【摘要】：本論文采用文獻(xiàn)資料法、實(shí)地調(diào)查法、專家訪談法、邏輯分析及數(shù)理統(tǒng)計(jì)等方法分析研究新的歷史時(shí)期沈陽市體育社會組織的發(fā)展情況,發(fā)現(xiàn)由于政府政策的導(dǎo)向與支持,隨著《全民健身?xiàng)l例》,《全民健身計(jì)劃(2011-2015)》的頒布,沈陽市全民健身運(yùn)動(dòng)蓬勃開展,各種體育社會組織也得到了較好發(fā)展。他們的發(fā)展促進(jìn)了沈陽市全民健身活動(dòng)的開展和群眾體育的普及與提高,但同時(shí)也出現(xiàn)了一些因?yàn)楣芾聿簧�、指�?dǎo)不力等現(xiàn)象引起的問題。如:1.體育社會組織發(fā)展起步較晚,數(shù)量少,社會影響力不大;2.沈陽市體育社會組織沒有形成地域覆蓋;3.對弱勢群體的體育社會組織關(guān)注度不夠等等。需要沈陽市各級體育管理部門,以中央和沈陽市政府出臺的各項(xiàng)體育指導(dǎo)政策為導(dǎo)向,認(rèn)真加以研究盡快解決問題。大力發(fā)展體育社會組織,充分發(fā)揮體育社會組織的社會功能和全民健身作用。本論文將沈陽市與北京市、上海市兩地的體育社會組織的現(xiàn)狀進(jìn)行比較研究。分析了體育社會組織的管理體制,工作開展情況,功能和作用,在社會中的地位,對全民健身活動(dòng)的開展以及體育事業(yè)和體育產(chǎn)業(yè)的發(fā)展起到了什么作用,并根據(jù)存在的種種問題,提出了七條對策措施。其中包括積極創(chuàng)建“樞紐型”體育社會組織;體育社團(tuán)應(yīng)按照實(shí)體化、市場化、規(guī)范化、專業(yè)化標(biāo)準(zhǔn)建設(shè);體育類民辦非企業(yè)單位要注重聯(lián)合發(fā)展;體育基金會建設(shè)及管理措施;取消主管單位建立年檢獎(jiǎng)勵(lì)懲罰制度;加強(qiáng)媒體宣傳,擴(kuò)大社會影響,提高社會效益;建立體育社會組織社會影響力評價(jià)制度,增加體育社會組織的行業(yè)競爭力,使其為沈陽市的全民健身運(yùn)動(dòng)的開展以及豐富沈陽市民眾的業(yè)余生活發(fā)揮出更好的作用。
[Abstract]:This paper uses the methods of literature, field investigation, expert interview, logic analysis and mathematical statistics to analyze and study the development of sports social organization in Shenyang in the new historical period. It is found that due to the guidance and support of government policy,With the promulgation of "regulations on National Fitness" and "National Fitness Plan 2011-2015), Shenyang National Fitness campaign is booming, and various sports social organizations have also been better developed."Their development has promoted the development of national fitness activities and the popularization and improvement of mass sports in Shenyang, but at the same time, there are some problems caused by poor management and poor guidance.Be like 1: 1.The development of sports social organization starts late, the quantity is small, the social influence is not big 2. 5%.Shenyang sports social organizations did not form regional coverage.Weak groups of sports social organizations are not enough attention and so on.The sports management departments at all levels in Shenyang should study and solve the problems as soon as possible, guided by the sports guidance policies issued by the central government and the Shenyang municipal government.Vigorously develop sports social organizations, give full play to the social functions of sports social organizations and the role of national fitness.This paper makes a comparative study on the present situation of sports social organization in Shenyang, Beijing and Shanghai.This paper analyzes the management system, work development, function and function of sports social organization, its status in society, and what role it has played in the development of national fitness activities, as well as the development of sports cause and sports industry.According to the existing problems, seven countermeasures are put forward.It includes actively establishing the "pivot" sports social organization; the sports association should be constructed according to the materialization, marketization, standardization and specialization standard;Sports foundation construction and management measures; abolition of the competent units to establish the system of annual inspection incentives and punishment; strengthen media publicity, expand social impact, improve social benefits; establish sports social organizations social impact evaluation system,To increase the industry competitiveness of sports social organization, make it play a better role for the development of the national fitness campaign and enrich the amateur life of Shenyang people.
