【摘要】：高等院校學(xué)生公寓新建工程的特別之處是:對(duì)工程質(zhì)量要求高、對(duì)工程完成時(shí)間要求緊、對(duì)資金保障要求及時(shí)、尤其是在現(xiàn)有校區(qū)內(nèi)新建學(xué)生公寓對(duì)施工人員素質(zhì)要求嚴(yán),并且高等院校的建設(shè)施工還影響著社會(huì)的對(duì)高等院校的認(rèn)識(shí)和態(tài)度。對(duì)于高校而言,沒有充足的經(jīng)驗(yàn)為基建工程提供保障,在設(shè)計(jì)、施工、監(jiān)理等專業(yè)人員隊(duì)伍上也不能達(dá)到工程管理的要求。使得施工保障質(zhì)量的目的及資金投入的保障得不到更好的保護(hù),沒能產(chǎn)生更好的社會(huì)影響并且投入的資金也會(huì)無(wú)謂的浪費(fèi)。實(shí)現(xiàn)控制目標(biāo)的三個(gè)部分施工質(zhì)量、工程進(jìn)度、最終造價(jià)控制管理很難做到。所以如何能夠在學(xué)生公寓基建工程項(xiàng)目建設(shè)過(guò)程中把控好工程質(zhì)量的管理是實(shí)現(xiàn)優(yōu)質(zhì)工程的重要工作,也成為難點(diǎn)工作貫穿于整個(gè)項(xiàng)目的管理當(dāng)中。在各個(gè)階段項(xiàng)目進(jìn)行中,質(zhì)量管理工作應(yīng)當(dāng)在前期可行性研究、規(guī)劃設(shè)計(jì)、中期工程建設(shè)、后期竣工等每個(gè)過(guò)程都要涵蓋,保證實(shí)現(xiàn)高校投資的最大回報(bào)率。公寓建設(shè)關(guān)鍵的成功是校園建設(shè)管理隊(duì)控制和管理工程質(zhì)量應(yīng)該使用那樣更有利于工程建設(shè)的方法,以保證項(xiàng)目質(zhì)量。利用項(xiàng)目管理中質(zhì)量管理的方法、概念、案例及高校基建工作人員所肩負(fù)的責(zé)任和學(xué)校賦予的使命,通過(guò)對(duì)長(zhǎng)工大人文信息學(xué)院宿舍建設(shè)項(xiàng)目質(zhì)量管理的主要特點(diǎn)、質(zhì)量構(gòu)成、目標(biāo)任務(wù)和控制內(nèi)容進(jìn)行分析,探討了長(zhǎng)工大人文信息學(xué)院宿舍實(shí)施中各個(gè)階段質(zhì)量管理與控制的要點(diǎn)。重點(diǎn)對(duì)建設(shè)項(xiàng)目實(shí)施過(guò)程各個(gè)階段質(zhì)量管理中存在的問(wèn)題進(jìn)行了分析與討論,分別提出了解決這些問(wèn)題的對(duì)策和措施。
[Abstract]:The special features of the new construction of student apartments in colleges and universities are: high requirements for project quality, tight requirements for project completion time, timely requirements for financial support, especially strict requirements for the quality of construction personnel in newly built student apartments in the existing campus. And the construction of colleges and universities also affects the understanding and attitude of the society to colleges and universities. For colleges and universities, there is no sufficient experience to provide protection for infrastructure projects, and the design, construction, supervision and other professionals can not meet the requirements of project management. So that the purpose of construction guarantee quality and the guarantee of capital input can not be better protection, failed to produce better social impact and the investment of funds will be unnecessary waste. It is difficult to achieve the construction quality, the progress of the project and the final cost control management of the three parts of the control goal. Therefore, how to control the project quality management in the construction process of student apartment infrastructure project is an important work to achieve quality engineering, but also become a difficult work throughout the management of the whole project. In each stage of the project, the quality management should cover every process, such as feasibility study, planning and design, intermediate project construction and late completion, so as to ensure the maximum rate of return on investment in colleges and universities. The key to the success of apartment construction is that the management team of campus construction should use the method that is more favorable to the construction of the project to ensure the quality of the project. By using the methods, concepts, cases and responsibilities of the construction staff in the project management and the mission entrusted by the school, the paper analyzes the main characteristics and quality composition of the quality management in the construction project of the college of humanities and information of the Changzhou-Polytechnic University. The objective task and control contents are analyzed, and the key points of quality management and control in each stage of the dormitory implementation of the College of Humanities and Information of Changzhou University are discussed. This paper analyzes and discusses the problems existing in the quality management in each stage of the construction project implementation process, and puts forward the countermeasures and measures to solve these problems respectively.
