,拓寬吸收社會(huì)資金的渠道,創(chuàng)新校園足球引進(jìn)外資方式,為校園足球公共服務(wù)供給改革與發(fā)展奠定了基調(diào)。所以化解當(dāng)前校園足球發(fā)展的瓶頸,必須從供給側(cè)改革這個(gè)突破口入手,因此本文重點(diǎn)旨在細(xì)分供給主體,創(chuàng)新供給方式,形成主體多元化的校園足球公共服務(wù)供給模式。同時(shí)校園足球公共服務(wù)作為體育公共服務(wù)的概念外延和內(nèi)容細(xì)分,其體系的研究也有利于豐富體育公共服務(wù)的內(nèi)涵,對(duì)于二者的研究具有重要的理論和現(xiàn)實(shí)意義。本研究以校園足球公共服務(wù)供給模式為研究對(duì)象,通過(guò)運(yùn)用文獻(xiàn)資料法、專(zhuān)家訪談法、比較研究法、個(gè)案分析法、調(diào)查統(tǒng)計(jì)法、邏輯分析法等研究方法對(duì)校園足球公共服務(wù)體系及供給模式進(jìn)行分析,研究結(jié)論如下:(1)當(dāng)前山東省通過(guò)以點(diǎn)帶面的形式推動(dòng)校園足球運(yùn)動(dòng)的普及,將遴選校園足球特色學(xué)校做為重點(diǎn),并沿襲之前"比賽加師資培訓(xùn)"傳統(tǒng)模式來(lái)發(fā)展校園足球。由于在遴選制度標(biāo)準(zhǔn)制定時(shí)過(guò)于注重學(xué)校類(lèi)別而忽視區(qū)域分布,導(dǎo)致校園足球特色學(xué)校出現(xiàn)區(qū)域分布不平衡,農(nóng)村地區(qū)校園足球特色學(xué)校數(shù)量比例較低。(2)山東省校園足球公共服務(wù)的發(fā)展尚處于起步探索階段,校園足球公共服務(wù)供給側(cè)方面存在諸多不足,主要有供給方式單一,基本依靠政府直接供給,鮮有政府購(gòu)買(mǎi)和社會(huì)力量參與的案例;供給范圍有限,僅以山東省校園足球特色學(xué)校為基本供給對(duì)象,供給項(xiàng)目以師資培訓(xùn)和賽事組織為主,而在專(zhuān)業(yè)師資力量、場(chǎng)地質(zhì)量與數(shù)量等服務(wù)供給方面均存在不同程度的短板,表現(xiàn)出專(zhuān)業(yè)師資力量不足、足球場(chǎng)地?cái)?shù)量有限、足球場(chǎng)地規(guī)格和類(lèi)型不專(zhuān)業(yè)等問(wèn)題。(3)在保證政府直接供給模式的基礎(chǔ)上,不斷加大資金投入力度,創(chuàng)新供給方式,提出競(jìng)爭(zhēng)招標(biāo)、定向委托、政府補(bǔ)貼、憑單制等供給方式在校園足球公共服務(wù)供給上的應(yīng)用,以提高和完善政府購(gòu)買(mǎi)公共服務(wù)的水平。(4)擴(kuò)大校園足球公共服務(wù)供給范圍,實(shí)現(xiàn)供給主體多元化,應(yīng)當(dāng)正確處理政府與市場(chǎng)、社會(huì)間的關(guān)系以及公平和效率的問(wèn)題,在保證政府承擔(dān)校園足球公共服務(wù)主導(dǎo)責(zé)任的同時(shí),厘清供給權(quán)限與范圍,充分發(fā)揮社會(huì)力量在校園足球公共服務(wù)供給中的作用,擴(kuò)大社會(huì)力量在公共服務(wù)供給的范圍,提出了政企合作、校企合作、非營(yíng)利性社會(huì)組織合作、個(gè)人志愿與捐助等供給模式。(5)基于山東省校園足球公共服務(wù)供給現(xiàn)狀,提出了構(gòu)建校園足球公共服務(wù)供給模式的指導(dǎo)思想、原則及目標(biāo),構(gòu)建了具體供給模式,優(yōu)化了供給模式體制與機(jī)制�，F(xiàn)階段我國(guó)校園足球公共服務(wù)體系的運(yùn)行機(jī)制基本包括多元化投入機(jī)制、均衡化保障機(jī)制以及激勵(lì)機(jī)制三個(gè)方面,同時(shí)從供給主體、供給方式和供給內(nèi)容與質(zhì)量三個(gè)方面初步構(gòu)建起校園足球公共服務(wù)的評(píng)價(jià)反饋體系。
[Abstract]:At present, in the golden period of the development of campus football, the country aims to improve its quality and reform education as a foothold. It has written a policy for campus football from the top level of design. In March 2015, the general plan for the reform and development of Chinese football (National Office [2015]11) issued by the State Council proposed to "reform and promote the development of campus football", With the development of the campus football, with the development of the campus football, the supporting public service has become a bottleneck that hinders its development. The contradiction between the demand side and the supply side is increasingly sharp, and the malpractice of the supply mode is not perfect gradually. The "last kilometer" of the campus football is the focus of the society. From 2014 10 A number of comments by the State Council on accelerating the development of sports industry to promote sports consumption ([2014]46) was promulgated by the 6 Department of the Ministry of education in July 2015 on the implementation of the development of youth campus football, and the series of articles published by the national development and Reform Commission in April 2016 (2016 - 2020) in China's foot ball (2016 - 2020). It is clearly pointed out that it is necessary to build a diversified supply mode of sports public service, encourage social forces to participate in the development of campus football, broaden the channels for absorbing social funds, innovate the way of introducing foreign capital into campus football, and lay the foundation for the reform and development of the supply of public service on campus football, so the bottleneck of the development of the current campus football is resolved. It is necessary to start with the breakthrough of the supply side reform, so the focus of this article is to subdivide the supply body, innovate the supply mode and form the diversified supply mode of the public service of campus football. Meanwhile, the campus football public service is the concept extension and content subdivision