附著式升降腳手架安全管理研究

【摘要】:隨著國民經濟的快速發(fā)展,城市化步伐的不斷加快,高層、超高層建筑物如雨后春筍般被興建。在高層、超高層建筑施工過程中,傳統(tǒng)腳手架難以滿足施工需求,安全性得不到保證。為滿足當代建筑施工的需要,附著式升降腳手架應運而生,因其有成本低、使用便捷、實用性強、一次搭設可多次使用等優(yōu)勢,現(xiàn)已在高層、超高層建筑施工中得到普遍應用。由于近年來技術的快速發(fā)展,產品型式多種多樣,市場準入及監(jiān)督管理機制不健全;施工過程中該體系依附于高層建筑結構上,依靠提升機構升降,具有很高的勢能和危險因素,如果出現(xiàn)事故,后果嚴重,屬于施工現(xiàn)場的重大危險源。因此,對附著式升降腳手架安全管理進行研究,具有重要的現(xiàn)實意義。本文首先分析了附著式升降腳手架的基本構造及施工工藝,總結了附著式升降腳手架構造的安全技術要求及各施工階段的注意事項;其次通過對事故直接原因及間接原因分析,總結出了事故發(fā)生的主要原因是由于架體結構失穩(wěn)、提升系統(tǒng)偏心傾覆、附著支承結構失效、防墜裝置失效、同步控制系統(tǒng)失效,而這些因素都是由腳手架違法分包、安全管理制度不完善、安全技術交底流于形式、安全教育培訓不到位、安全檢查驗收不到位等管理缺陷造成的,并通過典型事故案例分析得到了驗證;再次通過分析現(xiàn)行安全管理依據及現(xiàn)行監(jiān)管方式,指出了當前安全監(jiān)管中存在架體歸屬定義不明確、架體認定部門不明確、架體改造后認定程序不明確、監(jiān)管模式效率低下等問題;最后按照施工管理、安全監(jiān)管兩個層面,提出了加強附著式升降腳手架安全管理的建議。本文對附著式升降腳手架安全管理進行了研究,及時理清附著式升降腳手施工管理及安全監(jiān)管中存在的問題,配套其安全管理程序和措施,對于規(guī)范附著式升降腳手架在建筑施工工程中的使用,有效地預防和減少事故的發(fā)生,有一定的借鑒意義。
[Abstract]:With the rapid development of national economy and the acceleration of urbanization, high-rise and super high-rise buildings have been built. In the construction process of high-rise and super high-rise buildings, the traditional scaffolding is difficult to meet the construction needs, and the safety is not guaranteed. In order to meet the needs of contemporary building construction, the attached lifting scaffold has emerged as the times require, because of its low cost, convenient use, strong practicability and so on, it has been widely used in the construction of high-rise and super high-rise buildings. Due to the rapid development of technology in recent years, various product types, imperfect market access and supervision and management mechanisms, the system is attached to the high-rise building structure during construction, and depends on the lifting mechanism to rise and fall. It has high potential energy and dangerous factors, if the accident, the consequences are serious, belong to the construction site of major hazards. Therefore, it is of great practical significance to study the safety management of attached lifting scaffold. This paper first analyzes the basic structure and construction technology of attached lifting scaffold, summarizes the safety technical requirements of attached lifting scaffold structure and points for attention in each construction stage, and then analyzes the direct and indirect causes of the accident. It is concluded that the main causes of the accident are the instability of the frame structure, the eccentric overturning of the lifting system, the failure of the attached support structure, the failure of the anti-fall device, the failure of the synchronous control system, and these factors are all subcontracted by the illegal scaffolding. The safety management system is not perfect, the safety technology is a mere formality, the safety education and training is not in place, the safety inspection and acceptance is not in place, and has been verified by the typical accident case analysis. Through the analysis of the current safety management basis and the current supervision mode, it is pointed out that the definition of frame ownership is not clear, the identification department is not clear, and the identification procedure is not clear. Finally, according to the construction management and safety supervision, the paper puts forward some suggestions to strengthen the safety management of attached lifting scaffolding. In this paper, the safety management of attached lifting scaffold is studied, the problems existing in the construction management and safety supervision of attached lifting scaffold are sorted out in time, and its safety management procedures and measures are matched. It can be used for reference to standardize the use of attached lifting scaffold in construction engineering and to effectively prevent and reduce the occurrence of accidents.
