新時期山東省體育文化產(chǎn)業(yè)創(chuàng)新發(fā)展研究

【摘要】:2014年10月,國務(wù)院頒布了《關(guān)于加快發(fā)展體育產(chǎn)業(yè)促進(jìn)體育消費的若干意見》(國發(fā)[2014]46號),體育產(chǎn)業(yè)迎來了一個新的發(fā)展契機。2015年8月,山東省人民政府頒布了《關(guān)于貫徹國發(fā)[2014]46號文件加快發(fā)展體育產(chǎn)業(yè)促進(jìn)體育消費的實施意見》,預(yù)示著山東省體育產(chǎn)業(yè)進(jìn)入了一個新的歷史時期。體育文化產(chǎn)業(yè)是體育產(chǎn)業(yè)的重要組成部分,它的發(fā)展對山東省體育產(chǎn)業(yè)目標(biāo)的實現(xiàn)有重要作用。因此研究山東省體育文化產(chǎn)業(yè)創(chuàng)新發(fā)展這一問題具有重要的理論意義和實踐價值。創(chuàng)新是引領(lǐng)發(fā)展的第一動力,抓住了創(chuàng)新就是抓住了牽動經(jīng)濟社會發(fā)展全局的“牛鼻子”。目前,體育文化產(chǎn)業(yè)的研究主要集中于產(chǎn)業(yè)具體門類、功能、地位、發(fā)展定位,并取得了顯著成果,但在新時期背景下對體育文化產(chǎn)業(yè)的創(chuàng)新發(fā)展對策、機制、理念的研究還存在不足。對山東省體育文化產(chǎn)業(yè)研究而言,當(dāng)前的研究主要集中于海洋體育文化、民俗體育文化等,并取得了顯著的研究成果,但在整體的體育文化產(chǎn)業(yè)和其創(chuàng)新研究方面存在不足,尤其是對體育文化產(chǎn)業(yè)的創(chuàng)新要素、創(chuàng)新過程、體制創(chuàng)新的研究還不夠。因此,本文通過文獻(xiàn)資料法、問卷調(diào)查法、訪談法、實地考察法和數(shù)理統(tǒng)計等研究方法,對山東省體育文化產(chǎn)業(yè)的發(fā)展演進(jìn)、現(xiàn)狀、存在的問題、影響因素、創(chuàng)新發(fā)展的基本要求、創(chuàng)新發(fā)展的對策進(jìn)行研究,以期促進(jìn)山東省體育文化產(chǎn)業(yè)持續(xù)、快速、健康發(fā)展。通過本研究,得出以下結(jié)論:(1)山東省體育文化產(chǎn)業(yè)的發(fā)展經(jīng)歷了一個“孕育——萌芽——成長”過程,其產(chǎn)業(yè)規(guī)模一般,結(jié)構(gòu)不均衡。(2)山東省沒有專門的體育文化產(chǎn)業(yè)政府管理機構(gòu),只有部分的兼職機構(gòu);山東省體育文化產(chǎn)業(yè)基地較多,產(chǎn)業(yè)帶初步形成,但其產(chǎn)業(yè)布局合理程度和產(chǎn)業(yè)隊伍健全程度均一般。(3)山東省體育文化產(chǎn)品供給還不能滿足市場需求,市場消費困境為產(chǎn)品質(zhì)量差和產(chǎn)品短缺;山東省體育文化產(chǎn)業(yè)監(jiān)管機制不夠高效規(guī)范,市場主體的誠信自律程度較差。(4)當(dāng)前山東省體育文化產(chǎn)業(yè)存在的主要問題為:管理中存在缺位、錯位和越位的現(xiàn)象;“體育+文化”互通升級不夠;產(chǎn)業(yè)發(fā)展模式僵硬、輻射效應(yīng)較弱等。(5)目前影響山東省體育文化產(chǎn)業(yè)發(fā)展的主要因素為:管理因素(貢獻(xiàn)率為22.145%)、產(chǎn)業(yè)環(huán)境(貢獻(xiàn)率為19.806%)、產(chǎn)業(yè)市場(貢獻(xiàn)率為18.966%)、產(chǎn)業(yè)基礎(chǔ)(貢獻(xiàn)率為16.082%)。(6)新時期對山東省體育文化產(chǎn)業(yè)的發(fā)展提出了更高的要求,其發(fā)展應(yīng)符合產(chǎn)業(yè)創(chuàng)新的基本要求、新時期國家對創(chuàng)新的基本要求、新時期對山東省體育文化產(chǎn)業(yè)創(chuàng)新發(fā)展的基本要求。(7)新時期山東省體育文化產(chǎn)業(yè)創(chuàng)新發(fā)展應(yīng)優(yōu)化產(chǎn)業(yè)結(jié)構(gòu)和環(huán)境,即統(tǒng)籌兼顧,優(yōu)勢產(chǎn)業(yè)與弱勢產(chǎn)業(yè)協(xié)同發(fā)展、防止“帽子”產(chǎn)業(yè)集群、整合體育文化產(chǎn)業(yè)內(nèi)容、頒發(fā)適應(yīng)性政策法規(guī)文件;應(yīng)搞活體育市場,即發(fā)揮市場的決定性作用、增加市場主體以促進(jìn)供給與需求雙側(cè)改革。(8)新時期山東省體育文化產(chǎn)業(yè)創(chuàng)新發(fā)展應(yīng)規(guī)劃產(chǎn)業(yè)布局,即打造“一區(qū)一圈一帶”產(chǎn)業(yè)布局、優(yōu)先發(fā)展特色性體育文化產(chǎn)業(yè)市區(qū);應(yīng)建立人才培養(yǎng)機制,即形成“政府——學(xué)校——市場”的培養(yǎng)模式、大力培養(yǎng)體育經(jīng)紀(jì)人;應(yīng)夯實產(chǎn)業(yè)基礎(chǔ),即加大基礎(chǔ)設(shè)施建設(shè)、保護(hù)與傳承體育文化資源。(9)新時期山東省體育文化產(chǎn)業(yè)創(chuàng)新發(fā)展應(yīng)調(diào)整產(chǎn)業(yè)機構(gòu),即增設(shè)專門的產(chǎn)業(yè)機構(gòu)、協(xié)調(diào)現(xiàn)行管理機構(gòu)職能、充分發(fā)揮民間力量;應(yīng)調(diào)控產(chǎn)業(yè)供求關(guān)系,即考察市場準(zhǔn)確定位、促進(jìn)體育文化產(chǎn)業(yè)供給側(cè)改革、把發(fā)展渠道放在首位、把產(chǎn)業(yè)內(nèi)容做大做強。
[Abstract]:In October 2014, the State Council issued a number of opinions on speeding up the development of sports industry and promoting sports consumption ([2014]46). The sports industry ushered in a new opportunity for development in August. The people's Government of Shandong promulgated the implementation opinion on the implementation of document [2014]46 and the rapid development of sports industry to promote sports consumption in August. The sports industry in Shandong has entered a new historical period. The sports culture industry is an important part of the sports industry. Its development has an important role in the realization of the target of the sports industry in Shandong province. Therefore, it has important theoretical and practical value to study the problem of the innovation and development of sports culture industry in Shandong province. It is the first driving force to lead the development and grasped the innovation that grasped the "cattle nose" which has led to the development of the economic and social development. At present, the research of the sports culture industry mainly concentrates on the specific categories, functions, status and development orientation of the sports culture industry, and has made remarkable achievements, but the Countermeasures for the innovation and development of the sports culture industry in the new period, In the study of sports culture industry in Shandong Province, the current research mainly focuses on Yu Haiyang sports culture, folk sports culture and so on, and has made significant research results. But there are some shortcomings