社區(qū)教育政策與公民學(xué)習(xí)權(quán)保障的研究

【摘要】:20世紀80年代,我國社區(qū)教育開始興起,并且逐漸得到重視。1993年在北京召開了全國社區(qū)教育研討會,會上提出了探索我國社區(qū)教育發(fā)展的新思路:“把社區(qū)教育和社區(qū)發(fā)展結(jié)合起來,把社區(qū)教育與教育管理體制改革結(jié)合起來,把學(xué)校教育與社區(qū)參與結(jié)合起來!边@一思路已被廣泛接受,社區(qū)教育開始從青少年的校外教育轉(zhuǎn)向大教育觀下的社區(qū)教育,社區(qū)教育得以迅速和健康地發(fā)展,并由城市推向農(nóng)村。我國社區(qū)教育在管理體制建設(shè)、社區(qū)教育經(jīng)費籌備、社區(qū)教育資源整合、社區(qū)教育對象、社區(qū)教育內(nèi)容與形式以及社區(qū)教育工作者隊伍建設(shè)等方面都有所發(fā)展。社區(qū)教育活動由自發(fā)狀態(tài)逐漸向組織化、系統(tǒng)化、制度化轉(zhuǎn)變,社區(qū)教育工作上升到了一個新的水平。因此制定科學(xué)的社區(qū)教育政策對加強社區(qū)教育發(fā)展具有重要意義。 “我們?nèi)找鎻?fù)雜化的社會使我們面臨諸多越來越難于解決的政策問題”,1人們已經(jīng)越來越重視政策研究,我國的“政策研究”起步于改革開放,并在我國社會科學(xué)和管理科學(xué)研究中逐漸確立了自己的地位,教育領(lǐng)域也逐漸對教育政策研究開始重視起來!敖逃哐芯空蔀閲H教育研究中最突出的內(nèi)容和最令人關(guān)注的焦點”,2作為教育研究領(lǐng)域重要組成部分的社區(qū)教育研究,理應(yīng)適應(yīng)社會潮流,關(guān)注社區(qū)教育政策研究。 本文對社區(qū)教育政策與公民學(xué)習(xí)權(quán)的保障進行研究,對中華人民共和國成立以來,特別是對改革開放后我國社區(qū)教育政策的發(fā)展歷程進行分析,并探討我國社區(qū)教育發(fā)展中公民學(xué)習(xí)權(quán)不能得到充分保障所存在的問題以及制約我國社區(qū)教育發(fā)展的政策原因,在此基礎(chǔ)上,參照國外在開展社區(qū)教育中保障公民學(xué)習(xí)權(quán)的情況,提出了完善我國社區(qū)教育政策的若干建議與對策。因此,本研究不但在理論上進行了探索,而且還具有現(xiàn)實層面的實踐價值。 本論文分為五章。 第一章:主要是對國外社區(qū)教育政策與公民學(xué)習(xí)權(quán)保障進行研究,包括國外社區(qū)教育發(fā)展歷程。 第二章:聚焦于我國社區(qū)教育政策的歷史和現(xiàn)狀。介紹了我國導(dǎo)入社區(qū)教育的背景和我國開展社區(qū)教育的過程。對改革開放前我國社區(qū)教育政策的歷史作了回顧,對改革開放以來我國社區(qū)教育政策的發(fā)展歷程進行分析并總結(jié)其發(fā)展特點。對我國社區(qū)教育政策所蘊含的價值取向以及價值取向的變遷及其基本原因進行分析。對我國社區(qū)教育政策與公民學(xué)習(xí)權(quán)保障進行了簡要分析。 第三章:從公民學(xué)習(xí)權(quán)保障的角度,對當前我國社區(qū)教育政策的實踐現(xiàn)狀進行剖析。當前我國社區(qū)教育的發(fā)展取得了一些成績,但是與當今世界社區(qū)教育發(fā)展所達成的共識——即社區(qū)教育發(fā)展應(yīng)在終身教育的框架體系下,充分保障社區(qū)居民的學(xué)習(xí)自主權(quán)、學(xué)習(xí)條件保障權(quán)和自身個性的發(fā)展權(quán)相比較,仍然存在較大的問題,例如缺乏教育的權(quán)利意識、缺乏穩(wěn)定的師資隊伍、必要經(jīng)費的短缺、教育資源不足、內(nèi)容和形式的影響等,從而導(dǎo)致了社區(qū)居民參與率低、主體意識淡薄以及基本學(xué)習(xí)權(quán)難以得到保障。針對這些問題,本章進一步分析制約我國社區(qū)教育發(fā)展而不能保障公民學(xué)習(xí)權(quán)的政策因素主要是行政主導(dǎo)性的色彩較濃、受傳統(tǒng)觀念的影響較強、社區(qū)教育保障體系尚未形成、政策的執(zhí)行力度較弱等。 第四章:為了保障公民學(xué)習(xí)權(quán)對推進與完善我國社區(qū)教育的政策提出了一些理論與實踐層面的建議。內(nèi)容包括:推進社區(qū)教育理念的提升,加強學(xué)習(xí)權(quán)保障的政策意識;完善政策,構(gòu)建以保障公民學(xué)習(xí)權(quán)為主的社區(qū)教育體系;科學(xué)管理,建立公民學(xué)習(xí)的社區(qū)教育保障機制;深化內(nèi)涵,豐富以公民學(xué)習(xí)為主的社區(qū)教育內(nèi)容。 第五章:總結(jié)本研究的結(jié)論,創(chuàng)新之處和有待研究的問題。
[Abstract]:In 1980s, community education in China began to rise, and the national community education seminar was held in Beijing in.1993. A new idea was put forward to explore the development of community education in China: "combine community education with community development, combine community education with educational management system reform, and teach schools." This idea has been widely accepted. The idea of community education has been widely accepted. Community education begins to shift from out of school education to large education. Community education is developed rapidly and healthily, and from cities to rural areas. Community education in China is in management system construction, community education funding preparation, community education resources. The integration, the object of community education, the content and form of community education and the construction of the team of community educators have developed. Community education activities are gradually organized, systematized and institutionalized from spontaneous state to a new level. Therefore, a scientific community education policy is made to strengthen the community. The development of education is of great significance.
"Our increasingly complex society has made us face a number of policy problems that are becoming more and more difficult to solve." 1 people have paid more and more attention to policy research. China's "policy research" has started in reform and opening up, and has gradually established its own status in the research of Social Science and Management Science in our country, and education policy is gradually on the educational policy. The study began to be emphasized. "Education policy research is becoming the most prominent content and the most important focus in international education research". 2 as an important part of the field of education and research, community education research should adapt to the social trend and pay attention to the research of community education policy.
