【摘要】：在黨的十八屆三中全會(huì)上,黨中央高屋建瓴針對(duì)目前我國(guó)的發(fā)展形勢(shì)提出了全面深化改革的發(fā)展理念。全面深化改革是我國(guó)經(jīng)濟(jì)社會(huì)各領(lǐng)域建設(shè)提質(zhì)增效的必由之路。處于我國(guó)公共體育服務(wù)發(fā)展前沿的上海,在創(chuàng)新公共體育服務(wù)發(fā)展方式方面有著義不容辭的責(zé)任,理應(yīng)為全國(guó)公共體育服務(wù)的發(fā)展做出榜樣示范作用。公共體育服務(wù)發(fā)展規(guī)劃是指導(dǎo)公共體育服務(wù)發(fā)展的綱領(lǐng)性文件,是凝聚各方力量和共識(shí),形成推動(dòng)公共體育服務(wù)發(fā)展合力的重要途徑,是闡明各供給主體職責(zé),促進(jìn)政府職能轉(zhuǎn)型的重要手段。公共體育服務(wù)發(fā)展規(guī)劃作為一種全新的管理理念,一種系統(tǒng)的管理方式,一個(gè)連續(xù)的行動(dòng)過程,一個(gè)民主的實(shí)現(xiàn)形式,在公共體育服務(wù)發(fā)展過程中發(fā)揮著重要的作用。上海市通過設(shè)計(jì)實(shí)施公共體育服務(wù)發(fā)展規(guī)劃,不僅能有效促進(jìn)本地公共體肓服務(wù)建設(shè),同時(shí)也為全國(guó)公共體育服務(wù)發(fā)展模式創(chuàng)新了提供了現(xiàn)實(shí)借鑒,具有重要的理論和現(xiàn)實(shí)意義。基于這樣一個(gè)前提,本研究以發(fā)展規(guī)劃理論為依據(jù),以上海市公共服務(wù)領(lǐng)域規(guī)劃實(shí)踐為參考,從理論與實(shí)踐相結(jié)合出發(fā),綜合運(yùn)用文獻(xiàn)資料法、問卷調(diào)查法、專家訪談法、邏輯分析法等科研方法,對(duì)上海市公共體育服務(wù)發(fā)展規(guī)劃設(shè)計(jì)進(jìn)行了研究,得出了如下結(jié)論:第一,公共體育服務(wù)發(fā)展規(guī)劃是指以政府為主體的公共部門為滿足民眾基本公共體育服務(wù)需求,通過收集公共體育服務(wù)發(fā)展資料、分析公共體育服務(wù)發(fā)展現(xiàn)狀,制定未來公共體育服務(wù)發(fā)展目標(biāo),選擇公共體育服務(wù)最佳行動(dòng)方案,擬定公共體育服務(wù)執(zhí)行程序,并在實(shí)施行動(dòng)方案、執(zhí)行程序的過程中通過反饋不斷完善發(fā)展目標(biāo)的循環(huán)往復(fù)的過程。第二,上海市公共服務(wù)領(lǐng)域規(guī)劃設(shè)計(jì)取得的成就主要有:對(duì)規(guī)劃的重視程度逐步增強(qiáng),投入越來越多,規(guī)劃效用顯著提升;規(guī)劃的民主性、科學(xué)性逐漸提升;規(guī)劃方法不斷進(jìn)步,規(guī)劃質(zhì)量逐步提高。不足表現(xiàn)在公共服務(wù)領(lǐng)域規(guī)劃體系不完整;公共服務(wù)領(lǐng)域規(guī)劃與社會(huì)需求銜接不夠緊密;公共服務(wù)領(lǐng)域規(guī)劃監(jiān)督評(píng)價(jià)工作尚處于起步階段;公共服務(wù)領(lǐng)域發(fā)展規(guī)劃“彈性不足”與“剛性缺失”問題并存;規(guī)劃銜接協(xié)調(diào)不夠。對(duì)上海市公共體育服務(wù)發(fā)展規(guī)劃設(shè)計(jì)的啟示是:規(guī)劃編制要做到“上下結(jié)合”體現(xiàn)合法性、“多方結(jié)合”體現(xiàn)科學(xué)性、“前后結(jié)合”體現(xiàn)可行性。第三,上海市公共體育服務(wù)發(fā)展規(guī)劃設(shè)計(jì)實(shí)施的機(jī)遇有全民健身上升為國(guó)家戰(zhàn)略、經(jīng)濟(jì)發(fā)展新常態(tài)、創(chuàng)新社會(huì)治理;優(yōu)勢(shì)是規(guī)劃設(shè)計(jì)實(shí)踐多,經(jīng)驗(yàn)豐富、公共體育服務(wù)建設(shè)基礎(chǔ)好、規(guī)劃方法和手段不斷進(jìn)步;潛在挑戰(zhàn)是居民認(rèn)知度較低、規(guī)劃對(duì)居民需求的滿足程度較低、規(guī)劃內(nèi)容建設(shè)有缺陷、規(guī)劃實(shí)施的“封閉性”問題突出、規(guī)劃設(shè)計(jì)的公眾參與度較低。第四,將上海市公共體育服務(wù)發(fā)展規(guī)劃定位為經(jīng)濟(jì)社會(huì)發(fā)展規(guī)劃中的專項(xiàng)規(guī)劃,同時(shí)又是公共體育服務(wù)領(lǐng)域中的總體規(guī)劃,對(duì)公共體育服務(wù)領(lǐng)域各部分的發(fā)展享有基礎(chǔ)性指導(dǎo)作用。