in the whole sports culture industry and its innovation research, especially the innovation of sports culture industry. In this paper, the development of the sports culture industry in Shandong Province, the current situation, the existing problems, the basic requirements of the influence factors, the basic requirements of the innovation and development, the Countermeasures of the innovation and development are studied. In order to promote the sports culture industry in Shandong province to continue, fast and healthy development. Through this study, the following conclusions are drawn: (1) the development of sports culture industry in Shandong province has experienced a "gestation - bud - growth" process, its industrial scale is general and the structure is not balanced. (2) there is no special administrative organization for sports culture industry in Shandong province. Only part of the part of the part-time organization; Shandong sports cultural industry base is more, the industrial belt is initially formed, but its industrial layout and the industrial team is normal. (3) the supply of sports culture products in Shandong province can not meet the market demand, the market consumption dilemma is the product quality poor and product shortage; the sports culture production in Shandong Province The supervision mechanism of the industry is not efficient and standard, and the degree of self-discipline of the market subject is poor. (4) the main problems of the sports culture industry in Shandong province are: lack of position, dislocation and offside in the management; the upgrading of "sports + culture" is not enough; the model of industrial development is rigid, and the radiation effect is weak. (5) the current influence on Physical Education in Shandong Province The main factors of the development of cultural industry are: management factors (contribution rate of 22.145%), industrial environment (contribution rate of 19.806%), industrial market (contribution rate of 18.966%), industrial base (contribution rate of 16.082%). (6) the new period has raised higher requirements for the development of sports culture industry in Shandong Province, and its development should meet the basic requirements of industrial innovation. The basic requirements of national innovation and the basic requirements for the innovation and development of sports culture industry in Shandong province in the new period. (7) in the new period, the innovation and development of sports culture industry in Shandong province should optimize the industrial structure and environment, that is, the coordinated development of the dominant industry and the disadvantaged industry, the prevention of the "hat" industrial cluster and the integration of the sports culture industry. The content, the issuance of adaptive policies and regulations documents; should invigorate the sports market, play the decisive role of the market, increase the market main body to promote both supply and demand bilateral reform. (8) the innovation and development of sports culture industry in Shandong Province in the new period should plan the industrial layout, that is to build the industrial layout of "one district and one circle", and give priority to the development of the characteristic sports The city of cultural industry should establish a talent training mechanism, that is to form the training mode of "government - School - market", to train sports brokers, to consolidate the industrial foundation, that is, to strengthen the construction of infrastructure, to protect and inherit the sports cultural resources. (9) the innovation and development of sports culture industry in the new period should be adjusted by the industrial institutions, that is to say, the increase of the sports culture industry in the new period should be increased. We should set up special industrial institutions, coordinate the functions of current management institutions and give full play to the power of the folk. We should regulate the relationship between the supply and demand of the industry, that is to investigate the accurate positioning of the market, promote the reform of the supply side of the sports culture industry, put the development channel first, and make the industrial content bigger and stronger.
