【摘要】：我國(guó)的鄉(xiāng)村規(guī)劃在宏觀政策的推動(dòng)下邁入了一個(gè)新的高潮,但面對(duì)實(shí)踐中的困境,鄉(xiāng)村規(guī)劃應(yīng)該如何適應(yīng)新型城鎮(zhèn)化的要求,目前還尚未有定論。鑒于此,文章立足于鄉(xiāng)村規(guī)劃與城市規(guī)劃的多重差異,從認(rèn)知與方法層面提出了以實(shí)用為導(dǎo)向的鄉(xiāng)村規(guī)劃編制要求,以及界定了實(shí)用性鄉(xiāng)村規(guī)劃的核心要素體系,即"人、地、產(chǎn)、居、文、治",并詳細(xì)解析了這六大要素的規(guī)劃重點(diǎn)、相互關(guān)系,并從"多聽(tīng)""巧說(shuō)""實(shí)做"三個(gè)環(huán)節(jié)揭示了實(shí)用性鄉(xiāng)村規(guī)劃的編制手法,旨在為國(guó)內(nèi)鄉(xiāng)村規(guī)劃的研究及實(shí)踐提供借鑒。
[Abstract]:The rural planning of our country has entered a new climax under the impetus of the macroscopic policy, but in the face of the dilemma in practice, how the rural planning should adapt to the requirements of the new urbanization has not yet been decided. In view of this, based on the multiple differences between rural planning and urban planning, the paper puts forward the practical requirements of rural planning from the perspective of cognition and method, and defines the system of the core elements of practical rural planning, that is, "man, land, land".
