【摘要】：2014年廣東增城被確立為全國"多規(guī)合一"的28個(gè)試點(diǎn)之一,基于增城多年持續(xù)的總體規(guī)劃實(shí)踐、近期"多規(guī)合一"試點(diǎn)工作的深入開展以及國家對(duì)于"十三五"市縣規(guī)劃改革創(chuàng)新的要求,提出應(yīng)用全域規(guī)劃的研究思路,即立足市縣城鄉(xiāng)一體化、區(qū)域一體化以及社區(qū)網(wǎng)絡(luò)化的發(fā)展背景和多規(guī)合一的發(fā)展要求,以市縣空間發(fā)展總體規(guī)劃為抓手,在規(guī)劃編制中構(gòu)建"發(fā)展"與"空間"、"時(shí)間"與"目標(biāo)"、"功能"與"結(jié)構(gòu)"的協(xié)同關(guān)系,并從責(zé)任、法治、效率角度出發(fā),探索與地方分權(quán)化趨勢相適應(yīng)、強(qiáng)調(diào)邊界管理、形成常態(tài)化工作機(jī)制等空間管治策略促進(jìn)規(guī)劃實(shí)施,以期為新時(shí)期其他市縣規(guī)劃實(shí)踐提供一定啟發(fā)。
[Abstract]:In 2014, Zengcheng, Guangdong Province, was established as one of the 28 pilot projects of "integration of multiple rules and regulations" across the country, based on the overall planning practice of Zengcheng for many years. In recent years, with the further development of the pilot work of "integration of multiple planning" and the national requirements for the reform and innovation of city and county planning in the 13th Five-Year Plan, this paper puts forward the research ideas of applying global planning, that is, based on the integration of cities, counties and urban and rural areas. The development background of regional integration and community networking and the development requirements of integration of multi-planning and multi-planning, with the overall planning of urban and county spatial development as the grasp, In the process of planning, we should construct the synergetic relationship between "development" and "space", "time" and "goal", "function" and "structure", and from the perspective of responsibility, rule of law and efficiency, explore and adapt to the trend of decentralization and emphasize border management. In order to provide some inspiration for other cities and counties planning practice in the new period, space governance strategies such as normal working mechanism should be formed to promote the implementation of planning.
