【摘要】：論文主要通過(guò)對(duì)廣州市外來(lái)農(nóng)村勞動(dòng)力參加職業(yè)技能培訓(xùn)情況分析,整理出管理中存在的問(wèn)題,對(duì)這些問(wèn)題進(jìn)行研究和分析,最后提出具體對(duì)策,為管理部門(mén)提供具有實(shí)質(zhì)性意義的統(tǒng)計(jì)數(shù)據(jù)和參考資料,進(jìn)一步推動(dòng)這個(gè)專(zhuān)項(xiàng)活動(dòng)的有效實(shí)施,為廣州市產(chǎn)業(yè)轉(zhuǎn)型升級(jí)需要的技能人才的培訓(xùn)、高技能人才隊(duì)伍的建設(shè)、提高外來(lái)人口在廣州的就業(yè)機(jī)會(huì)等問(wèn)題進(jìn)行探討。論文分為四大部分,主要包括外來(lái)農(nóng)村勞動(dòng)力的職業(yè)技能培訓(xùn)概況、管理體系、管理的現(xiàn)狀分析和解決存在問(wèn)題的對(duì)策等。論文的大部分?jǐn)?shù)據(jù)來(lái)源于廣州市人力資源和社會(huì)保障局所使用的“廣東省勞動(dòng)保障業(yè)務(wù)軟件系統(tǒng)”,主要提取了在2010～2012年間發(fā)生的培訓(xùn)數(shù)據(jù)。職業(yè)技能培訓(xùn)概況介紹了培訓(xùn)工作的基本流程；把管理對(duì)象分為學(xué)員和定點(diǎn)培訓(xùn)機(jī)構(gòu)兩個(gè)類(lèi)別,配合大量表格的形式描述培訓(xùn)概況：學(xué)員情況是按照跨省農(nóng)民工和“雙轉(zhuǎn)移”農(nóng)村勞動(dòng)力分類(lèi)統(tǒng)計(jì)學(xué)員的年齡、性別、文化程度、戶(hù)籍所在地、培訓(xùn)工種和層次等6項(xiàng)內(nèi)容,在分析上既有縱向的按年份比較,也有橫向的兩個(gè)大類(lèi)別之間的比較,初步找到外來(lái)農(nóng)村勞動(dòng)力職業(yè)技能培訓(xùn)的發(fā)展規(guī)律。定點(diǎn)培訓(xùn)機(jī)構(gòu)情況是按照單位性質(zhì)、工位數(shù)量、報(bào)備開(kāi)設(shè)的工種、實(shí)際開(kāi)展的培訓(xùn)情況等4項(xiàng)內(nèi)容進(jìn)行統(tǒng)計(jì)和分析,以及定點(diǎn)培訓(xùn)機(jī)構(gòu)所發(fā)揮的作用。根據(jù)兩個(gè)管理對(duì)象的分析結(jié)果,小結(jié)了培訓(xùn)現(xiàn)狀,歸納出初步存在的問(wèn)題。管理體系用圖表的方式講述了管理工作的依據(jù)、架框、程序和制度。管理的現(xiàn)狀分析講述了工作的概況,并結(jié)合日常工作中的隨機(jī)電話回訪、現(xiàn)場(chǎng)訪談和例行會(huì)議等所獲得的信息,把存在的主要問(wèn)題進(jìn)行匯總和分類(lèi),主要涉及培訓(xùn)對(duì)象、定點(diǎn)培訓(xùn)機(jī)構(gòu)和管理部門(mén)等3個(gè)方面。解決存在問(wèn)題的對(duì)策圍繞上述3個(gè)方面提出了具體的5條對(duì)策：加強(qiáng)制度建設(shè)、定期開(kāi)展調(diào)查研究、建立第三方運(yùn)作模式、推行精細(xì)化管理和堅(jiān)持繼續(xù)教育。
[Abstract]:By analyzing the situation of migrant rural labor force participating in vocational skills training in Guangzhou, this paper collates the problems existing in the management, studies and analyzes these problems, and finally puts forward some concrete countermeasures.To provide the management with substantive statistical data and reference materials, to further promote the effective implementation of this special activity, to train skilled personnel needed for industrial transformation and upgrading in Guangzhou, and to build a contingent of highly skilled personnel.To improve the employment opportunities of the foreign population in Guangzhou and other issues are discussed.The paper is divided into four parts, including the vocational skills training of rural labor force, the management system, the analysis of the current situation of management and the countermeasures to solve the existing problems.Most of the data in this paper come from "Guangdong Province Labor Security Business Software system", which is used by Guangzhou Human Resources and Social Security Bureau. It mainly extracts the training data from 2010 to 2012.The basic process of the training is introduced, and the management objects are divided into two categories: the trainees and the designated training institutions.Describe the general situation of the training in the form of a large number of tables: the trainees are classified according to the age, sex, education level, domicile location, training type and level of the trainees according to the cross-provincial migrant workers and the "double transfer" rural labor force.In the analysis, there are not only longitudinal year comparison, but also horizontal comparison between two big categories, so as to find out the development law of vocational skill training of rural labor force.According to the nature of the unit, the number of stations, the type of work reported, and the actual training situation, the situation of the designated training institution is analyzed and analyzed, as well as the role played by the designated training institution.According to the analysis results of two management objects, this paper summarizes the current situation of training and summarizes the preliminary problems.The management system describes the basis, frame, procedure and system of management by chart.The current situation of management is analyzed and described, and combined with the information obtained from random telephone calls, on-site interviews and routine meetings in daily work, the main problems are summarized and classified, mainly involving the training objects.Designated training institutions and management departments and other three aspects.The countermeasures to solve the existing problems are as follows: strengthening the system construction, carrying out investigation and research regularly, establishing the operation mode of third party, carrying out fine management and persisting in continuing education.
