基于QFD的B機(jī)場東機(jī)坪項(xiàng)目質(zhì)量風(fēng)險分析研究

【摘要】:當(dāng)前,我國民航業(yè)正處于高速發(fā)展期,民航機(jī)場大規(guī)模新建、改擴(kuò)建工程快速實(shí)施方興未艾。但是,由于傳統(tǒng)體制等原因,民航機(jī)場建設(shè)工程管理長期處于較低水平,難以滿足越來越高的施工標(biāo)準(zhǔn)和技術(shù)規(guī)范,質(zhì)量風(fēng)險突顯。民航機(jī)場建設(shè)工程質(zhì)量實(shí)體主要形成于建設(shè)施工階段,因此,這一階段質(zhì)量風(fēng)險的防范和控制已經(jīng)成為民航機(jī)場建設(shè)的重中之重,也是我國民航業(yè)急需解決的核心問題之一。鑒于民航機(jī)場建設(shè)工程投資額高、環(huán)境影響度大、施工難度高、保障安全運(yùn)行壓力大、工程參與方多等特點(diǎn)和質(zhì)量風(fēng)險本身的特殊性,本文采用質(zhì)量功能展開(QFD方法)來分析民航機(jī)場工程質(zhì)量風(fēng)險,構(gòu)建基于QFD的工程質(zhì)量風(fēng)險管理過程模型,并將該模型運(yùn)用于B機(jī)場東機(jī)坪工程場道及附屬設(shè)施工程的實(shí)例之中。根據(jù)B機(jī)場東機(jī)坪建設(shè)項(xiàng)目的特點(diǎn),本文采用文獻(xiàn)分析法、專家調(diào)查法和實(shí)地調(diào)研加訪談相結(jié)合的方式,識別整理出可能造成B機(jī)場東機(jī)坪工程施工質(zhì)量問題的風(fēng)險因素表;通過問卷調(diào)查獲取B機(jī)場東機(jī)坪工程建設(shè)各方關(guān)于質(zhì)量特性重要度的評估數(shù)據(jù),利用“質(zhì)量小屋”對質(zhì)量特性和風(fēng)險因素二維關(guān)系矩陣進(jìn)行分析,計算出各風(fēng)險因素的權(quán)重;綜合評估風(fēng)險因素的重要性權(quán)重、發(fā)生可能性和后果嚴(yán)重程度,確定不良地質(zhì)、材料質(zhì)量、技術(shù)人員等關(guān)鍵質(zhì)量風(fēng)險因素;提出相應(yīng)應(yīng)對措施建議。通過QFD方法在B機(jī)場東機(jī)坪建設(shè)工程實(shí)例中的運(yùn)用,明確工程施工單位在管理過程中的質(zhì)量目標(biāo)、要求和任務(wù),有效把握影響質(zhì)量目標(biāo)實(shí)現(xiàn)的關(guān)鍵風(fēng)險因素,集中優(yōu)勢資源投入到滿足工程質(zhì)量的核心要求上,實(shí)現(xiàn)對工程質(zhì)量目標(biāo)的源頭管理,對其他的民航機(jī)場建設(shè)項(xiàng)目風(fēng)險管理也具有一定的參考價值和指導(dǎo)意義。
[Abstract]:At present, China's civil aviation industry is in a period of rapid development, civil aviation airport large-scale construction, rapid implementation of the project is in the ascendant. However, due to the traditional system and other reasons. Civil aviation airport construction project management is in a low level for a long time, it is difficult to meet the increasingly high construction standards and technical specifications, the quality risk is prominent. The civil aviation airport construction project quality entity is mainly formed in the construction stage. Therefore, the prevention and control of quality risks in this stage has become the most important part of civil aviation airport construction, and also one of the core problems that our civil aviation industry urgently needs to solve. In view of the high investment in civil aviation airport construction project. The characteristics of environmental impact, high difficulty in construction, high pressure to ensure safe operation, and the particularity of quality risk itself, such as the large number of project participants and so on. In this paper, the quality function deployment (qfd) method is used to analyze the engineering quality risk of civil aviation airport, and a process model of engineering quality risk management based on QFD is constructed. The model is applied to the project of east aerodrome of airport B and its ancillary facilities. According to the characteristics of the construction project of east aerodrome of airport B, this paper adopts the method of literature analysis. The method of expert investigation, field investigation and interview are combined to identify and sort out the risk factors which may cause the construction quality problems in the east aerodrome project of Airport B; Through the questionnaire survey, the evaluation data of the importance of the quality characteristics were obtained, and the two-dimensional relationship matrix between the quality characteristics and the risk factors was analyzed by using the "quality cabin". Calculate the weight of each risk factor; Comprehensive evaluation of the importance of risk factors, the possibility of occurrence and severity of consequences, determine the bad geology, material quality, technical personnel and other key quality risk factors; Through the application of QFD method in the east aerodrome construction project of B Airport, the quality objectives, requirements and tasks of the project construction units in the management process are clarified. Effectively grasp the key risk factors that affect the realization of quality objectives, concentrate on the superior resources to meet the core requirements of engineering quality, and realize the source management of the project quality objectives. For other civil aviation airport construction project risk management also has certain reference value and the guidance significance.
