【摘要】：《上海市城市總體規(guī)劃(2016-2040)》提出15分鐘社區(qū)生活圈的概念,并制定了《上海市15分鐘社區(qū)生活圈規(guī)劃導(dǎo)則(試行)》,要求提供就近就業(yè)空間和機(jī)會(huì),促進(jìn)居住和就業(yè)適度平衡。針對(duì)上海中心城區(qū),以街道為空間單元,提出職住空間匹配的動(dòng)態(tài)測(cè)度方法,基于人口和經(jīng)濟(jì)普查數(shù)據(jù),對(duì)于2000-2004年和2010-2013年兩個(gè)時(shí)段的職住空間匹配及其演化特征進(jìn)行分析。結(jié)果顯示,常住人口和就業(yè)崗位的空間分布呈現(xiàn)出相互分離的演化過(guò)程,由此導(dǎo)致職住空間匹配程度有所下降。研究指出,住房開(kāi)發(fā)和產(chǎn)業(yè)轉(zhuǎn)型分別影響上海中心城區(qū)的常住人口和就業(yè)崗位的空間分布及其演化,城市規(guī)劃應(yīng)當(dāng)引導(dǎo)住房發(fā)展和產(chǎn)業(yè)發(fā)展之間的時(shí)空協(xié)調(diào),不斷提升社區(qū)生活圈的職住空間匹配水平。
[Abstract]:The concept of 15-minute community life circle is put forward, and the guidelines of Shanghai 15-minute community life circle planning (trial) are formulated to provide the nearest employment space and opportunity and to promote the proper balance between residence and employment. Based on the data of population and economic census, this paper presents a dynamic measurement method for the spatial matching of occupation and residence in the central urban area of Shanghai. Based on the data of population and economic census, this paper analyzes the spatial matching and its evolution characteristics between 2000-2004 and 2010-2013. The results show that the spatial distribution of permanent resident population and employment post shows a process of evolution, which leads to a decrease in the degree of spatial matching. It is pointed out that housing development and industrial transformation respectively affect the spatial distribution and evolution of permanent population and employment positions in the central city of Shanghai, and urban planning should guide the space-time coordination between housing development and industrial development. Constantly improve the community living circle of occupation and housing space matching level.
