【摘要】：論述了2015年中央城市工作會議對城鄉(xiāng)規(guī)劃改革創(chuàng)新的極端重要性,提出了"依法治城、彈性管理、規(guī)劃先行——建設人與自然和諧共生的幸福家園"規(guī)劃目標主題;并提出了針對貫徹會議精神及若干意見的城鄉(xiāng)規(guī)劃改革創(chuàng)新的若干建議:一是分析了落實中國夢等戰(zhàn)略對城市工作的新要求,指出城鄉(xiāng)規(guī)劃肩負著建設美麗城鄉(xiāng)幸福家園的重大責任和神圣使命,肩負著落實"兩個一百年"、"五位一體"等國家戰(zhàn)略的艱巨任務;二是提出了以一張法治藍圖繪到底、建設美麗城鄉(xiāng)幸福家園為工作中心,突出嚴謹規(guī)劃、嚴格實施、嚴肅監(jiān)督的"三嚴"規(guī)劃先行工作主線,實現(xiàn)向市場規(guī)制、公共政策轉變的城市規(guī)劃管理新方略;三是圍繞城鄉(xiāng)規(guī)劃技術、管理、監(jiān)督、保障等四方面,提出了適應生態(tài)文明模式、適應國家治理體系和治理能力現(xiàn)代化的"依法合規(guī)編制規(guī)劃、依法依規(guī)審批規(guī)劃、依法依規(guī)監(jiān)督規(guī)劃"的若干具體建議。
[Abstract]:This paper discusses the extreme importance of the central city work conference in 2015 to the reform and innovation of urban and rural planning, and puts forward the planning objective theme of "governing the city according to law, elastic management, planning first-building a happy home of harmony and symbiosis between man and nature". Some suggestions on urban and rural planning reform and innovation in view of implementing the spirit of the meeting and some suggestions are put forward. First, the new requirements for urban work from the implementation of Chinese Dream and other strategies are analyzed. It is pointed out that the urban and rural planning shoulders the great responsibility and sacred mission of building a beautiful and happy home in urban and rural areas, and shoulders the arduous task of carrying out the national strategies of "two hundred years" and "five in one"; second, it puts forward a blueprint for the rule of law to the end. Building a beautiful and happy home in urban and rural areas as the work center, highlighting strict planning, strict implementation, strict supervision of the "three strict" planning of the main line of work ahead of the work, to achieve market regulation, public policy transformation of urban planning and management of a new strategy; Third, focusing on the four aspects of urban and rural planning technology, management, supervision, and security, it has put forward a "plan for the compilation of legal compliance and examination and approval in accordance with the rules and regulations" to adapt to the ecological civilization model, to adapt to the modernization of the national governance system and to modernize the governance capability.
