【摘要】：石油是工業(yè)的血液,石油開發(fā)項(xiàng)目的風(fēng)險(xiǎn)管理關(guān)系到我國工業(yè)的發(fā)展。我國石油開發(fā)項(xiàng)目的風(fēng)險(xiǎn)管理還存在許多問題,如何全面的推進(jìn)我國石油開發(fā)項(xiàng)目的風(fēng)險(xiǎn)管理研究,充分發(fā)揮我國石油開發(fā)項(xiàng)目的風(fēng)險(xiǎn)管理作用,有效的促進(jìn)我國石油開發(fā)項(xiàng)目的高效快速的運(yùn)行,是當(dāng)今時(shí)代研究學(xué)者普遍關(guān)注的問題。論文的相關(guān)研究工作,既可以豐富我國石油開發(fā)項(xiàng)目風(fēng)險(xiǎn)管理的研究成果,還可以為我國其他企業(yè)項(xiàng)目的風(fēng)險(xiǎn)管理提供參考意見,具有一定的理論與實(shí)踐意義。石油開發(fā)項(xiàng)目風(fēng)險(xiǎn)管理研究是以風(fēng)險(xiǎn)概述及相關(guān)概念界定、項(xiàng)目風(fēng)險(xiǎn)識(shí)別理論、項(xiàng)目風(fēng)險(xiǎn)評(píng)價(jià)理論、可持續(xù)發(fā)展理論為基礎(chǔ),按照“風(fēng)險(xiǎn)識(shí)別——風(fēng)險(xiǎn)評(píng)價(jià)——風(fēng)險(xiǎn)應(yīng)對(duì)”的研究思路,對(duì)我國石油開發(fā)項(xiàng)目風(fēng)險(xiǎn)管理進(jìn)行分析研究。首先,闡述本文研究的理論依據(jù),其次,采用頭腦風(fēng)暴法識(shí)別出我國石油開發(fā)項(xiàng)目存在的風(fēng)險(xiǎn)因素,構(gòu)建了我國石油開發(fā)項(xiàng)目風(fēng)險(xiǎn)管理綜合評(píng)價(jià)指標(biāo)體系,為了增強(qiáng)實(shí)踐效果,在原有評(píng)價(jià)指標(biāo)體系的基礎(chǔ)上增加計(jì)劃合理性和任務(wù)要求明確性這兩個(gè)指標(biāo),應(yīng)用實(shí)踐效果要好于原有評(píng)價(jià)指標(biāo)體系。再次,通過BP神經(jīng)網(wǎng)絡(luò)的評(píng)價(jià)方法進(jìn)行評(píng)價(jià),通過評(píng)價(jià)結(jié)果得出我國石油開發(fā)項(xiàng)目風(fēng)險(xiǎn)歸類,從風(fēng)險(xiǎn)評(píng)價(jià)結(jié)果及專家打分情況發(fā)現(xiàn)我國石油開發(fā)項(xiàng)目風(fēng)險(xiǎn)管理存在的問題,相關(guān)政策法規(guī)還不完善,決策缺乏科學(xué)性,領(lǐng)導(dǎo)者風(fēng)險(xiǎn)管理素質(zhì)低下等,最后,在評(píng)價(jià)分析的基礎(chǔ)上,提出我國石油開發(fā)項(xiàng)目風(fēng)險(xiǎn)應(yīng)對(duì)措施。文章最后得出結(jié)論,并對(duì)全文進(jìn)行了總結(jié)說明。
[Abstract]:Petroleum is the blood of industry, and the risk management of petroleum development projects is related to the development of Chinese industry. There are still many problems in the risk management of petroleum development projects in China. Giving full play to the role of risk management of petroleum development projects in China and effectively promoting the efficient and rapid operation of oil development projects in China is a common concern of researchers in the present era. It can not only enrich the research results of risk management of petroleum development projects in China, but also provide reference for the risk management of other enterprises in China. The research on risk management of petroleum development project is based on the definition of risk, the theory of project risk identification, the theory of project risk evaluation and the theory of sustainable development. According to the research idea of "risk identification-risk evaluation-risk response", this paper analyzes and studies the risk management of petroleum development projects in China. The risk factors of petroleum development projects in China are identified by brainstorming method, and the comprehensive evaluation index system of petroleum development project risk management in China is constructed, in order to enhance the effect of practice, a comprehensive evaluation index system of petroleum development project risk management in China is established. On the basis of the original evaluation index system, the two indexes of plan rationality and task requirement clarity are added, and the practical effect is better than that of the original evaluation index system. Thirdly, the evaluation method of BP neural network is used to evaluate. The risk classification of petroleum development projects in China is obtained through the evaluation results, and the problems in risk management of petroleum development projects in our country are found from the risk evaluation results and the scoring situation of experts. The relevant policies and regulations are not perfect, and the decision-making is not scientific. The quality of leader's risk management is low. Finally, on the basis of evaluation and analysis, the paper puts forward the measures to deal with the risks of petroleum development projects in China. Finally, the paper draws a conclusion and makes a summary of the full text.
