全民健身活動自組織研究:Y組織的考察

【摘要】:20世紀80年代以來的中國經(jīng)濟體制轉軌和政府職能轉變,造就了社會發(fā)育的空間和公民社會的壯大,社區(qū)基層全民健身活動大量興起,與計劃經(jīng)濟時期的群眾體育他組織模式相比較,具有明顯的“自組織”痕跡。這些“自組織”的全民健身活動多以“小團體”的形式和滿足多樣的體育需求、彌補政府(他)組織的不足、調動社會力量的積極性并以其自身較強的適應性蓬勃發(fā)展,體現(xiàn)出頑強的生命力,對于全民健身的發(fā)展以及社區(qū)建設具有積極促進作用。本文主要采用個案研究法,通過長期的參與式走訪和互動、深度訪談和查閱文獻資料等收集豐富的研究資料。選擇了一個基層健身團隊-----Y組織作為考察對象,深入探討這一組織的興起和發(fā)展,研究它是如何進行自我服務、自我約束和自我協(xié)調的自主管理,如何構建組織內外網(wǎng)絡關系,與外界良性互動整合組織發(fā)展所需的資源。研究結果表明,該組織從形成到日;顒拥拈_展再到活動場地的選擇與變遷經(jīng)歷著一種自組織的模式,依靠自我服務、自我約束和自我協(xié)調三個方面實現(xiàn)一種自組織的狀態(tài),通過組織內部關系網(wǎng)絡、與政府組織的關系網(wǎng)絡、與企業(yè)的互動和組織中核心成員的個人關系網(wǎng)絡維持著該組織的運行機制。其中:組織內部的群眾領袖是重要的粘合劑,歸屬與認同是基礎;與政府組織之間的互利互惠是資源保障;與企業(yè)之間的良性互動是組織生活的重要組成部分;核心成員的個人網(wǎng)絡關系拓寬了組織的關系網(wǎng)絡和加強了組織促進社區(qū)建設和公益服務的能力,由此形成一個開放的自主管理組織。最后,作者在對個案深入研究的基礎上,試圖完善全民健身活動自組織的發(fā)展路徑:把握“小政府、大社會”的時代特征,轉變全民健身活動組織與管理觀念;建立全民健身活動管理的分工機制,明確政府與社會各自的角色;加強全民健身活動自組織扶持力度,提高基層體育活動的自組織能力;加強社區(qū)體育精英的培養(yǎng),充分發(fā)揮其核心作用。寄希望于對全民健身活動指導工作具有現(xiàn)實應用價值,也希望能夠為相關研究者的討論與批評提供一個空間,在相關理論范式方面為其他研究者提供爭論。
[Abstract]:Since the 1980s, the transformation of China's economic system and government functions has created a space for social development and the expansion of civil society. Compared with the other organization mode of mass sports in the planned economy period, it has obvious "self-organization" trace. These "self-organized" national fitness activities are mostly in the form of "small groups" and meet various sports needs. To make up for the insufficiency of the government (he) organization, to mobilize the enthusiasm of the social forces and to develop vigorously with its own strong adaptability, showing the tenacious vitality, For the development of national fitness and community building has a positive role. This paper mainly uses the case study method, through long-term participatory visits and interactions, We selected a grass-roots fitness team-Y organization as the object of investigation, deeply discussed the rise and development of this organization, and studied how it serves itself. Autonomous management of self-restraint and self-coordination, how to construct the network relationship inside and outside the organization, and how to integrate the resources needed for the development of the organization with good interaction with the outside world. From the formation to the development of daily activities to the choice and change of the activity site, the organization has experienced a self-organizing mode, which depends on three aspects of self-service, self-restraint and self-coordination to realize a self-organizing state. The internal network of relationships, the network of relationships with government organizations, the interaction with enterprises and the network of personal relationships among the core members of the organization maintain the operational mechanism of the organization. Ownership and identification are the foundation, mutual benefit with government organizations is the guarantee of resources, good interaction with enterprises is an important part of organization life. The personal network of the core members broadens the organization's network of relationships and strengthens the organization's ability to promote community construction and public welfare services, thus forming an open and autonomous management organization. This paper attempts to perfect the development path of self-organization of national fitness activities: grasping the characteristics of the era of "small government, big society", changing the concept of organizing and management of national fitness activities, establishing the division of labor mechanism of the management of national fitness activities, Make clear the respective roles of the government and the society; strengthen the self-organization and support of the national fitness activities, improve the self-organizing ability of the grass-roots sports activities; strengthen the training of the community sports elite, Give full play to its core role. Hope that the guidance of national fitness activities has practical application value, but also hope to provide a space for the discussion and criticism of the relevant researchers. In the relevant theoretical paradigm for other researchers to provide controversy.
