【摘要】:成人高等教育是現(xiàn)代高等教育體系的重要組成部分,我國(guó)的成人高等教育在其半個(gè)多世紀(jì)的發(fā)展過(guò)程中,以其投資少,見(jiàn)效快,適宜在職學(xué)員進(jìn)修學(xué)習(xí),形式靈活多樣等特點(diǎn),已成為富有中國(guó)特色的高等教育體系中不可或缺的一部分。是實(shí)現(xiàn)窮國(guó)辦大教育,辦高等教育,實(shí)現(xiàn)高等教育大眾化目標(biāo)的一個(gè)有效途徑,也是實(shí)現(xiàn)創(chuàng)建學(xué)習(xí)型社會(huì),構(gòu)建終身教育體系的重要環(huán)節(jié)。改革開(kāi)放以來(lái),我國(guó)的成人高等教育事業(yè)取得的不凡成就令世人矚目,在發(fā)展過(guò)程中已建立起一個(gè)由普通高校設(shè)立的繼續(xù)教育學(xué)院、各級(jí)各類獨(dú)立設(shè)置的成人高等學(xué)校、現(xiàn)代遠(yuǎn)程高等教育和高等教育自學(xué)考試組成的龐大體系,成為我國(guó)高等教育發(fā)展中的一股有生力量,為我國(guó)構(gòu)建現(xiàn)代化社會(huì)培養(yǎng)出了大批的有用人才。學(xué)界對(duì)于教育與經(jīng)濟(jì)間的關(guān)系研究始于20世紀(jì)中期,以美國(guó)經(jīng)濟(jì)學(xué)家舒爾茨和貝克爾創(chuàng)立人力資本理論作為對(duì)教育經(jīng)濟(jì)問(wèn)題理論研究的起點(diǎn),研究者們分別對(duì)教育與經(jīng)濟(jì)之間的相互關(guān)系問(wèn)題進(jìn)行了寬領(lǐng)域、多角度的研究,繼之發(fā)展出如篩選假設(shè)、勞動(dòng)力市場(chǎng)劃分、過(guò)度教育研究等多種理論,這些理論或基于定性研究,對(duì)教育與經(jīng)濟(jì)間的相互關(guān)系進(jìn)行定性分析,或基于定量研究,試圖對(duì)教育和經(jīng)濟(jì)問(wèn)題內(nèi)不同領(lǐng)域進(jìn)行相關(guān)性分析。在眾多研究成果中,關(guān)于成人教育尤其是成人高等教育對(duì)于經(jīng)濟(jì)發(fā)展的研究大多停留在定性研究層面,定量分析甚少。特別是針對(duì)成人高等教育的具體經(jīng)濟(jì)數(shù)據(jù)分析的研究更是少之又少。而成人高等教育作為我國(guó)高等教育體系中不可或缺的一部分,由于其受財(cái)政支持的特殊性,使其與市場(chǎng)需求的緊密度相對(duì)較高,特別是在現(xiàn)今我國(guó)高等教育大眾化的趨勢(shì)下,對(duì)于成人高等教育的發(fā)展現(xiàn)狀的認(rèn)識(shí),有必要基于具體的數(shù)據(jù)分析而不僅僅是感性的經(jīng)驗(yàn)考量,并進(jìn)而對(duì)今后的成人高等教育乃至成人教育整體的發(fā)展提供科學(xué)的數(shù)據(jù)支持和理論依據(jù)。本文采取定量研究和定性研究相結(jié)合的研究方式,在定性研究方面,使用管理學(xué)中的經(jīng)典分析工具SWOT分析矩陣,對(duì)我國(guó)成人高等教育目前所處的外部環(huán)境中的機(jī)遇和挑戰(zhàn)以及內(nèi)部環(huán)境里具有的優(yōu)勢(shì)和劣勢(shì)一一進(jìn)行分析整理,進(jìn)而對(duì)我國(guó)成人高等教育的整體環(huán)境構(gòu)造出SWOT矩陣。在定量分析方面,對(duì)指標(biāo)的選取,以成人高等教育的招生數(shù)量、在校人數(shù)、成人高校數(shù)量為主,具體數(shù)據(jù)分別來(lái)源于《中國(guó)教育成就(1949-1983)》《中國(guó)成人高等學(xué)校簡(jiǎn)介》《中國(guó)教育統(tǒng)計(jì)年鑒》《教育事業(yè)統(tǒng)計(jì)年鑒2004》《陜西教育年鑒》等統(tǒng)計(jì)年鑒,并在此基礎(chǔ)上對(duì)數(shù)據(jù)進(jìn)行整理分析。以經(jīng)濟(jì)周期理論為理論依據(jù),對(duì)成人高等教育層次結(jié)構(gòu)、經(jīng)濟(jì)增長(zhǎng)相關(guān)理論進(jìn)行回顧與綜述,對(duì)新中國(guó)成立后的成人高等教育的招生數(shù)量、在校人數(shù)和學(xué)校數(shù)量進(jìn)行全時(shí)段統(tǒng)計(jì)并對(duì)其增長(zhǎng)率分別進(jìn)行統(tǒng)計(jì)計(jì)算,依照其變化規(guī)律進(jìn)行周期劃分,以此對(duì)我國(guó)成人高等教育波動(dòng)周期現(xiàn)象進(jìn)行分析解釋。最后得出本研究的主要結(jié)論并運(yùn)用分析研究結(jié)果對(duì)未來(lái)我國(guó)成人高等教育的發(fā)展走向進(jìn)行展望。1950年至2012年,中國(guó)的成人高等教育規(guī)模變化先后經(jīng)歷了多次擴(kuò)張—收縮—再擴(kuò)張—再收縮的調(diào)整和周期性波動(dòng)過(guò)程,這些周期性變動(dòng)的衡量標(biāo)準(zhǔn)主要是成人高等教育的發(fā)展規(guī)模,而對(duì)于成人高等教育發(fā)展規(guī)模的判斷,本文主要使用三個(gè)指標(biāo),即成人高等教育的招生率、在校學(xué)生增長(zhǎng)率和招生人數(shù)增長(zhǎng)率,本文基于這三個(gè)評(píng)價(jià)指標(biāo)所描繪的變化走勢(shì)對(duì)我國(guó)成人高等教育的發(fā)展變化情況進(jìn)行分析,結(jié)合成人高等教育發(fā)展規(guī)模增長(zhǎng)的波動(dòng)系數(shù)和波動(dòng)幅度,同時(shí)考慮到我國(guó)成人高等教育在發(fā)展過(guò)程中所受到的特定因素的影響,從描述性事實(shí)(description fac ts)角度對(duì)我國(guó)成人高等教育的周期性波動(dòng)進(jìn)行描述,并將所受到的沖擊和發(fā)展過(guò)程中的傳導(dǎo)問(wèn)題以及主要事件特征進(jìn)行分析研究。本文共分五個(gè)部分:第一部分是緒論。簡(jiǎn)述論文的選題背景和選題意義等相關(guān)內(nèi)容。第二部分是對(duì)相關(guān)概念的詳細(xì)解釋和相關(guān)理論的梳理概述。第三部分使用SWOT分析法,對(duì)我國(guó)成人高等教育目前發(fā)展現(xiàn)狀和面臨的問(wèn)題進(jìn)行定性分析。第四部分是對(duì)我國(guó)成人高等教育存在的周期波動(dòng)現(xiàn)象進(jìn)行量化分析研究,第五部分為結(jié)論部分。
[Abstract]:Adult higher education is an important part of modern higher education system, China's Adult Higher Education in the process of the development of more than half a century, with less investment, quick effect, suitable for adult students learning characteristics, flexible and diverse forms, has become an integral part of the rich China characteristics of higher education system. Is the realization of office of education of the poor, do higher education, an effective way to achieve the goal of higher education popularization, but also creating a learning society, an important part of constructing lifelong education system. Since the reform and opening up, China's adult higher education has made extraordinary achievements, establish a set the Ordinary University School of continuing education has been