我國(guó)注冊(cè)建筑師繼續(xù)教育實(shí)效問題研究

摘 要中國(guó)經(jīng)濟(jì)發(fā)展的突飛猛進(jìn),國(guó)內(nèi)建筑市場(chǎng)正以前所未有的速度迅速擴(kuò)張。這對(duì)建筑人才教育提出了前所未有的“質(zhì)”和“量”的社會(huì)要求。同時(shí)大批境外建筑設(shè)計(jì)事務(wù)所紛紛搶攤中國(guó)市場(chǎng),攻城略地,他們所擁有的相對(duì)開闊的國(guó)際視野、良好的職業(yè)素質(zhì)、較高的執(zhí)業(yè)水平和市場(chǎng)化的靈活機(jī)制都使得同時(shí)期國(guó)內(nèi)以綜合性為最大特色的設(shè)計(jì)院相形見絀。國(guó)內(nèi)盡管有北京建筑設(shè)計(jì)院和上�,F(xiàn)代建筑設(shè)計(jì)(集團(tuán))有限公司這樣建筑設(shè)計(jì)單位中的佼佼者,,也不乏京津滬和深圳這樣固定資產(chǎn)投資量巨大的城市,但競(jìng)爭(zhēng)的激烈程度仍然在當(dāng)前的建筑設(shè)計(jì)市場(chǎng)上淋漓盡致地表現(xiàn)出來。市場(chǎng)的競(jìng)爭(zhēng)歸根到底是人才的競(jìng)爭(zhēng),目前國(guó)內(nèi)各大設(shè)計(jì)院設(shè)計(jì)任務(wù)量只能滿足設(shè)計(jì)能力的50%~80%,中小型設(shè)計(jì)單位設(shè)計(jì)任務(wù)的飽和度甚至更低。國(guó)內(nèi)設(shè)計(jì)企業(yè)生產(chǎn)能力相對(duì)過剩,設(shè)計(jì)市場(chǎng)供需失衡的根本原因是國(guó)內(nèi)優(yōu)秀設(shè)計(jì)人才的缺乏。一方面是建筑院校培養(yǎng)的本科生哪怕研究生都難以在短期內(nèi)勝任設(shè)計(jì)實(shí)踐工作,另一方面是相當(dāng)部分建筑師們盲目地追風(fēng)、復(fù)制、模仿西方建筑,真正稱得上“大師”級(jí)的建筑師鳳毛麟角,微乎其微。深刻的社會(huì)變革要求我國(guó)的建筑師必須從單一的專業(yè)技術(shù)人才向掌握社會(huì)、經(jīng)濟(jì)、環(huán)境、管理學(xué)科和專業(yè)技術(shù)的綜臺(tái)型人才轉(zhuǎn)變。而繼續(xù)教育是解決這一問題的最佳途徑。注冊(cè)建筑師繼續(xù)教育目前在我國(guó)得到積極的推行,政府管理部門對(duì)注冊(cè)建筑師實(shí)行2年一次不低于80學(xué)時(shí)的強(qiáng)制性教育,注冊(cè)建筑師的繼續(xù)教育工作已越來越得到社會(huì)各界的關(guān)注,但其實(shí)效卻并不顯著。社會(huì)和政府管理層對(duì)繼續(xù)教育的實(shí)效問題關(guān)注度也不高,亦很少?gòu)纳顚哟螌?duì)繼續(xù)教育實(shí)效問題進(jìn)行思考。因而探討注冊(cè)建筑師繼續(xù)教育的實(shí)效問題,有其積極的現(xiàn)實(shí)意義。 本文意在從市場(chǎng)和行政管理的角度回答實(shí)踐中突出的諸問題,以我國(guó)注冊(cè)建筑師的繼續(xù)教育實(shí)效為切入點(diǎn),探討繼續(xù)教育的管理模式并寄希望能夠給廣大建筑業(yè)內(nèi)人士帶來些許啟發(fā)。關(guān)鍵詞:繼續(xù)教育;注冊(cè)建筑師;實(shí)效;研究AbstractWith the fast economic development in China, the construction industry indomestic market is unprecedentedly expanding, which bring forward a socialdemand of unprecendented “quality” and “quantity” for the education ofconstruction talent. In the meantime, lots of architecture offices from abroad arepenetrating niche markets in China with their broad and international horizon, highercareer quality, excellent performance and flexible mechanism for marketization arebetter than those designing institute with a feature of integration in Chinatemporarily.Even though there are the best outstanding architectural designing units such asBeijing architectural designing institute and Shanghai modern designing companylimited, as well as those large cities with a large quantity of fixed capital investment,like Beijing, Tianjin, Shanghai and Shenzhen, the fierce competition still exists inthe present architectural designing market. Market competition is based on talentcompetition. Nowadays, the volume of designing task in large designing institutesonly satisfy 50%-80% of total design capability, and the saturation of designing taskin small and medium units is relatively low. The surplus of production capacity indomestic construction companies, and the imbalance of supply and demand indesigning market are resulted from the lack of outstanding architecture talents. Onthe one hand, the postgraduates in construction colleges and universities are lessqualified for practice work for architecture, not to mention the undergraduates. Onthe other hand, most architects blindly follow the fashion, copy and imitate thearchitectural style in the west, very few architects are regarded as grate andoutstanding architects having their own designing styles. The p rofound change insociety suggests that Chinese architects must become a inter-disciplinary talenthaving a good command of society, economy, environment management andtechnology from who of single professional skills. However, continuing education isthe optimum method for resolving the problem.
