【摘要】：隨著我國城鎮(zhèn)化水平超過50%,城鄉(xiāng)統(tǒng)籌發(fā)展越發(fā)重要。同時(shí),多層級(jí)、多類型的規(guī)劃關(guān)系復(fù)雜、銜接不暢,影響實(shí)施效果、增加行政成本、引發(fā)社會(huì)矛盾。此背景下,“多規(guī)融合”成為城市存量發(fā)展轉(zhuǎn)型中的必然選擇�！岸嘁�(guī)矛盾”的根源在于我國規(guī)劃體系和體制的復(fù)雜交織,造成不同政府部門、權(quán)力主體對(duì)同一“空間資源”的競(jìng)爭(zhēng);信息溝通不暢,各自為政等。解決我國規(guī)劃體系問題需要過程,所以要通過規(guī)劃體制的革新改革,健全規(guī)劃工作協(xié)調(diào)機(jī)制,來確�！岸嘁�(guī)”定位清晰、功能互補(bǔ)、統(tǒng)一銜接,形成規(guī)劃合力,更好發(fā)揮規(guī)劃的作用。但是,國內(nèi)外對(duì)于“多規(guī)融合”的理論研究與實(shí)踐探索多圍繞編制“綜合規(guī)劃”、繪制“一張藍(lán)圖”,或是建設(shè)“信息平臺(tái)”等技術(shù)層面,對(duì)于“多規(guī)融合”協(xié)調(diào)機(jī)制的研究涉及不多,尚處于探索階段。本文對(duì)吳中區(qū)不同地域空間、行政部門和主題專項(xiàng)的規(guī)劃進(jìn)行分析研究,并根據(jù)具體項(xiàng)目中遇到問題,對(duì)吳中區(qū)“多規(guī)融合”協(xié)調(diào)機(jī)制的建構(gòu)進(jìn)行了研究探索。在當(dāng)前“多規(guī)融合”實(shí)踐熱潮中,本文的研究具有理論意義與應(yīng)用價(jià)值。本文首先對(duì)我國“多規(guī)并存”現(xiàn)狀下,規(guī)劃編制到管理實(shí)施的全過程中存在的問題及原因進(jìn)行梳理分析,總結(jié)出我國“多規(guī)融合”工作面所對(duì)的共性問題,為后文研究奠定基礎(chǔ)。其次,根據(jù)吳中區(qū)實(shí)證案例,剖析了吳中區(qū)“多規(guī)融合”工作在規(guī)劃編制、成果內(nèi)容及實(shí)施管理三個(gè)方面所面對(duì)的特殊性矛盾。然后,以解決問題為導(dǎo)向,提出了區(qū)域統(tǒng)籌、差異發(fā)展與智慧規(guī)劃三大原則,確定了研判總體發(fā)展目標(biāo)、明確規(guī)劃發(fā)展模式、完善空間規(guī)模邊界、明細(xì)政府部門責(zé)權(quán)與提升管理程序效率五大思路。最后,根據(jù)所面對(duì)的共性與特殊性問題,基于構(gòu)建原則和思路,為吳中區(qū)“多規(guī)融合”工作構(gòu)建了規(guī)劃目標(biāo)共識(shí)、規(guī)劃編制協(xié)調(diào)與規(guī)劃管理協(xié)同三機(jī)制,并闡述了協(xié)調(diào)機(jī)制在吳中區(qū)實(shí)證案例中的具體應(yīng)用,一方面滿足了吳中區(qū)“多規(guī)融合”工作迫切的實(shí)際要求,另一方面為豐富“多規(guī)融合”研究提供了新路新、新思路與新策略。
[Abstract]:With China's urbanization level over 50, the overall development of urban and rural areas is more and more important. At the same time, the multi-level and multi-type planning relations are complicated, the connection is not smooth, affects the implementation effect, increases the administrative cost, causes the social contradiction. Under this background, "multi-planning integration" has become the inevitable choice in the transformation of urban stock development. The root of "multi-regulation contradiction" lies in the complicated interweaving of planning system and system in our country, which results in the competition of different government departments and power subjects to the same "space resources", and the information communication is not smooth, and they are doing their own things. It needs a process to solve the problems of our country's planning system. Therefore, through the reform of the planning system and the improvement of the coordination mechanism of the planning work, we should ensure that the "multi-planning" has a clear orientation, a complementary function, a unified link, and a planning resultant force. Better play the role of planning. However, the theoretical research and practice of "multi-planning integration" at home and abroad focus on the technical aspects of compiling "comprehensive planning", drawing "one blueprint", or building "information platform". There are few researches on the coordination mechanism of multi-planning fusion, which is still in the stage of exploration. This paper analyzes and studies the planning of different regional spaces, administrative departments and thematic projects in Wuzhong District, and according to the problems encountered in the specific projects, studies and explores the construction of the coordination mechanism of "multi-planning integration" in Wuzhong District. In the current "multi-planning fusion" practice boom, the research of this paper has theoretical significance and application value. In this paper, the problems and reasons in the whole process of planning and management implementation are analyzed, and the common problems in the face of "multi-planning integration" are summarized. To lay the foundation for the later study. Secondly, according to the case of Wuzhong District, this paper analyzes the particularity contradictions faced by Wuzhong District in three aspects: planning, production content and implementation management. Then, in order to solve the problem as a guide, put forward the three principles of regional planning, differential development and intelligent planning, determine the overall development goals, clear planning development model, perfect the boundary of space scale. Detail the responsibility of government departments and improve the efficiency of management procedures five major ideas. Finally, according to the common character and particularity problem, based on the construction principle and train of thought, the paper constructs the planning goal consensus, planning coordination and planning management coordination mechanism for Wuzhong District's "multi-planning integration" work. The concrete application of coordination mechanism in Wuzhong district is expounded. On the one hand, it meets the urgent practical requirements of Wuzhong "multi-planning integration", on the other hand, it provides a new way for enriching the study of "multi-planning integration". New ideas and new strategies.
