【摘要】：生態(tài)文明是人與自然關系的一種嶄新狀態(tài),更是人類傳統(tǒng)文明的轉型和升華。生態(tài)文明的發(fā)展理念是尊重自然、順應自然、保護自然,即人和自然界關系的和諧。隨著資源約束趨緊、環(huán)境污染嚴重、生態(tài)系統(tǒng)退化、發(fā)展與人口等環(huán)境問題日益突出,人們對生態(tài)文明的建設提出了新標準、高要求。黨中央在十八屆三中全會中明確提出全面深化體制改革,用制度方式保障國家的生態(tài)文明建設,并把國家公園體制作建設為建立生態(tài)文明制度體系中的重要環(huán)節(jié)之一,這一大舉措的提出標志著我國國家公園建設已經(jīng)上升到國家層面。國家公園作為一種特殊的公共游憩空間實體,其建設的目的是保護生態(tài)系統(tǒng)和自然之美,它具有游憩公民權維護、自然遺產(chǎn)資源全民共享、自然和生態(tài)環(huán)境保護、國民認同感培育等多種功能,被認為是自然生態(tài)資源資本保育的制度保障。但是,當前我國國家公園建設尚處在探索階段,還存在著法律體系不健全、管理混亂、生態(tài)資源保護不力、生態(tài)保護意識薄弱、生態(tài)品牌欠缺等等問題。因此,面對當前國家公園建設的機遇與挑戰(zhàn),本文從哲學和科學技術運用角度出發(fā),對生態(tài)文明與國家公園的內涵和特征進行全面、深入地論述,嘗試探討了生態(tài)文明與國家公園的辯證關系,分析了當前我國國家公園建設的現(xiàn)狀及存在的問題,并提出有針對性的對策和建議,以實現(xiàn)我國國家公園建設系統(tǒng)化、規(guī)�；⒖茖W化、合理化,進而建立完善的國家公園體制,這對保護區(qū)保護事業(yè)、社區(qū)經(jīng)濟發(fā)展、當?shù)貍鹘y(tǒng)文化的傳承、提升國民生態(tài)意識、推進生態(tài)文明體制建設都有著十分重大的價值和意義。
[Abstract]:Ecological civilization is a new state of the relationship between man and nature, and it is also the transformation and sublimation of human traditional civilization. The development concept of ecological civilization is to respect nature, conform to nature and protect nature, that is, harmony between man and nature. With the tightening of resources, serious environmental pollution, degradation of ecosystem, development and population and other environmental problems, people put forward new standards and high requirements for the construction of ecological civilization. In the third Plenary session of the 18th CPC Central Committee, the CPC Central Committee clearly proposed to deepen the overall reform of the system, to ensure the construction of the country's ecological civilization by institutional means, and to make the construction of the national park system one of the important links in the establishment of the system of ecological civilization. The proposal of this major measure marks the national park construction in China has risen to the national level. As a special public recreation space entity, national park is built to protect the ecosystem and the beauty of nature, it has recreational citizenship, natural heritage resources are shared by all, and nature and ecological environment are protected. National identity cultivation and other functions are regarded as the institutional protection of natural ecological resources capital conservation. However, at present, the construction of national parks in our country is still in the exploratory stage, and there are still some problems, such as imperfect legal system, confused management, weak protection of ecological resources, weak consciousness of ecological protection, lack of ecological brands, and so on. Therefore, in the face of the opportunities and challenges in the construction of national parks, this paper discusses the connotation and characteristics of ecological civilization and national parks from the perspective of philosophy and the application of science and technology. This paper attempts to probe into the dialectical relationship between ecological civilization and national parks, analyzes the present situation and existing problems of the construction of national parks in our country, and puts forward some countermeasures and suggestions in order to realize the systematization and scale of the construction of national parks in China. Scientific, rational, and thus the establishment of a perfect national park system, which will promote the national ecological awareness of the conservation areas, the economic development of the community, the inheritance of local traditional culture, and the promotion of the national ecological consciousness. It is of great value and significance to promote the construction of ecological civilization system.
