【摘要】：21世紀(jì)初,以迪拜債務(wù)危機(jī)與歐美債務(wù)危機(jī)為代表的主權(quán)債務(wù)危機(jī)頻發(fā),對(duì)世界經(jīng)濟(jì)造成了負(fù)面影響,引發(fā)了對(duì)我國政府債務(wù)風(fēng)險(xiǎn)的擔(dān)憂。剖析21世紀(jì)初主權(quán)債務(wù)的新特征及其警示作用,可提煉出我國防范政府債務(wù)風(fēng)險(xiǎn)的對(duì)策建議。包括管控地方政府舉債源頭,創(chuàng)建符合國情的債務(wù)危機(jī)預(yù)警機(jī)制,遏制虛擬經(jīng)濟(jì)擴(kuò)張、壯大實(shí)體經(jīng)濟(jì),藏富于民、擴(kuò)大內(nèi)需,創(chuàng)新金融發(fā)展模式,強(qiáng)化普惠性金融、人本金融功能,提高本國信用評(píng)級(jí)機(jī)構(gòu)的話語權(quán),實(shí)施國際儲(chǔ)備管理新策略等構(gòu)建主權(quán)債務(wù)危機(jī)預(yù)警機(jī)制與救助機(jī)制,加大經(jīng)濟(jì)結(jié)構(gòu)調(diào)整力度,盡快向人本金融、普惠金融轉(zhuǎn)變,改革地方官員考核機(jī)制,適時(shí)穩(wěn)妥化解老齡化社會(huì)負(fù)面影響等。
[Abstract]:At the beginning of the 21st century, the sovereign debt crisis, represented by the Dubai debt crisis and the European and American debt crisis, has caused a negative impact on the world economy and caused concern about the debt risk of the Chinese government. By analyzing the new characteristics of sovereign debt at the beginning of the 21st century and its warning function, the countermeasures and suggestions to prevent the risk of government debt in China can be extracted. These include controlling the source of local government borrowing, creating an early warning mechanism for debt crisis in line with national conditions, curbing the expansion of virtual economy, strengthening the real economy, hiding wealth from the people, expanding domestic demand, innovating financial development models, and strengthening inclusive finance. The function of people-oriented finance, the enhancement of the voice of the domestic credit rating agencies, the implementation of the new strategy of international reserve management, the establishment of a sovereign debt crisis early warning mechanism and a rescue mechanism, the strengthening of economic restructuring, and the promotion of human-oriented finance as soon as possible. The transformation of inclusive finance, the reform of local officials assessment mechanism, timely and prudent resolution of the negative impact of aging society, and so on.
