存量土地活化的機(jī)制與主體研究--基于臺灣社區(qū)營造經(jīng)驗的延伸探討

【摘要】:城市居住型存量土地的價值有著極大的提升空間。存量規(guī)劃與社區(qū)營造二元互補,共同活化城市存量土地,F(xiàn)階段大陸居民參與有待提高,需要借鑒社區(qū)營造機(jī)制,通過社會氛圍活化帶動地域空間發(fā)展。社區(qū)營造的機(jī)制是以項目為抓手,以社區(qū)精神為紐帶,實現(xiàn)多元推動主體的參與和互動,共同促進(jìn)社區(qū)發(fā)展。本文歸納出的五個推動主體包括領(lǐng)導(dǎo)團(tuán)隊、居民、社區(qū)規(guī)劃師、政府與非政府組織,它們的相互關(guān)系與作用決定著社區(qū)營造的走向甚至成敗。臺灣地區(qū)的成功經(jīng)驗在于社區(qū)營造理念及相應(yīng)的運作機(jī)制,而大陸地區(qū)在政府組織架構(gòu)及執(zhí)行力、歷史文化積淀、居民集體意識等方面具有優(yōu)勢。新常態(tài)下的存量土地活化,應(yīng)該重視多元主體參與、鄉(xiāng)愁氛圍的營造以及制度創(chuàng)新設(shè)計。
[Abstract]:The value of urban residential land stock has a great space for improvement. Stock planning and community building dual complementary, common activation of urban land stock. At present, the participation of mainland residents needs to be improved, so it is necessary to draw lessons from the community construction mechanism and promote the development of regional space through the activation of social atmosphere. The mechanism of community construction is to take the project as the starting point and the spirit of the community as the link to realize the participation and interaction of multiple subjects and jointly promote the development of the community. The five driving agents summarized in this paper include the leadership team, residents, community planners, government and non-governmental organizations, their mutual relationship and role determine the direction of community construction, even success or failure. The successful experience of Taiwan lies in the concept of community building and the corresponding operating mechanism, while the mainland has advantages in government organization and execution, historical and cultural accumulation, and the collective consciousness of residents. Under the new normal condition, we should pay attention to the participation of multiple subjects, the creation of homesickness atmosphere and the system innovation design.