This paper studies the policy of community education and the protection of the right of citizens' learning, and analyzes the development process of the community education policy in China since the founding of People's Republic of China, especially after the reform and opening up, and discusses the problems that the citizen's right of learning can not be guaranteed in the development of our community education and the restriction of our society. On the basis of the policy reasons for the development of education in the District, on this basis, it puts forward some suggestions and Countermeasures to improve our country's community education policy by referring to the situation of guaranteeing citizens' right to study in the community education abroad. Therefore, this study not only explores in theory, but also has practical practical value.
This paper is divided into five chapters.
Chapter one: It mainly studies the foreign community education policy and citizen's right to study, including the development course of community education abroad.
The second chapter focuses on the history and present situation of our country's community education policy, introduces the background of our country's introduction of community education and the process of developing community education in our country. The history of our country's community education policy before the reform and opening up is reviewed, and the development process of our country's community education policy since the reform and opening up is analyzed and its development is summarized. This paper analyzes the value orientation and the change of the value orientation and the basic reasons for the community education policy in China, and gives a brief analysis of our country's community education policy and the protection of the citizen's right to learn.
The third chapter: from the angle of the protection of the right of citizen's learning, the current situation of the practice of our country's community education policy is analyzed. The current development of community education in China has made some achievements, but the consensus reached with the development of community education in the world today - the development of community education should be under the framework of life-long education. There are still a lot of problems, such as the lack of awareness of the rights of education, the lack of a stable faculty, the shortage of necessary funds, the lack of educational resources, and the influence of the content and form, which leads to the low participation rate and subjective consciousness of the community residents. In view of these problems, this chapter further analyzes the policy factors that restrict the development of the community education in our country and can not guarantee the right to study the citizens. The main factors are the strong color of the administrative dominance, the strong influence of the traditional concept, the formation of the system of community education and protection, and the weak enforcement of the policy.
The fourth chapter: in order to guarantee the citizen's learning right to promote and improve the policy of community education in our country, some suggestions are put forward in theory and practice. The contents include: promoting the promotion of the concept of community education, strengthening the policy awareness of the protection of the right to study, perfecting the policy, and constructing the community education system which is the main part of the public learning rights; Management, establishing a community education guarantee mechanism for citizen learning, deepening the connotation and enriching the content of community education centered on citizen learning.
The fifth chapter summarizes the conclusions, innovations and problems to be studied.
