【摘要】：改革開放以來,上海在規(guī)劃體系建立、政府體制改革、法律法規(guī)制定等方面取得了顯著的成效,特別是在"兩規(guī)融合"等方面走在了全國前列。結(jié)合《上海市城市總體規(guī)劃(2016-2040)》的編制,上海啟動了新一輪空間規(guī)劃體系的探索研究。在對空間規(guī)劃體系再認識的基礎(chǔ)上,系統(tǒng)總結(jié)了上海空間規(guī)劃體系的發(fā)展歷程、成效和不足,確定了新時期上海空間規(guī)劃體系構(gòu)建的主要內(nèi)容,并對全國空間規(guī)劃體系完善提出了建議。
[Abstract]:Since the reform and opening up, Shanghai has made remarkable achievements in planning system, government system reform, laws and regulations, especially in the "integration of two rules" in the forefront of the country. Based on the compilation of Shanghai Urban Master Plan 2016-2040, a new round of spatial planning system was initiated in Shanghai. Based on the recognition of the spatial planning system, this paper systematically summarizes the development process, achievements and shortcomings of the Shanghai spatial planning system, and determines the main contents of the construction of the Shanghai spatial planning system in the new period. Some suggestions are put forward for the improvement of the national spatial planning system.
