電網(wǎng)工程過(guò)程管理的風(fēng)險(xiǎn)防控研究

【摘要】:企業(yè)內(nèi)外部環(huán)境變革日趨劇烈,內(nèi)部控制與風(fēng)險(xiǎn)管理在保證戰(zhàn)略目標(biāo)實(shí)現(xiàn),防止經(jīng)營(yíng)業(yè)績(jī)的大幅波動(dòng),防止負(fù)面風(fēng)險(xiǎn)等方面開始發(fā)揮越來(lái)越重要的作用。尤其是城市化進(jìn)程持續(xù)推進(jìn),信息科技不斷進(jìn)步的今天,“電”既是經(jīng)濟(jì)發(fā)展的新引擎,也是經(jīng)濟(jì)運(yùn)行的風(fēng)向標(biāo),對(duì)電網(wǎng)工程的內(nèi)部管理與風(fēng)險(xiǎn)防控從而成為電力企業(yè)管理層眼下重中之重的戰(zhàn)略方向之一。近年來(lái),隨著我國(guó)國(guó)民經(jīng)濟(jì)快速發(fā)展、人民生活水平穩(wěn)步提高、全社會(huì)用電負(fù)荷節(jié)節(jié)攀升,電網(wǎng)規(guī)模不斷擴(kuò)大,電網(wǎng)工程日益增多,一系列管控風(fēng)險(xiǎn)開始凸顯。比如,在規(guī)劃環(huán)節(jié),財(cái)務(wù)參與規(guī)劃審查、可研審查不夠,對(duì)經(jīng)濟(jì)性、合規(guī)性源頭把關(guān)不足,部分單位不顧承受能力盲目爭(zhēng)項(xiàng)目、要投資,出現(xiàn)單位資產(chǎn)售電量過(guò)低、容載比不合理,效益下降、負(fù)債攀升等問(wèn)題。基于以上認(rèn)識(shí),本文通過(guò)文獻(xiàn)研究、實(shí)地探查、個(gè)別訪談等方法,深入了解電網(wǎng)工程從工程項(xiàng)目立項(xiàng)到工程竣工轉(zhuǎn)資的全流程。從降低電網(wǎng)工程風(fēng)險(xiǎn)的角度出發(fā),以國(guó)家電網(wǎng)公司現(xiàn)階段電網(wǎng)工程建設(shè)過(guò)程為載體,識(shí)別、分析了每個(gè)階段可能存在的風(fēng)險(xiǎn);針對(duì)這些風(fēng)險(xiǎn)從內(nèi)部、外部?jī)蓚(gè)方面詳述了成因;將內(nèi)部控制和風(fēng)險(xiǎn)管理的思想全面注入到工程管理中去,設(shè)計(jì)關(guān)鍵的控制點(diǎn)和具體的控制措施,而后給出具有實(shí)際可操作性的應(yīng)用方案,期待有助于提升現(xiàn)階段工程管理水平,解決工程管理中的困難,起到降低風(fēng)險(xiǎn),讓工程管理日益完善的作用。
[Abstract]:The internal and external environment of an enterprise is becoming more and more drastic. Internal control and risk management ensure the realization of strategic objectives and prevent large fluctuations in business performance. The prevention of negative risks has begun to play a more and more important role. Especially with the continuous progress of urbanization and the continuous progress of information technology, "electricity" is not only a new engine of economic development, but also a vane of economic operation. In recent years, with the rapid development of China's national economy, the standard of living of the people has been steadily improved as the internal management and risk prevention and control of power grid projects have become one of the most important strategic directions for the management of electric power enterprises. The power load of the whole society is rising, the scale of power grid is expanding, the power network project is increasing day by day, and a series of management and control risks are beginning to be highlighted. For example, in the planning link, the financial participation in planning review, the feasibility review is not enough, so it is economical. Compliance with the source of inadequate control, some units regardless of the capacity to blindly compete for projects, want to invest, unit assets sales of electricity is too low, capacity to load ratio is unreasonable, efficiency decline, debt climbing and so on. Based on the above understanding, Through the methods of literature research, field investigation, individual interview and so on, this paper has a deep understanding of the whole flow of grid engineering from project establishment to project completion, and from the point of view of reducing the risk of power grid engineering, Taking the current construction process of power grid engineering of State Grid Company as the carrier, this paper identifies and analyzes the possible risks in each stage, and details the causes of these risks from the internal and external aspects. The idea of internal control and risk management is fully injected into project management, the key control points and specific control measures are designed, and the practical operational application scheme is given, which is expected to help to improve the level of project management at the present stage. Solve the difficulties in engineering management, play a role in reducing risk and improving engineering management.