of the sports public service, and the research of the system is also beneficial to the rich sports public. The connotation of common service is of great theoretical and practical significance for the study of the two parties. This study takes the model of the supply of public service in campus football as the research object. By using the method of literature, expert interview, comparative research, case analysis, investigation and statistics, logic analysis and other research methods, the research methods of campus football public service system and The supply model is analyzed and the conclusions are as follows: (1) the current Shandong province promotes the popularization of campus football through the form of point and surface. It will focus on the selection of campus football characteristic schools, and follow the traditional model of "competition plus teacher training" to develop the campus football ball. Not to ignore the regional distribution, leading to the uneven distribution of campus football characteristic schools, the proportion of school football characteristic schools in rural areas is low. (2) the development of Shandong campus football public service is still in the initial exploration stage, there are many deficiencies in the supply side of the campus football public service, mainly a single supply way. Basically relying on the direct supply of government, there are few cases of government purchase and social force participation; the supply range is limited, only the school football characteristic schools in Shandong province are the basic supply objects, the supply projects are mainly teacher training and competition organization, and there are different degrees in the service supply of the professional teachers, the quantity and quantity of the field geology and quantity. Short board, showing the shortage of professional teachers, the limited number of football field, football field specifications and types of unprofessional. (3) on the basis of ensuring the government's direct supply mode, we will continue to increase the investment of funds, innovate the supply mode, put forward the way of competitive bidding, fixed entrustment, government subsidy, voucher system and so on in campus football The application of the supply of public service in order to improve and improve the level of government purchase of public service. (4) to expand the supply range of the public service of the campus football and realize the diversification of the supply subject, we should correctly deal with the problems of the relationship between the government and the market, the society and the fairness and efficiency, so as to ensure the government's responsibility to take the leading responsibility of the public service of the campus football. At the same time, to clarify the rights and scope of supply, give full play to the role of social forces in the supply of public service in campus football, expand the scope of social forces in the supply of public services, and put forward the supply mode of government enterprise cooperation, school enterprise cooperation, non profit social organization cooperation, individual volunteer and donation. (5) based on the public clothes of Shandong campus football In the present situation, the guiding ideology, principles and objectives of building the public service supply mode of campus football are put forward, the specific supply mode is constructed, and the supply mode system and mechanism are optimized. The operating mechanism of the public service system of the campus football in our country includes the diversified investment mechanism, the balanced guarantee mechanism and the incentive mechanism at the present stage. The three aspect, at the same time, initially constructs the evaluation feedback system of the campus football public service from the three aspects of the supply main body, the supply way and the supply content and the quality.
