【摘要】：在近年來(lái)我國(guó)各類重大自然災(zāi)害頻發(fā)的背景下,城市綜合防災(zāi)規(guī)劃的編制顯得尤為緊迫。但是,由于綜合防災(zāi)法規(guī)和統(tǒng)一的災(zāi)害管理機(jī)構(gòu)的缺失,給城市綜合防災(zāi)規(guī)劃的實(shí)施帶來(lái)很大的困擾。本文從面向?qū)嵤┑囊暯?系統(tǒng)分析了城市綜合防災(zāi)規(guī)劃在編制過(guò)程中應(yīng)重點(diǎn)處理的三大關(guān)鍵問(wèn)題,即災(zāi)害風(fēng)險(xiǎn)與防災(zāi)能力的匹配度、相關(guān)規(guī)劃的協(xié)調(diào)性以及規(guī)劃對(duì)策的可操作性;進(jìn)而針對(duì)城市綜合防災(zāi)能力建設(shè)的六大板塊提出了對(duì)策框架,并提出基于"三結(jié)合"的實(shí)施策略,即與法定規(guī)劃相結(jié)合、平災(zāi)結(jié)合、部門分工合作。
[Abstract]:In recent years, under the background of frequent occurrence of major natural disasters in China, the preparation of urban comprehensive disaster prevention planning is particularly urgent. However, due to the lack of comprehensive disaster prevention laws and unified disaster management institutions. This paper systematically analyzes three key problems that should be dealt with in the process of urban comprehensive disaster prevention planning from the perspective of implementation-oriented. That is, the matching degree of disaster risk and disaster prevention ability, the coordination of relevant planning and the maneuverability of planning countermeasures; Furthermore, the paper puts forward the countermeasures framework for the construction of urban comprehensive disaster prevention capacity, and puts forward the implementation strategy based on the "three combinations", that is, the combination with legal planning, the combination of natural disasters and the division of work and cooperation between departments.