in the process of development of adult higher education at all levels to set up independently, modern distance higher education and self-study examination of higher education into the large group System, become the development of China's higher education in an effective strength training, a large number of talented people to build a modern society in China. Scholars began in the middle of twentieth Century for the study of the relationship between education and economy, by American economist Schultz and Becker founded human capital theory as the problem of educational economy theory research starting point, research they are on the relationship between education and economy of wide area, multi angle research, then developed as the screening hypothesis, the labor market division, over a variety of educational research theory, these theories and based on qualitative research, qualitative analysis of the relationship between education and economy, or on the basis of quantitative research try to, the problems of education and economy in different areas were analyzed. In many studies, especially on adult education for Adult Higher Education Study on economic development are qualitative research, quantitative analysis is little. Especially on the analysis of the specific economic data for the adult higher education is even less. The adult higher education is an indispensable part of our country's higher education system, due to its particularity by financial support, with the market the tightness of the demand is relatively high, especially in the popularization of higher education in China under the trend of understanding for the current development of adult higher education, it is necessary to analyze the specific data rather than based on perceptual experience and considerations, the overall development of adult higher education and adult education in the future to provide scientific data support and theoretical basis. This paper adopts the research methods of quantitative and qualitative research, in qualitative research, using SWOT analysis tools in the classic management The analysis matrix of adult higher education of our country at present in the external environment and internal environment of opportunities and challenges in the advantages and disadvantages of one by one analysis, and then to the adult higher education in China's overall environment to construct a SWOT matrix. In the quantitative analysis, the selection of indicators, the number of admissions in adults the number of students of adult higher education, number of colleges and universities, the specific data were derived from < Chinese educational achievement (1949-1983) during China adult higher school edition Chinese Education Statistical Yearbook > Education Statistical Yearbook 2004>< Shaanxi Education Statistical Yearbook Yearbook > etc., and on the basis of the data analysis to the economic cycle theory. According to adult higher education structure, economic growth theories are reviewed and summarized, the adult higher education in the new Chinese after the establishment of the enrollment number in The number of the number of school and school full time statistics and the growth rate were calculated, according to the variation of cycle division, based on the phenomenon of fluctuations in China's adult higher education are analyzed and explained. This paper is divided into five parts: the first part is introduction. Introduced the background and significance of the topic and other related content. The second part is the outline detailed explanation of related concept and the related theory. SWOT analysis using third part, qualitative analysis of China's adult higher education development present situation and problems. The four part is the quantitative analysis and Research on the periodic fluctuation of adult higher education in China, and the fifth part is the conclusion.
