【摘要】：運(yùn)動(dòng)員所從事的是一種高風(fēng)險(xiǎn)、高投入的事業(yè),他們?yōu)楦?jìng)技體育奉獻(xiàn)了青春和血汗,努力拼搏在訓(xùn)練比賽第一線,用他們的青春和汗水鑄造著我國體育事業(yè)的明天,而當(dāng)他們由于傷病或者年齡問題,技術(shù)無法再提升而退役,進(jìn)入職業(yè)轉(zhuǎn)型期后,卻由于自身的一些問題以及社會(huì)體制的制約步履維艱,優(yōu)秀運(yùn)動(dòng)員是國家建設(shè)體育強(qiáng)國的重要戰(zhàn)略資源,肩負(fù)著為國爭(zhēng)光,振興中華的光榮使命,國家對(duì)他們的成長(zhǎng)和發(fā)展給予了大力的支持,而運(yùn)動(dòng)員的保障和轉(zhuǎn)型工作也一直備受國家相關(guān)部門的關(guān)注,隨著越來越多的運(yùn)動(dòng)員走進(jìn)大家的視野,此工作的順利開展也是社會(huì)廣泛關(guān)注的一個(gè)熱點(diǎn)。近些年,國家體育總局聯(lián)合其他部委陸續(xù)出臺(tái)了多項(xiàng)運(yùn)動(dòng)員保障的相關(guān)政策,要求相關(guān)部門要切實(shí)開展運(yùn)動(dòng)員職業(yè)輔導(dǎo)工作,進(jìn)一步保障好運(yùn)動(dòng)員們的權(quán)益和利益,并且?guī)椭\(yùn)動(dòng)員順利完成退役后的職業(yè)轉(zhuǎn)型。為了更有效地落實(shí)國家的政策,更好地解決退役運(yùn)動(dòng)員職業(yè)轉(zhuǎn)型的困境,國家體育總局人力資源開發(fā)中心每年都會(huì)舉辦幫助退役運(yùn)動(dòng)員順利進(jìn)行職業(yè)轉(zhuǎn)型的技能培訓(xùn)。本文以退役運(yùn)動(dòng)員這一群體為研究主體,結(jié)合退役運(yùn)動(dòng)員職業(yè)轉(zhuǎn)型這一社會(huì)問題,一方面對(duì)退役運(yùn)動(dòng)員職業(yè)轉(zhuǎn)型的途徑及狀況進(jìn)行全面研究及分析,從“訓(xùn)練和教育分離、社會(huì)政策傾斜、運(yùn)動(dòng)員傷病以及社會(huì)期望值過高”等方面闡述了退役運(yùn)動(dòng)員職業(yè)轉(zhuǎn)型困難的原因,從而引出開展職業(yè)技能培訓(xùn)工作的必要性和重要性。另一方面結(jié)合陜西省退役運(yùn)動(dòng)員職業(yè)技能培訓(xùn)工作開展的實(shí)際,立足體育行業(yè)職業(yè)技能培訓(xùn)的本體研究,從陜西省職業(yè)技能培訓(xùn)工作中存在的“管理體制不完善、培訓(xùn)經(jīng)費(fèi)單一、內(nèi)容缺乏實(shí)用性”等實(shí)際問題出發(fā),通過細(xì)致地分析,找出相應(yīng)的對(duì)策,還進(jìn)一步闡明了體育行業(yè)職業(yè)鑒定及體育產(chǎn)業(yè)發(fā)展對(duì)陜西省退役運(yùn)動(dòng)員職業(yè)技能培訓(xùn)的積極作用。
[Abstract]:Athletes are engaged in a high-risk, high-investment cause. They devote their youth and sweat to competitive sports, work hard at the front line of the training competition, and use their youth and sweat to forge the future of our country's sports cause. But when they retire because of injury or age problems, their skills can no longer be improved, and after entering the transition period of their careers, they are struggling because of their own problems and the constraints of the social system. Outstanding athletes are an important strategic resource for the country to build a strong sports country, shouldering the glorious mission of bringing honor to the country and rejuvenating the Chinese nation, and the state has given them great support for their growth and development. The protection and transformation of athletes have been concerned by the relevant departments of the country. With more and more athletes coming into the field of vision, the smooth development of this work is also a hot spot of widespread concern in society in recent years. The State Sports Administration, together with other ministries and commissions, has successively issued a number of policies related to the protection of athletes, requiring relevant departments to earnestly carry out professional coaching work for athletes to further safeguard the rights and interests of athletes. And to help athletes successfully complete the career transformation after retirement. In order to implement the national policies more effectively and better solve the plight of retired athletes' career transformation, The Human Resources Development Center of the State Sports Administration holds skills training every year to help retired athletes make a smooth career transformation. This paper takes retired athletes as the main body of study and combines with the social problem of retired athletes' professional transformation. On the one hand, it makes a comprehensive study and analysis on the ways and conditions of the career transformation of retired athletes, from the separation of training and education, and from the inclination of social policies, The reasons for the difficulty of career transformation of retired athletes are explained in terms of injuries and injuries and high social expectations. On the other hand, combining with the practice of vocational skills training of retired athletes in Shaanxi Province, the paper bases itself on the study of vocational skills training in sports industry. Starting from the practical problems in vocational skills training in Shaanxi Province, such as "imperfect management system, single training fund and lack of practicability", through careful analysis, the corresponding countermeasures are found out. Furthermore, the positive effect of professional appraisal and development of sports industry on the vocational skill training of retired athletes in Shaanxi Province is expounded.
