【摘要】：在社會經(jīng)濟快速發(fā)展、產(chǎn)業(yè)結(jié)構(gòu)不斷調(diào)整的大背景下,城市空間組織往往面臨再構(gòu)需求,同時也對交通體系結(jié)構(gòu)提出新的要求。因此,亟須建立綜合交通體系彈性規(guī)劃方法與路徑,研究在遠期戰(zhàn)略與近期建設(shè)間面向過程的連續(xù)性、彈性規(guī)劃的技術(shù)思路。在梳理現(xiàn)狀交通規(guī)劃實際問題的基礎(chǔ)上,通過分析城市空間組織與交通系統(tǒng)互動演變機理,提出城市—交通互動發(fā)展模型。以需求彈性為切入點,構(gòu)建面向過程的綜合交通體系彈性規(guī)劃分析框架,明確彈性規(guī)劃實施路徑與核心要點。包括基于需求彈性的多層次規(guī)劃協(xié)調(diào)機制、彈性項目庫要素結(jié)構(gòu)、動態(tài)監(jiān)測及評估體系,以及城市—交通互動視角下的彈性項目庫實施機制,從戰(zhàn)略層面尋求面向過程的城市綜合交通體系彈性規(guī)劃路線。
[Abstract]:With the rapid development of social economy and the constant adjustment of industrial structure, urban spatial organizations are often faced with the need of re-construction, and at the same time put forward new requirements for the traffic system structure. Therefore, it is urgent to establish flexible planning methods and paths of integrated transportation system, and to study the process oriented continuity and flexible planning technical thinking between long-term strategy and short-term construction. On the basis of combing the actual problems of current traffic planning and analyzing the mechanism of interaction between urban spatial organization and transportation system, the model of urban-traffic interaction development is put forward. With demand elasticity as the starting point, a process-oriented analysis framework for elastic planning of integrated transportation system is constructed, and the implementation path and key points of flexible planning are clarified. It includes multi-level planning coordination mechanism based on demand elasticity, element structure of elastic project database, dynamic monitoring and evaluation system, and implementation mechanism of flexible project database from the perspective of urban-traffic interaction. The flexible planning route of process oriented urban integrated transportation system is sought from the strategic level.
