【摘要】：近年來,國家改革小城鎮(zhèn)行政管理體制,通過上層建筑的改革來推動(dòng)小城鎮(zhèn)發(fā)展。蘇州小城鎮(zhèn)作為發(fā)達(dá)地區(qū)小城鎮(zhèn)的縮影,一直都是各界關(guān)注和研究的重點(diǎn),蘇州小城鎮(zhèn)行政管理體制變化起步早,動(dòng)作大,成效顯著,在全國產(chǎn)生較大影響,契合了國家發(fā)展戰(zhàn)略要求。然而學(xué)界對于小城鎮(zhèn)行政管理體制與小城鎮(zhèn)發(fā)展的具體關(guān)系及影響研究甚少。因此,需要在城鄉(xiāng)規(guī)劃視角下重新審視蘇州小城鎮(zhèn)行政管理體制,分析其在小城鎮(zhèn)發(fā)展過程中發(fā)生的變化和產(chǎn)生的影響,引導(dǎo)小城鎮(zhèn)行政管理體制發(fā)生更深層次的變化,加快推進(jìn)蘇州新型城鎮(zhèn)化進(jìn)程,滿足小城鎮(zhèn)發(fā)展的實(shí)際需要。本文通過對相關(guān)理論和既有研究成果的梳理,提出在城鄉(xiāng)規(guī)劃視角下,以小城鎮(zhèn)發(fā)展為切入點(diǎn),通過分析小城鎮(zhèn)發(fā)展與行政管理體制之間的關(guān)系,將小城鎮(zhèn)行政管理體制變化分為“區(qū)劃調(diào)整”、“簡政放權(quán)”及“制度創(chuàng)新”三種類型。并針對蘇州小城鎮(zhèn)行政管理體制改革中對應(yīng)出現(xiàn)的“鄉(xiāng)鎮(zhèn)撤并”、“強(qiáng)鎮(zhèn)擴(kuò)權(quán)”和“區(qū)鎮(zhèn)合一”三種形式,分別分析其產(chǎn)生原因與發(fā)展過程,歸納總結(jié)其產(chǎn)生影響和經(jīng)驗(yàn)啟示,提出存在的問題。根據(jù)行政管理體制變化的共性問題和分類問題,相應(yīng)提出“重統(tǒng)籌、穩(wěn)撤并、固強(qiáng)鎮(zhèn)、促共贏”的四點(diǎn)應(yīng)對策略,具體表現(xiàn)為強(qiáng)化規(guī)劃管理協(xié)同銜接、穩(wěn)定鄉(xiāng)鎮(zhèn)撤并鎮(zhèn)發(fā)展和諧均衡、鞏固經(jīng)濟(jì)發(fā)達(dá)鎮(zhèn)發(fā)展優(yōu)先地位、促進(jìn)區(qū)鎮(zhèn)合一鎮(zhèn)發(fā)展聯(lián)動(dòng)統(tǒng)一。本文是在我國加快新型城鎮(zhèn)化進(jìn)程、全面推進(jìn)小城鎮(zhèn)行政體制改革的大背景下形成的,研究結(jié)論對于應(yīng)對蘇州小城鎮(zhèn)行政體制變化及指導(dǎo)全國小城鎮(zhèn)行政管理體制改革具有參考價(jià)值與借鑒意義。
[Abstract]:In recent years, the government has reformed the administration system of small towns and promoted the development of small towns through the reform of superstructure. As a microcosm of small towns in developed regions, Suzhou small towns have always been the focus of attention and research from all walks of life. In line with the national development strategy requirements. However, there are few studies on the relationship between the administration system of small towns and the development of small towns. Therefore, it is necessary to re-examine the administrative management system of Suzhou small towns from the perspective of urban and rural planning, analyze the changes and impacts that have taken place in the development of small towns, and guide the further changes in the administrative management system of small towns. We will speed up the process of new urbanization in Suzhou to meet the actual needs of the development of small towns. By combing the relevant theories and existing research results, this paper puts forward that, from the perspective of urban and rural planning, taking the development of small towns as the starting point, this paper analyzes the relationship between the development of small towns and the administrative management system. The change of administrative management system in small towns is divided into three types: regionalization adjustment, administrative decentralization and institutional innovation. In the light of the corresponding three forms in the reform of the administrative management system of small towns in Suzhou, such as "removing and merging of villages and towns", "strengthening town expansion" and "integration of district and town", the causes and development process of these three forms are analyzed respectively, and their influence and experience are summarized. Put forward the existing problems. According to the common problems and classification problems in the change of administrative management system, this paper puts forward four corresponding strategies of "rearranging overall planning, steadily removing and merging, strengthening the town and promoting win-win", which is manifested by strengthening the coordination of planning and management. It is necessary to stabilize the harmonious and balanced development of villages and towns, consolidate the priority status of economically developed towns, and promote the unity of district and town development. This article is formed under the background of speeding up the process of new urbanization and comprehensively promoting the reform of administrative system of small towns in China. The conclusion of the study is of reference value and significance for dealing with the changes of administrative system in Suzhou small towns and guiding the reform of administrative management system of small towns in the whole country.
