【摘要】：舊城更新是如今中國(guó)城市面臨的普遍問題,當(dāng)城市還沉浸在追求增量的時(shí)候,存量部分正以意想不到的速度超過了增量部分。騎樓街區(qū)作為城市歷史文化街區(qū)中的典型,具有整體環(huán)境良好,但建筑質(zhì)量、內(nèi)部產(chǎn)業(yè)和結(jié)構(gòu)、綠化景觀等因素落后于整體城市的共同特征,在可持續(xù)發(fā)展觀念的引導(dǎo)下,騎樓街區(qū)的價(jià)值逐漸凸顯,以往對(duì)騎樓街區(qū)忽略了其在發(fā)展中的城市中的應(yīng)用價(jià)值,而偏重對(duì)物質(zhì)層面和立面元素塑造的更新方式的受到批判,為了適應(yīng)城市發(fā)展,傳統(tǒng)歷史街區(qū)的更新理論理論已無法直接套用至其身上,2015年城市規(guī)劃年會(huì)上業(yè)內(nèi)人士圍繞“城市修補(bǔ)”等存量規(guī)劃方式展開熱烈討論。本文通過對(duì)城市更新相關(guān)理論的梳理,結(jié)合騎樓街區(qū)保護(hù)與更新的相關(guān)實(shí)踐,在運(yùn)用歷史文化名城街區(qū)保護(hù)的建筑學(xué)與城市規(guī)劃學(xué)科的研究方法的基礎(chǔ)上,從新的視角探討城市騎樓街區(qū)的保護(hù)、利用與再生問題,將原有騎樓更新的經(jīng)驗(yàn)范圍從騎樓街區(qū)活的遺產(chǎn)上升到發(fā)展中的城市,將其保護(hù)與更新的設(shè)計(jì)工作中引入到更廣闊的時(shí)間尺度和空間范圍,深刻認(rèn)識(shí)到騎樓街區(qū)更新時(shí)存量盤活過程中產(chǎn)業(yè)發(fā)展引導(dǎo)、功能空間組織模式等的深刻轉(zhuǎn)變,從而在理論層面上拓寬了城市騎樓街區(qū)保護(hù)的視野,以此為城市騎樓街區(qū)的保護(hù)與更新策略的完善和發(fā)展做出一點(diǎn)更貼合未來規(guī)劃趨勢(shì)的有益補(bǔ)充,同時(shí)也為國(guó)內(nèi)其他騎樓街區(qū)的保護(hù)與更新提供借鑒。論文首先對(duì)國(guó)家規(guī)劃政策趨勢(shì)和地方發(fā)展等方面進(jìn)行歸納,提出贛州陽明路騎樓街區(qū)亟待探索新背景下的更新方式的緊迫性和必要性,然后對(duì)存量規(guī)劃、城市更新的相關(guān)理論和發(fā)展歷程進(jìn)行了相關(guān)梳理,總結(jié)其基本特征及要求,同時(shí)結(jié)合對(duì)騎樓街區(qū)的概念、基本特征、國(guó)內(nèi)外理論與實(shí)踐研究,總結(jié)經(jīng)驗(yàn),反思當(dāng)前更新保護(hù)方式所存在的一些問題,并對(duì)陽明路騎樓街區(qū)進(jìn)行深入調(diào)研,彌補(bǔ)了贛州騎樓建筑研究的空白,也指出街區(qū)更新面臨可利用的條件、需要面對(duì)的問題與挑戰(zhàn)。最后在保護(hù)再利用的前提下,結(jié)合現(xiàn)狀條件和發(fā)展定位,從空間視覺、城市肌理、城市活力和城市治理四個(gè)方面提出更新目標(biāo),最后總結(jié)了新背景下的包括以騎樓街區(qū)為代表的歷史文化街區(qū)的更新保護(hù)策略。
[Abstract]:Old city renewal is a common problem facing Chinese cities nowadays. While cities are still pursuing increment, the stock part is outpacing the incremental part at an unexpected speed. As a typical historical and cultural district in the city, Jilou Street District has a good overall environment, but the building quality, internal industry and structure, green landscape and other factors lag behind the common characteristics of the whole city, under the guidance of the concept of sustainable development. The value of the jockey street district is gradually prominent. In the past, it neglected its application value in the developing city, but it was criticized on the renewal way of the material plane and the facade element, in order to adapt to the city development, The renewal theory of traditional historical blocks can not be directly applied to it. The industry of the 2015 annual meeting of urban planning has carried out a heated discussion on the stock planning methods such as "urban repair". By combing the relevant theories of urban renewal, combining with the practice of protection and renewal of Jilou Street, this paper applies the research methods of architecture and urban planning to the protection of historic and cultural city blocks. From a new angle of view, this paper discusses the protection of urban riding blocks, uses and regenerates the problems, and elevates the scope of the experience of the renewal of the original buildings from the living heritage of the riding blocks to the developing cities. The design work of protection and renewal is introduced into the broader time scale and space scope, and the profound transformation of industrial development guidance and functional space organization mode in the process of rejuvenating the inventory during the renewal of the Jai Lou Street area is deeply recognized. Therefore, it widens the field of view of the protection of urban riding blocks on the theoretical level, and makes a useful supplement for the improvement and development of the protection and renewal strategies of the urban riding blocks, which is more in line with the future planning trend. At the same time, it also provides reference for the protection and renewal of other riding blocks in China. Firstly, the paper sums up the trend of national planning policy and local development, and puts forward the urgency and necessity of the renewal way in Yangming Road, Ganzhou Yangming Road, which needs to be explored under the new background, and then the stock planning. The related theories and development course of urban renewal are combed, and its basic characteristics and requirements are summarized. At the same time, combined with the concept, basic characteristics, theoretical and practical research at home and abroad, the experience is summarized. This paper reflects on some problems existing in the current renewal and protection mode, and makes a thorough investigation on Yangming Road Ranglou District, which makes up for the blank in the research of Ganzhou's garrison building, and points out that the renewal of the block faces the conditions that can be used, and the problems and challenges that need to be faced. Finally, under the premise of protection and reuse, combined with the current conditions and development orientation, the paper puts forward the renewal objectives from four aspects: space vision, urban texture, urban vitality and urban governance. In the end, the paper summarizes the strategies of renewal and protection of historical and cultural blocks in the new background.
