街區(qū)制理念下封閉小區(qū)適度開放式改造研究

【摘要】:當(dāng)前我國城市小區(qū)規(guī)劃理論及建設(shè)形式以封閉小區(qū)模式為主,內(nèi)向性與自我完整性是封閉小區(qū)的主要特征。其打著“安寧”、“物權(quán)私有”的旗號(hào),受到政府、開放商和居民的喜愛。然而,隨著城市性質(zhì)和居民生活方式的不斷變革,封閉性小區(qū)的弊端日益凸顯:過大的地塊造成路網(wǎng)紊亂,導(dǎo)致交通擁堵;小區(qū)界面封閉,造成活力喪失;公共設(shè)施內(nèi)向自給,造成低效配置。相比之下,國外新城市主義思想指導(dǎo)的街區(qū)建設(shè),在結(jié)構(gòu)、形態(tài)、空間布局以及功能上與現(xiàn)代城市生活更加契合。因此,國家2016年初在《關(guān)于進(jìn)一步加強(qiáng)城市規(guī)劃建設(shè)管理工作的若干意見》中明確指出:推廣街區(qū)制,原則上不再建設(shè)封閉住宅小區(qū),已建成的住宅小區(qū)和單位大院要逐步打開……[1]。然而,對(duì)于既有小區(qū)實(shí)現(xiàn)街區(qū)制不是盲目的打開圍墻,完全開放則可能會(huì)造成多種社會(huì)問題的發(fā)生。因此,本文重點(diǎn)研究既有封閉小區(qū)的適度開放式改造。論文從城市規(guī)劃、建筑設(shè)計(jì)與景觀等學(xué)科領(lǐng)域,系統(tǒng)總結(jié)城市小區(qū)的規(guī)劃建設(shè)與更新改造的理論發(fā)展。通過發(fā)現(xiàn)問題、提出問題、分析問題、解決問題的思路,從小區(qū)規(guī)模、道路通達(dá)與穩(wěn)靜、景觀互動(dòng)與有序、設(shè)施復(fù)合等方面歸納和提煉出多層次的策略,對(duì)既有封閉小區(qū)存在的問題逐一加以破解。并結(jié)合徐州風(fēng)華園案例,提出既有小區(qū)的適應(yīng)性改造方案。第一部分為緒論,主要介紹研究背景與意義等,梳理脈絡(luò),確定框架結(jié)構(gòu);第二部分為基礎(chǔ)研究,包括我國城市住區(qū)發(fā)展歷程,與封閉小區(qū)開放居民意愿調(diào)研;第三部分,分析國內(nèi)外優(yōu)秀的街區(qū)型住區(qū)建設(shè)案例,總結(jié)出適度開放式營建手法,并應(yīng)用于本文的改造研究;第四部分,從道路、景觀空間、設(shè)施等方面提出街區(qū)制理念下既有封閉小區(qū)的適度開放式改造手法;第五部分,針對(duì)案例特點(diǎn),對(duì)徐州市風(fēng)華園小區(qū)適度開放式改造應(yīng)用,并闡釋具體措施;第六部分,指出當(dāng)前中國封閉小區(qū)適度開放式改造需要考慮到的幾點(diǎn)問題。
[Abstract]:At present, the theory and construction form of urban district planning in our country is based on the closed district model, and introversion and self-integrity are the main characteristics of closed residential area. Under the banner of "tranquility" and "private real right", it is loved by the government, open merchants and residents. However, with the continuous changes in the nature of the city and the way of life of the residents, the disadvantages of the closed community are becoming increasingly prominent: too large plots of land cause road network disorder, resulting in traffic congestion; the closed interface of the residential area results in the loss of vitality; and the public facilities are introverted and self-supporting. Causes inefficient configuration. In contrast, the construction of blocks guided by the new urbanism in foreign countries is more compatible with modern urban life in terms of structure, form, spatial layout and function. Therefore, at the beginning of 2016, in "some opinions on further strengthening the management of urban planning and construction", the state clearly pointed out: popularizing the block system will, in principle, not build a closed residential district. Completed residential quarter and unit compound should be gradually opened. [1] However, to realize the block system in the existing district is not to blindly open the wall, the complete opening may lead to a variety of social problems. Therefore, this paper focuses on the modest open reform of existing closed residential areas. This paper systematically summarizes the theoretical development of urban district planning, construction and renovation from the aspects of urban planning, architectural design and landscape. By finding the problem, putting forward the problem, analyzing the problem and solving the problem, the multi-level strategies are summarized and refined from the scale of the community, the access and stability of the road, the interaction and order of the landscape, the complex of facilities, etc. The existing closed community problems one by one to be solved. Combined with the case of Xuzhou Fenghua Garden, the adaptive reconstruction scheme of the existing residential area is put forward. The first part is the introduction, mainly introduces the background and significance of the research, combs the context, determines the frame structure; the second part is the basic research, including the development of urban settlements in China, and the closed community open residents will survey; the third part, This paper analyzes the excellent cases of residential district construction at home and abroad, sums up the moderately open construction techniques, and applies them to the research of reconstruction in this paper. Part four, from the perspective of road, landscape space, Facilities and other aspects of the concept of block system under the concept of modest open transformation of existing closed residential areas; part five, according to the characteristics of the case, Xuzhou Fenghua Garden District moderately open transformation application, and explain the specific measures; part VI, This paper points out some problems that need to be considered in the moderate open reform of closed residential areas in China.
