【摘要】：城市的規(guī)劃建設和發(fā)展變化是一個漫長的過程,只有立足于較長的時間跨度,才能更加客觀、理性地審視規(guī)劃實施的有關問題。從歷史研究的角度,對60年前八大重點城市規(guī)劃的實施情況進行了專題討論。在新中國成立初期的時代背景下,八大重點城市規(guī)劃在總體上得到了良好的實現(xiàn),但規(guī)劃實施中的問題也是不勝枚舉的。制約規(guī)劃實施的矛盾,突出表現(xiàn)在城市規(guī)劃的整體性與建設實施的分散性、近期建設與遠景發(fā)展、多部門配合與協(xié)調的矛盾,以及工業(yè)和國民經(jīng)濟計劃多變等。60年前城市規(guī)劃實施的情形,與當前規(guī)劃實施的局面有著驚人的相似。高度重視規(guī)劃管理工作的經(jīng)驗積累與科學總結,是保障城市規(guī)劃實施及促進規(guī)劃學科發(fā)展的關鍵所在。
[Abstract]:Urban planning construction and development and change is a long process, only based on a longer time span, can we more objectively and rationally examine the relevant problems of planning implementation. From the perspective of historical research, this paper discusses the implementation of the planning of eight major cities 60 years ago. In the background of the founding of New China, the eight major cities have been well realized in general, but the problems in the implementation of the planning are too numerous to enumerate. The contradictions that restrict the implementation of the planning are manifested in the unity of the urban planning and the dispersion of the implementation of the construction, the contradiction between the recent construction and the long-term development, and the contradiction between the coordination and coordination of various departments, The implementation of urban planning 60 years ago is strikingly similar to the current situation. To attach great importance to the accumulation of experience and scientific summary of planning management is the key to ensure the implementation of urban planning and promote the development of planning discipline.
