【摘要】：2016年初,中共中央發(fā)布了《中共中央國務(wù)院關(guān)于進(jìn)一步加強(qiáng)城市規(guī)劃建設(shè)管理工作的若干意見》,第16條中關(guān)于打破封閉小區(qū)及相關(guān)意見的提出引發(fā)了社會輿論與研究熱潮。相關(guān)研究中已出現(xiàn)了范疇擴(kuò)大與名詞替代的誤區(qū),并影響科學(xué)研究的嚴(yán)謹(jǐn)與中央精神的貫徹。通過語境分析中央政策意見及相關(guān)文獻(xiàn),中國封閉小區(qū)的實(shí)質(zhì)得以被揭示。封閉小區(qū)的范疇是已廣泛封閉化城市住區(qū)中的一部分,其釋義為因空間規(guī)模較大而導(dǎo)致城市交通擁堵與空間利用低效的城市住區(qū)。西方封閉社區(qū)是在西方社會語境與城市規(guī)劃專業(yè)語境中解構(gòu)形成的,與中國封閉小區(qū)的實(shí)質(zhì)存在明顯的差異。清晰解讀中國封閉小區(qū)的實(shí)質(zhì)有助于相關(guān)研究的深化,并有利于中央政策意見的落實(shí)。
[Abstract]:At the beginning of 2016, the Central Committee of the Communist Party of China issued a number of opinions on Further Strengthening the management of urban planning and construction by the Central Committee of the Communist Party of China. In the sixteenth articles, the proposal to break the closed community and the relevant opinions has led to the upsurge of public opinion and research. The strict and central spirit of the study and the implementation of the central spirit. Through the context analysis of the central policy and relevant literature, the essence of the closed community in China is revealed. The category of closed residential areas is a part of the widely closed urban residential area, which is defined as the city city traffic congestion and the inefficient urban residential use because of the larger space scale. The Western closed communities are deconstructed in the context of western social context and the professional context of urban planning, and there are obvious differences with the essence of the closed communities in China. A clear interpretation of the essence of Chinese closed communities helps to deepen the relevant research and is conducive to the decline of the central policy.
