【摘要】：干部教育培訓(xùn)工作的全面推進(jìn),為我國(guó)經(jīng)濟(jì)實(shí)力的提升提供強(qiáng)有力的思想政治和人力資源保障,也是我黨培養(yǎng)高素質(zhì)干部隊(duì)伍,保證黨的事業(yè)順利發(fā)展的一項(xiàng)重要內(nèi)容。然而,隨著我國(guó)經(jīng)濟(jì)的高速發(fā)展以及全面深化改革,我國(guó)干部教育培訓(xùn)的供需矛盾遭遇瓶頸。因此,我國(guó)引入市場(chǎng)機(jī)制,讓民辦教育機(jī)構(gòu)加入到培訓(xùn)隊(duì)伍中來便成為一種順應(yīng)時(shí)代潮流的選擇。但在實(shí)際發(fā)展中,民辦教育機(jī)構(gòu)在承辦干部教育培訓(xùn)的過程中面臨諸多問題,我們?cè)撊绾稳ッ鎸?duì)和解決這些問題。本文采用文獻(xiàn)研究法、分析歸納法、比較研究法和訪談?wù){(diào)查法,運(yùn)用理論研究,結(jié)合現(xiàn)實(shí)情況充分論證民辦教育機(jī)構(gòu)在承辦干部教育培訓(xùn)過程中遇到的問題并提出相應(yīng)對(duì)策。從民辦教育機(jī)構(gòu)承辦干部教育培訓(xùn)的研究背景和意義出發(fā),詳細(xì)闡述干部教育培訓(xùn)、民辦教育機(jī)構(gòu)的內(nèi)涵,并分別對(duì)我國(guó)干部教育培訓(xùn)的現(xiàn)狀和民辦教育機(jī)構(gòu)的現(xiàn)狀進(jìn)行總體論述。隨后,提出我國(guó)民辦教育機(jī)構(gòu)承辦干部教育培訓(xùn)發(fā)展中的主要問題分別是培訓(xùn)需求與市場(chǎng)機(jī)制之間存在矛盾、傳統(tǒng)干部教育培訓(xùn)組織開放度偏低、在干部教育培訓(xùn)中受體制限制、培訓(xùn)認(rèn)可度不高、培訓(xùn)報(bào)銷政策受限制、培訓(xùn)管理考評(píng)體系不健全。最后,提出完善民辦教育機(jī)構(gòu)承辦干部教育培訓(xùn)的政策探索:第一,加大政策扶持力度,引導(dǎo)民辦教育機(jī)構(gòu)的發(fā)展,如引入市場(chǎng)競(jìng)爭(zhēng)機(jī)制將培訓(xùn)服務(wù)外包,發(fā)揮市場(chǎng)在資源配置的決定作用,實(shí)行科學(xué)分工;第二,規(guī)范行業(yè)標(biāo)準(zhǔn),完善配套服務(wù),如制定并規(guī)范行業(yè)準(zhǔn)入標(biāo)準(zhǔn),建立健全培訓(xùn)資質(zhì)認(rèn)證體系,加大財(cái)政支持和降低報(bào)銷難度,強(qiáng)調(diào)政府在民辦教育機(jī)構(gòu)干部教育中的服務(wù)功能;第三,重視培訓(xùn)能力的提升,提高社會(huì)認(rèn)可度,如建立科學(xué)有效的培訓(xùn)效果評(píng)估機(jī)制,提高干部教育培訓(xùn)的針對(duì)性和實(shí)效性,提高干部培訓(xùn)成效及過程的社會(huì)認(rèn)可度。
[Abstract]:The comprehensive promotion of cadre education and training provides strong ideological and political and human resources guarantee for the promotion of our country's economic strength. It is also an important content for our party to train high-quality cadres and ensure the smooth development of the party's cause. However, with the rapid development of China's economy and the overall deepening of reform, the contradiction between supply and demand of cadre education and training in our country has encountered a bottleneck. Therefore, the introduction of market mechanism and the participation of private educational institutions in the training team have become a choice in keeping with the trend of the times. But in the actual development, the private educational institutions face many problems in the process of undertaking cadre education and training, how should we face and solve these problems. This article adopts the literature research method, the analysis induction method, the comparison research method and the interview investigation method, uses the theory research, unifies the reality situation fully demonstrates the question which the private education organization meets in the undertaking cadre education training process, and puts forward the corresponding countermeasure. Proceeding from the research background and significance of the private educational institutions undertaking the education and training of cadres, this paper expounds in detail the connotation of the education and training of cadres and the private educational institutions. And respectively to our country cadre education training present situation and the private education organization present situation carries on the overall elaboration. Subsequently, it is pointed out that the main problems in the development of the education and training of private educational institutions in China are the contradiction between the training demand and the market mechanism, and the low openness of traditional cadre education and training organizations. In cadre education and training, the system is limited, the training recognition is not high, the training reimbursement policy is restricted, and the training management evaluation system is not perfect. Finally, the paper puts forward the policy exploration of perfecting the education and training of cadres in private educational institutions: first, to increase policy support and guide the development of private educational institutions, such as introducing market competition mechanism to outsource training services. Give full play to the role of the market in determining the allocation of resources, and implement a scientific division of labour; second, standardize industry standards, perfect supporting services, such as formulating and standardizing industry access standards, establishing and perfecting training qualification certification systems, Increase financial support and reduce the difficulty of reimbursement, emphasize the service function of the government in the education of cadres in private educational institutions; third, attach importance to the improvement of training ability and enhance social acceptance, such as establishing a scientific and effective training effect evaluation mechanism. Improve the pertinence and effectiveness of cadre education and training, improve the effectiveness of cadre training and the social recognition of the process.
