【摘要】：在快速城鎮(zhèn)化的背景下,我國(guó)城市空間開始出現(xiàn)無序擴(kuò)張的趨勢(shì),耕地?cái)?shù)量快速減少,城市生態(tài)環(huán)境快速惡化,嚴(yán)重影響城市未來的可持續(xù)發(fā)展能力。為了促進(jìn)城市土地的集約利用,改善城市生態(tài)環(huán)境,保障城市糧食供應(yīng),需要對(duì)城市空間的開發(fā)規(guī)模進(jìn)行控制,劃定城市開發(fā)邊界,合理引導(dǎo)城市空間有序發(fā)展。城市開發(fā)邊界是抑制城市蔓延,引導(dǎo)城市空間有序發(fā)展的重要舉措,現(xiàn)已經(jīng)成為城市規(guī)劃領(lǐng)域的研究熱點(diǎn),從城市開發(fā)邊界的起源到我國(guó)的引入與實(shí)踐都有大量的研究。為了豐富城市開發(fā)邊界的劃定研究,同時(shí)探索出一個(gè)合理可行的劃定方法,本文以徐州都市區(qū)為研究區(qū)域,利用擴(kuò)張強(qiáng)度指數(shù)和等扇分析法對(duì)徐州建成區(qū)的城市空間演變進(jìn)行分析,得到不同時(shí)段和不同方位上的徐州建成區(qū)的擴(kuò)張強(qiáng)度;然后對(duì)建成區(qū)的蔓延狀態(tài)進(jìn)行分析,根據(jù)得出的結(jié)論并結(jié)合建成區(qū)的空間演變趨勢(shì),確定徐州城市空間擴(kuò)張所處的階段以及未來的擴(kuò)張方向和擴(kuò)張強(qiáng)度,最終發(fā)現(xiàn):徐州處于快速城市化的階段,擴(kuò)張強(qiáng)度較高,擴(kuò)張方向主要為東向和東南向,同時(shí)城市空間處于蔓延發(fā)展的狀態(tài),基于此,需要對(duì)徐州的城市空間擴(kuò)張進(jìn)行控制,劃定出徐州都市區(qū)的城市開發(fā)邊界。根據(jù)徐州煤炭資源枯竭型城市的特點(diǎn),最終選擇從生態(tài)保護(hù)的視角進(jìn)行城市開發(fā)邊界的劃定,為了更好的全面的劃定出徐州都市區(qū)的城市開發(fā)邊界,在進(jìn)行生態(tài)安全性評(píng)價(jià)的同時(shí),也參考了徐州都市區(qū)的交通區(qū)位和社會(huì)經(jīng)濟(jì)條件;而在進(jìn)行生態(tài)安全性評(píng)價(jià)的過程中,創(chuàng)新性的引入生態(tài)空間可占用性評(píng)價(jià)模型。最終根據(jù)徐州都市區(qū)的生態(tài)安全性評(píng)價(jià),結(jié)合交通區(qū)位評(píng)價(jià)和社會(huì)經(jīng)濟(jì)區(qū)位評(píng)價(jià),利用最小累積阻力模型,對(duì)徐州都市區(qū)的建設(shè)用地進(jìn)行適宜性評(píng)價(jià),并以此劃定出徐州都市區(qū)的城市開發(fā)邊界,同時(shí)提出相應(yīng)的管理策略,期望能夠?yàn)槠渌嗨瞥鞘械拈_發(fā)邊界劃定工作提供一些經(jīng)驗(yàn)與借鑒。
[Abstract]:Under the background of rapid urbanization, the urban space in our country began to expand disorderly, the amount of cultivated land decreased rapidly, and the urban ecological environment deteriorated rapidly. In order to promote intensive utilization of urban land, improve urban ecological environment and ensure urban food supply, it is necessary to control the scale of urban space development and delineate urban development boundaries. The boundary of urban development is an important measure to restrain the spread of the city and guide the orderly development of urban space, which has become the research hotspot in the field of urban planning. From the origin of urban development boundary to the introduction and practice of our country, there has been a lot of research. In order to enrich the study of urban development boundary delimitation and explore a reasonable and feasible method, this paper takes Xuzhou metropolitan area as the research area. This paper analyzes the urban spatial evolution of Xuzhou's built-up area by using the expansion intensity index and isopan analysis method, and obtains the expansion intensity of Xuzhou's built-up area in different time periods and different directions, and then analyzes the spreading state of the built area. According to the conclusion and the spatial evolution trend of the built area, the stage of urban spatial expansion in Xuzhou, the direction and intensity of urban expansion in the future are determined. Finally, it is found that Xuzhou is in the stage of rapid urbanization, and the expansion intensity is high. The direction of expansion is mainly eastward and southeastward, while urban space is in the state of spreading and developing. Based on this, it is necessary to control the expansion of urban space in Xuzhou. According to the characteristics of Xuzhou coal resource exhausted city, we choose to delimit the urban development boundary from the angle of ecological protection. In order to delineate the urban development boundary of Xuzhou metropolitan area better and more comprehensively, the ecological security evaluation is carried out, and the traffic location and social and economic conditions of Xuzhou metropolitan area are also referred to. And in the process of ecological security evaluation, Finally, according to the ecological security evaluation of Xuzhou metropolitan area, combined with traffic location evaluation and socio-economic location evaluation, the minimum cumulative resistance model is used. This paper evaluates the suitability of the construction land in Xuzhou metropolitan area, and draws the urban development boundary of Xuzhou metropolitan area, and puts forward the corresponding management strategy. It is expected to provide some experience and reference for other similar cities.
