【摘要】：獎學金是國內外高校普遍采用的一種學生激勵方式。如何做好遠程教育高校獎學金及其資金管理工作,實現(xiàn)以學習者為中心,更好地為學校發(fā)展服務,是非常值得探討的問題。本文立足于近年來國家開放大學試行獎學金工作實際,分析其在資金籌集、設置和監(jiān)管中存在的問題及原因,在借鑒國內外高校經驗的基礎上,結合開放大學遠程教育的特點,從開拓資金渠道、理順資金管理體制、加強流程監(jiān)管、設置獎學金級別和類型以及后續(xù)跟蹤評價等方面進行分析,重點探討國家開放大學獎學金資金管理機制,為構建科學、完善、富有國家開放大學特色及可持續(xù)發(fā)展的獎學金制度提供理論支持。
[Abstract]:Scholarship is a popular way of encouraging students in colleges and universities at home and abroad. How to do well the scholarship and fund management of distance education colleges and universities, how to realize the learner-centered and better service for the development of the school is a problem worth discussing. Based on the practice of national open university scholarship in recent years, this paper analyzes the problems and reasons in raising funds, setting up and supervising them. On the basis of drawing lessons from the experience of universities at home and abroad, this paper combines the characteristics of distance education in open university. From the aspects of opening up the fund channel, straightening out the fund management system, strengthening the supervision of the flow, setting up the level and type of the scholarship, and following up the evaluation and so on, this paper mainly discusses the fund management mechanism of the national open university scholarship, in order to construct the science, Perfect, rich open university characteristics and sustainable development of scholarship system to provide theoretical support.
