【摘要】：高等教育現(xiàn)代化是新時(shí)期我國(guó)高等教育改革發(fā)展的重大使命和中長(zhǎng)期目標(biāo),是21世紀(jì)中葉基本實(shí)現(xiàn)國(guó)家現(xiàn)代化的必然要求。構(gòu)建與高等教育現(xiàn)代化目標(biāo)相適應(yīng)的多樣、開(kāi)放和協(xié)調(diào)的高等教育體系,需著力破除多樣性和特色化不足、靈活性和融通性不夠、協(xié)調(diào)性和開(kāi)放性不強(qiáng)等問(wèn)題。為此,一是要補(bǔ)齊短板,完善學(xué)術(shù)研究型高等教育、職業(yè)應(yīng)用型高等教育和繼續(xù)高等教育協(xié)調(diào)發(fā)展的體系格局;二是要優(yōu)化學(xué)科專業(yè)結(jié)構(gòu),建立與產(chǎn)業(yè)協(xié)調(diào)發(fā)展的動(dòng)態(tài)調(diào)整機(jī)制和人才培養(yǎng)結(jié)構(gòu)體系;三是要強(qiáng)調(diào)培養(yǎng)制度的個(gè)性化、可選擇性,建立層級(jí)交錯(cuò)、立體開(kāi)放的管理制度體系;四是要推進(jìn)分類發(fā)展,形成各類高校分工負(fù)責(zé)、密切配合協(xié)作的多樣化人才培養(yǎng)網(wǎng)絡(luò)體系。
[Abstract]:The modernization of higher education is a major mission and medium and long-term goal of the reform and development of higher education in China in the new period, and it is the inevitable requirement for the basic realization of national modernization in the middle of the 21st century. To construct a diversified, open and coordinated higher education system in accordance with the goal of modernization of higher education, it is necessary to eliminate the problems of diversity and lack of characteristics, flexibility and compatibility, coordination and openness, etc. For this reason, first, we should make up for the deficiencies and improve the system of coordinated development of academic and research-based higher education, vocational applied higher education and continuing higher education, and second, we should optimize the structure of disciplines and specialties. To establish a dynamic adjustment mechanism and a talent training structure system for coordinated development with industry; third, to emphasize the individualization and selectivity of the training system, and to establish a management system with staggered levels and three-dimensional openness; fourth, to promote the development of classification. Form all kinds of colleges and universities division of labor and responsibility, closely cooperate with the diversity of talent training network system.