第五,厘清了上海市公共體育服務(wù)發(fā)展規(guī)劃的框架、內(nèi)容組成及設(shè)計(jì)流程,并對(duì)其進(jìn)行了詳細(xì)介紹。提出了上海市公共體育服務(wù)發(fā)展規(guī)劃設(shè)計(jì)的重點(diǎn)方向,即提升公眾規(guī)劃設(shè)計(jì)參與度、構(gòu)建規(guī)劃實(shí)施方案、明確公共體育服務(wù)體系構(gòu)成要素的發(fā)展等級(jí)順序,保障公眾急需內(nèi)容的優(yōu)先發(fā)展地位、規(guī)劃要為政府部門協(xié)同工作提供幫助、完善規(guī)劃建設(shè)指標(biāo)體系、促進(jìn)標(biāo)準(zhǔn)化建設(shè)。第六,上海市公共體育服務(wù)發(fā)展規(guī)劃生成策略:(1)闡明上海市公共體育服務(wù)規(guī)劃發(fā)展階段;(2)緊扣上海發(fā)展背景,明確發(fā)展規(guī)劃的理念和目標(biāo);(3)突出“超前性”,體現(xiàn)體育民生優(yōu)先發(fā)展戰(zhàn)略;(4)健全與規(guī)劃相關(guān)的法律體系;(5)順應(yīng)時(shí)代要求,加強(qiáng)不同領(lǐng)域部門間、規(guī)劃間的融合與協(xié)調(diào);(6)轉(zhuǎn)變思路,創(chuàng)新民眾參與規(guī)劃設(shè)計(jì)的方法與途徑;(7)加快建立具有上海特色的監(jiān)督評(píng)估機(jī)制,重視規(guī)劃的實(shí)施和評(píng)價(jià);(8)不斷完善公共體育服務(wù)發(fā)展規(guī)劃理論體系,加強(qiáng)公共體育服務(wù)發(fā)展規(guī)劃研究工作;(9)積極借鑒發(fā)達(dá)國(guó)家或地區(qū)的成功經(jīng)驗(yàn)

In the development of public sports service in China is the front edge of the Shanghai, has an unshirkable responsibility in the development of public service sports innovation, exemplary roles should be made for the development of the national public sports service. Public sports service development planning is the programmatic document to guide the development of public sports services, is all power and consensus, the formation of an important way to promote the development of public sports service together, all is to clarify the responsibilities of the main supply, an important means to promote the transformation of government functions the public sports service development planning as a new management concept, a system management mode, a company The course of action continued, one of the forms of democracy, plays an important role in the public sports service in the process of the development of Shanghai city. Through the design and implementation of public sports service development planning, not only can effectively promote the construction of local public sports services, but also for the national public sports service development model innovation provides a realistic reference. It has important theoretical and practical significance.
