產(chǎn)業(yè)升級(jí)背景下濟(jì)南高新區(qū)職住關(guān)系研究與規(guī)劃策略

【摘要】:改革開放以來,我國經(jīng)濟(jì)始終保持著較快速度的增長,但是由于粗放的發(fā)展方式,造成了資源依賴性,能源消耗大,環(huán)境污染嚴(yán)重等問題。通過“調(diào)結(jié)構(gòu)、轉(zhuǎn)方式、促創(chuàng)新”促進(jìn)產(chǎn)業(yè)轉(zhuǎn)型升級(jí)是當(dāng)前面臨的主要任務(wù)。高新區(qū)是我國九十年代開始在一些知識(shí)密集、技術(shù)密集的大中城市和沿海地區(qū)建立的發(fā)展高新技術(shù)等產(chǎn)業(yè)的開發(fā)區(qū)。隨著技術(shù)進(jìn)步和產(chǎn)業(yè)結(jié)構(gòu)調(diào)整,高新區(qū)的用地結(jié)構(gòu)、人員數(shù)量及教育公共服務(wù)設(shè)施的配置都在不斷地產(chǎn)生變化。其中,從業(yè)人員數(shù)量增加,質(zhì)量提高與用地結(jié)構(gòu)、住房供應(yīng)剛性的矛盾日益顯現(xiàn),探索產(chǎn)業(yè)升級(jí)背景下的新型職住關(guān)系,已成為城鄉(xiāng)規(guī)劃學(xué)科廣泛關(guān)注的重要問題。本文以濟(jì)南高新技術(shù)產(chǎn)業(yè)開發(fā)區(qū)為研究對象,通過規(guī)劃比較、實(shí)地調(diào)查、問卷訪談等方法,從產(chǎn)業(yè)升級(jí)背景下從業(yè)人員住房需求的角度,分析了2010—2015年間的職住關(guān)系變化及趨勢。著重研究了造成職住不平衡的直接原因和影響因素。并對下一步產(chǎn)業(yè)升級(jí)中如何緩解職住矛盾提出了規(guī)劃建議。論文主要包括以下部分內(nèi)容:一、通過國內(nèi)外有關(guān)職住問題的研究綜述,闡述了近年來高新區(qū)產(chǎn)業(yè)的升級(jí)和發(fā)展,以及在此期間帶來的從業(yè)人員變化,從而導(dǎo)致的職住關(guān)系變化。結(jié)合濟(jì)南高新區(qū)的發(fā)展實(shí)際,明確了職住關(guān)系的概念,建立了研究框架,并提出了人口數(shù)量、用地比例、教育設(shè)施均衡等職住關(guān)系度量指標(biāo),分析了人口異質(zhì)性、空間布局、可達(dá)性、開發(fā)時(shí)序等影響因素。二、基于從業(yè)人員需求的角度,從高新區(qū)人口數(shù)量、用地比例、教育設(shè)施配置水平三個(gè)方面對高新區(qū)職住關(guān)系進(jìn)行度量。通過調(diào)查問卷統(tǒng)計(jì),分析了高新區(qū)從業(yè)人員社會(huì)經(jīng)濟(jì)特征。從人口異質(zhì)性、空間布局、可達(dá)性、開發(fā)時(shí)序四個(gè)方面對高新區(qū)職住不平衡現(xiàn)象及其影響因素展開研究。研究表明,住房可支付能力限制了從業(yè)人員的住房需求,高新區(qū)內(nèi)住宅供應(yīng)的量、供應(yīng)類型不能滿足從業(yè)人員需求;職住用地在空間上的分離,加劇了職住的通勤距離和通勤時(shí)間;教育服務(wù)設(shè)施在空間上的可達(dá)性較弱以及量上供給不足,帶來了職住的空間分離;職住在建設(shè)時(shí)序上的錯(cuò)位,使得在高新區(qū)工作的人在高新區(qū)外居住,在高新區(qū)居住的人在高新區(qū)外工作。最后,從提高保障性住宅比例、增加住宅建筑套密度指標(biāo)管控;調(diào)整職住用地比例,合理布局居住用地;調(diào)整幼兒園和小學(xué)的配套設(shè)施,保障規(guī)劃供應(yīng)的量;協(xié)調(diào)多方利益訴求,制定合理的開發(fā)模式等四個(gè)方面提出規(guī)劃策略。
[Abstract]:Since the reform and opening up, China's economy has always maintained a relatively rapid growth, but due to extensive development mode, caused by resource dependence, energy consumption, serious environmental pollution and other problems. Promoting Innovation "promoting the Industrial Transformation and upgrading is the main task facing at present. High-tech zones began to be knowledge-intensive in China in 90s." High-tech industrial development zones established in technology-intensive large and medium-sized cities and coastal areas. With technological progress and industrial restructuring, the land use structure of high-tech zones, The number of personnel and the allocation of educational public service facilities are constantly changing. Among them, the contradiction between the increase in the number of employees, the improvement of quality and the structure of land use and the rigidity of housing supply are increasingly apparent. It has become an important issue for urban and rural planning disciplines to explore the new type of occupation and housing relationship under the background of industrial upgrading. This paper takes Jinan Hi-tech Industrial Development Zone as the research object, through planning comparison, field investigation, questionnaire interview and so on. From the perspective of employees' housing demand in the context of industrial upgrading, This paper analyzes the changes and trends of the occupation and housing relationship between 2010 and 2015, and emphatically studies the direct causes and influencing factors that cause the imbalance between the occupation and the occupation, and puts forward some planning suggestions on how to alleviate the contradiction between the occupation and the housing in the next step of industrial upgrading. It includes the following parts: first, Based on the summary of the research on vocational and residential problems at home and abroad, this paper expounds the upgrading and development of the high-tech zone industry in recent years, and the changes brought about by the employees during this period, which result in the change of the occupation and housing relationship, combined with the development reality of Jinan Hi-tech Zone. This paper clarifies the concept of occupation and housing relationship, establishes the research framework, and puts forward the measurement index of occupation and residence relationship, such as population quantity, land use ratio, education facilities equilibrium, and analyzes the population heterogeneity, spatial distribution, accessibility, etc. Second, based on the demand of employees, the paper measures the relationship between occupation and housing in high-tech zones from three aspects: the population, the proportion of land, and the level of educational facilities. This paper analyzes the social and economic characteristics of employees in high-tech zones, studies the phenomenon of occupation and housing imbalance and its influencing factors from the aspects of population heterogeneity, spatial distribution, accessibility and development timing. Housing affordability limits the housing demand of employees, the quantity of housing supply and the type of supply can not meet the demand of employees, the separation of occupation and living land in space intensifies the commuting distance and commuting time. The weak accessibility of educational service facilities in space and the insufficient supply in volume have resulted in the separation of the space between jobs and residences; the dislocation of the construction sequence of the jobs and residences has made people working in the high-tech zones living outside the high-tech zones. People living in high-tech zones work outside the zones. Finally, we should increase the proportion of affordable housing, increase the density index of residential buildings, adjust the proportion of occupation and residential land, rationally distribute residential land, and adjust the supporting facilities for kindergartens and primary schools. This paper puts forward the planning strategy from four aspects: ensuring the supply of planning, coordinating the demands of various interests, and formulating a reasonable development model.
