【摘要】：隨著經(jīng)濟社會的發(fā)展,殘疾人這一特殊群體受到政府和社會各界廣泛的關注,殘疾人社會福利保障逐漸提高,殘疾人體育活動的權利得到一系列法律法規(guī)的保障。1998年我國體育人口31.4%,而殘疾人體育人口僅為21.9%,殘疾人體育的普適范圍遠遠低于健全人。由于殘疾人身體的特殊性,以及外部條件的制約性,使他們處于社會的弱勢地位,難以與健全人一樣享受全民健身的優(yōu)越環(huán)境,讓他們游離于全民健身的邊緣,殘疾人群眾體育不容樂觀。溫馨家園是北京市政府為殘疾人建設的社區(qū)服務形式。是政府直接參與社區(qū)治理的成果。政府通過中國殘聯(lián)-市殘聯(lián)-區(qū)殘聯(lián)-街道殘聯(lián)-社區(qū)溫馨家園的方式進行管理。溫馨家園的建設就是讓政府的各項政策能更快的落實到殘疾人身上,使殘疾人的基本生活需求得到了更好地解決,讓殘疾人享受到公共服務給他們帶來的方便與實惠。目前北京有近1500個溫馨家園,分布在全市18個區(qū)縣。本課題旨在研究溫馨家園殘疾人體育活動的現(xiàn)狀,探討溫馨家園在殘疾人參與體育健身活動時所給與的支持與幫助。以溫馨家園殘疾人為研究對象,運用問卷調查法,對殘疾人體育活動的現(xiàn)狀進行分析、討論,得出以下結論：溫馨家園的服務模式尚在實踐中探索,目前還存在服務體系不健全,政策制度不完善,設施建設明顯滯后,體育服務的現(xiàn)狀與殘疾人的需求不匹配,對殘疾人生活的影響還十分有限；溫馨家園殘疾人健身意識較強,但體育活動的內(nèi)容不夠豐富、組織體育活動的頻率較低、指導人員缺乏專業(yè)性、健身設施較少和不科學等諸多因素,導致殘疾人體育健身的頻率不高,體育健身時間較少；資金是制約溫馨家園為殘疾人服務的主要瓶頸,而專業(yè)社工人員的缺乏,影響溫馨家園的服務質量和理念；溫馨家園的建立解決了殘疾人出行難、活動難的困境,讓殘疾人走出家門融入社會。增加溫馨家園的數(shù)量和質量,關心殘疾人的服務需求,立足現(xiàn)實,有效利用和整合社區(qū)資源,讓更多的殘疾人走進溫馨家園享受政府提供的專項服務。
[Abstract]:With the development of economy and society, the disabled people concern by the government and all circles of the society, the disabled social welfare increase gradually, disabled sports rights are 31.4% of China's sports population a series of laws and regulations in.1998, and the disabled sports population is only 21.9%, the optimum range of sports for the disabled is far lower than the general the perfect person. Because of the particularity of the disabled body, restraint and external conditions, so that they are in a weak social position, it is difficult to do with healthy people enjoy a good environment of fitness, let them free from the national fitness edge of disabled sports is not optimistic. The warm home is Beijing municipal government for the disabled community the form of services. Direct government participation in community governance achievements. The construction of the family home is to make the government's policies can be faster to implement the disabled person, the disabled people's basic living needs are better solved, let people enjoy the public services to their convenience and benefits. To warm their homes disabled as the research object, using the questionnaire survey method, the status of disabled sports activities to carry on the analysis, discussion, draw the following conclusions: warm home service model is to explore in practice, existing service system is not perfect, the policy system is not perfect, infrastructure construction lagged behind, the current situation of sports service and disability Who does not match the needs, impact on the life of persons with disabilities is very limited; warm home for the disabled fitness consciousness is strong, but the sports activities of the organization is not rich enough, the frequency of physical activity is low, the lack of professional guidance, fitness facilities and less scientific and other factors, resulting in disabled sports frequency is not high, sports exercise less time; money is the main bottleneck of the warm home for the disabled, and the lack of professional social workers, quality of service and the concept of a warm home; a warm home to solve the disabled activities travel difficult, difficult predicament, let people out of the house into society. Increase the number and quality of a warm home. Take care of disabled people's demand for services, based on reality, effective utilization and integration of community resources, let more people into the warm home to enjoy the government provide special service Wu.
