基于格網(wǎng)分析法的城市彈性增長(zhǎng)邊界劃定研究——以蘇州市為例

【摘要】:當(dāng)前我國(guó)進(jìn)入新常態(tài)發(fā)展階段,新的經(jīng)濟(jì)社會(huì)形勢(shì)要求提升城市發(fā)展質(zhì)量,實(shí)現(xiàn)有序建設(shè)、適度開(kāi)發(fā)、高效運(yùn)行,需要對(duì)快速城鎮(zhèn)化時(shí)期增長(zhǎng)拉動(dòng)型城市規(guī)劃帶來(lái)的負(fù)面效應(yīng)進(jìn)行反思。城市增長(zhǎng)邊界源于美國(guó),是抑制城市蔓延的政策工具之一,目前已被引入我國(guó)總體規(guī)劃編制體系。然而不同編制主體對(duì)于增長(zhǎng)邊界內(nèi)涵的理解不同,劃定方法也多依據(jù)經(jīng)驗(yàn)定性判斷,難以發(fā)揮實(shí)效。本文以長(zhǎng)三角次中心城市之一的蘇州為例,結(jié)合格網(wǎng)劃定,綜合考慮生態(tài)、建設(shè)條件、人口分布、經(jīng)濟(jì)發(fā)展、基礎(chǔ)設(shè)施等方面因素,運(yùn)用主成分分析法進(jìn)行增長(zhǎng)潛力分析,并結(jié)合聚類分析確定城市增長(zhǎng)區(qū),劃定城市彈性增長(zhǎng)邊界,對(duì)于轉(zhuǎn)型發(fā)展期的其他城市有借鑒意義。
[Abstract]:At present, our country has entered a new normal stage of development, and the new economic and social situation requires that the quality of urban development be improved, orderly construction is achieved, moderately developed, and efficiently operated. It is necessary to reflect on the negative effects brought by the growth-pull urban planning in the period of rapid urbanization. The boundary of urban growth originated from the United States and is one of the policy tools to curb the urban sprawl. It has been introduced into the overall planning system of our country at present. However, different compilers have different understanding of the connotation of growth boundary, and the methods of delineation are often based on empirical qualitative judgment, so it is difficult to give full play to the actual effect. Taking Suzhou, one of the sub-central cities in the Yangtze River Delta, as an example, combined with grid delineation, considering the factors of ecology, construction conditions, population distribution, economic development, infrastructure and so on, this paper uses principal component analysis to analyze the growth potential. Combined with cluster analysis to determine urban growth area and delineate the boundary of urban elastic growth, it has reference significance for other cities in the period of transition and development.
