本文選題：歷史文化遺產(chǎn)保護(hù)　切入點(diǎn)：地方文化認(rèn)同　出處：基于廣東地方文化保育行動(dòng)的實(shí)證研究

【摘要】：歷史文化遺產(chǎn)作為一種"公共產(chǎn)品",常出現(xiàn)政府責(zé)任的轉(zhuǎn)嫁與保護(hù)主體的模糊性。西方發(fā)達(dá)國(guó)家保障私人產(chǎn)權(quán)利益及依靠"強(qiáng)制+激勵(lì)+補(bǔ)償"的制度經(jīng)驗(yàn),在我國(guó)目前社會(huì)轉(zhuǎn)型、制度演變進(jìn)程中并不完全適用�；诖�,本文提出對(duì)歷史文化遺產(chǎn)的保護(hù)應(yīng)超越產(chǎn)權(quán)話題,上升為公共話題,試圖通過廣東地方歷史文化保育行動(dòng)的典型案例研究和效用評(píng)價(jià),探討基于地方文化認(rèn)同的社會(huì)參與歷史文化遺產(chǎn)保護(hù)。其作用機(jī)制表現(xiàn)為兩個(gè)方面,一是社會(huì)民眾地方文化認(rèn)同感的培養(yǎng),從保護(hù)意識(shí)的喚醒到信息交流反饋;二是與地方政府對(duì)話機(jī)制的形成,從"倡議式"參與向"督促式"參與轉(zhuǎn)變。
[Abstract]:As a kind of "public goods", the historical and cultural heritage often appears the fuzziness of transferring the responsibility of the government and protecting the subject.The experience of western developed countries in protecting the interests of private property rights and relying on "compulsory incentive and compensation" is not fully applicable in the current social transformation of our country.Based on this, this paper proposes that the protection of historical and cultural heritage should go beyond the topic of property rights and rise to a public topic, and try to pass the typical case study and utility evaluation of local historical and cultural conservation actions in Guangdong.This paper discusses the social participation in the protection of historical and cultural heritage based on local cultural identity.Its function mechanism is manifested in two aspects, one is the cultivation of the local cultural identity of the public, from the awakening of the consciousness of protection to the exchange of information, the other is the formation of the dialogue mechanism with the local government.From "initiative" participation to "urge" participation.
