【摘要】：濱海體育旅游是依托濱海體育設(shè)施、自然資源、體育節(jié)慶活動(dòng)和體育賽事在濱海地區(qū)或?yàn)I海城市開(kāi)展的,以體育為核心,以健身、休閑、觀賽、游學(xué)為目的的身體活動(dòng)。經(jīng)濟(jì)全球化發(fā)展形勢(shì)下的區(qū)域旅游一體化是區(qū)域經(jīng)濟(jì)一體化下的一種新興發(fā)展方式,是區(qū)域旅游經(jīng)濟(jì)發(fā)展的更高層次。山東濱海體育旅游一體化是在區(qū)域一體化是“區(qū)域聯(lián)合”和“區(qū)域旅游一體化”的發(fā)展趨勢(shì)下,山東沿海七地市在政府的引導(dǎo)、行業(yè)協(xié)會(huì)協(xié)助、旅游企業(yè)參與下形成的新型發(fā)展態(tài)勢(shì)。本文采用文獻(xiàn)資料法、專家訪談法對(duì)山東濱海體育旅游的一體化發(fā)展進(jìn)行了SWOT定性分析,發(fā)現(xiàn)山東濱海體育旅游的一體化發(fā)展在地理位置優(yōu)越、地市間交通的連接程度高、大區(qū)域下小區(qū)域經(jīng)濟(jì)聯(lián)系度高、體育旅游資源豐富且互補(bǔ)、總體旅游市場(chǎng)大等方面存在優(yōu)勢(shì),在地市之間體育旅游發(fā)展不均衡、區(qū)域協(xié)調(diào)機(jī)制的缺失、區(qū)域核心帶動(dòng)能力不足和合作的主體單一且合作形式化等方面存在劣勢(shì),在目前旅游業(yè)的發(fā)展環(huán)境、政策扶持、其他區(qū)域旅游一體化發(fā)展提供的借鑒等方面有大好的發(fā)展機(jī)遇,但又面臨著競(jìng)爭(zhēng)對(duì)手對(duì)游客資源的爭(zhēng)奪、消極不可控因素、體制性障礙、七市間的利益協(xié)調(diào)問(wèn)題等方面的挑戰(zhàn)。進(jìn)而,采用問(wèn)卷調(diào)查法、SWOT-AHP法構(gòu)建SWOT-AHP的定量模型,得出山東濱海體育旅游一體化發(fā)展應(yīng)采取內(nèi)部?jī)?yōu)勢(shì)與外部挑戰(zhàn)相結(jié)合的ST發(fā)展戰(zhàn)略類型。依據(jù)ST發(fā)展戰(zhàn)略,對(duì)于山東濱海體育旅游的一體化發(fā)展提出以下建議:建立政府間的自我協(xié)調(diào)機(jī)制,打破行政壁壘;建立七地市間的利益共享機(jī)制,減小一體化發(fā)展對(duì)濱海體育旅游弱市的沖擊;深入合作,構(gòu)建統(tǒng)一的山東濱海體育旅游市場(chǎng);豐富合作主體,組建山東濱海體育旅游行業(yè)協(xié)會(huì);實(shí)現(xiàn)七地市旅游目的地公共服務(wù)的一體化,增強(qiáng)區(qū)域競(jìng)爭(zhēng)力;依托青島、濰坊兩個(gè)區(qū)域核心,推進(jìn)藍(lán)色濱海體育旅游帶的建設(shè)。
[Abstract]:Coastal sports tourism is based on coastal sports facilities, natural resources, sports festivals and sports events carried out in coastal areas or coastal cities, sports as the core, to fitness, leisure, observation, study for the purpose of physical activities. Regional tourism integration under the situation of economic globalization is a new development mode under regional economic integration and a higher level of regional tourism economic development. Shandong coastal sports tourism integration is based on the development trend that regional integration is "regional union" and "regional tourism integration", and the seven coastal cities of Shandong are guided by the government and assisted by trade associations. Tourism enterprises participate in the formation of a new development situation. In this paper, the author makes a SWOT qualitative analysis of the integration development of Shandong coastal sports tourism by using the method of literature and expert interviews. It is found that the integration development of Shandong coastal sports tourism is superior in geographical location and the degree of connection between local and city transportation is high. There are many advantages in large area, such as high degree of economic connection, rich and complementary resources of sports tourism, large tourism market, unbalanced development of sports tourism between cities and cities, and lack of regional coordination mechanism. There are disadvantages in such aspects as the lack of regional core driving ability, the single subject of cooperation and the formalization of cooperation. There are excellent development opportunities in the current environment of tourism development, policy support, and the reference provided by the integrated development of other regional tourism. However, it also faces challenges from competitors' competition for tourist resources, negative uncontrollable factors, institutional obstacles, and the coordination of interests among the seven cities. Then, the quantitative model of SWOT-AHP is constructed by using the method of questionnaire and SWOT-AHP, and it is concluded that the integrated development of Shandong coastal sports tourism should adopt the St development strategy type which combines internal advantages with external challenges. According to St development strategy, this paper puts forward the following suggestions for the integrated development of Shandong coastal sports tourism: establishing self-coordination mechanism among governments, breaking down administrative barriers, establishing benefit-sharing mechanism among the seven cities, To reduce the impact of integration development on the weak city of coastal sports tourism; to build a unified sports tourism market in Shandong coastal areas; to enrich the main body of cooperation; to form Shandong Binhai sports tourism industry association; To realize the integration of public services of tourism destinations in seven cities and to enhance the regional competitiveness; to promote the construction of blue coastal sports tourism belt relying on the core of Qingdao and Weifang.
