【摘要】：《京都議定書》催生了溫室氣體“減排量”的全球交易,逐漸形成了一個以減排廢氣為商品的特殊金融市場——碳金融市場,而《京都議定書》在減排上提出的三種靈活機(jī)制中,只有清潔發(fā)展機(jī)制涉及發(fā)展中國家。推行該機(jī)制不但能為我國碳金融市場帶來亟需的資金,還能引進(jìn)國外先進(jìn)的技術(shù),所以應(yīng)該以清潔發(fā)展機(jī)制為基礎(chǔ),研究我國碳金融市場發(fā)展及相應(yīng)策略。 本文以清潔發(fā)展機(jī)制為出發(fā)點(diǎn),通過對全球碳金融市場的發(fā)展及國內(nèi)市場發(fā)展?fàn)顩r的研究,進(jìn)而對我國碳排放市場總潛力進(jìn)行分析,提出我國在建設(shè)碳金融市場中存在的諸多問題,這些問題主要表現(xiàn)在以下幾個方面：首先,清潔發(fā)展機(jī)制在我國發(fā)展存在許多問題,包括國際政策的不確定、對機(jī)制的不熟悉、發(fā)展受到限制以及市場經(jīng)驗(yàn)不足等；其次,金融機(jī)構(gòu)的業(yè)務(wù)發(fā)展滯后,缺乏碳減排項(xiàng)目和碳交易領(lǐng)域的操作經(jīng)驗(yàn),且碳金融業(yè)務(wù)其本身風(fēng)險較大,商業(yè)銀行專業(yè)人才的缺乏也使商業(yè)銀行碳金融業(yè)務(wù)開展的內(nèi)在動力不足；最后,我國碳排放交易市場發(fā)展不夠完善,與國際市場相比,我國碳排放交易市場還存在很大差距,而且國內(nèi)碳金融的綜合配套政策不完備。 針對以上問題,本文提出相應(yīng)的解決方案及措施,我國應(yīng)該重視對CDM的發(fā)展,為CDM提供基礎(chǔ)服務(wù),對CDM項(xiàng)目進(jìn)行宣傳推廣,使CDM項(xiàng)目能夠得到國內(nèi)企業(yè)的重視,并得以順利實(shí)施；更要積極尋求國際合作,改善投資環(huán)境,吸引資金和技術(shù)；同時,我們應(yīng)該構(gòu)建一個完整的碳金融產(chǎn)品體系和組織體系,為構(gòu)建碳排放交易市場體系提供良好的平臺。
[Abstract]:The Kyoto protocol has spawned global trading of greenhouse gas "emissions reduction", gradually forming a special financial market with emissions reducing emissions as a commodity - carbon finance market. Among the three flexible mechanisms proposed by the Kyoto Protocol on emission reduction, only the clean development mechanism is involved in developing countries. The implementation of this mechanism is not only for our country. The carbon financial market brings in urgent need of funds, and can also introduce advanced foreign technology. Therefore, we should study the development of China's carbon financial market and corresponding strategies on the basis of the clean development mechanism.
This paper, taking the clean development mechanism as the starting point, through the study of the development of the global carbon financial market and the development of the domestic market, then analyses the total potential of China's carbon market, and puts forward many problems in China's carbon financial market. These problems are mainly shown in the following aspects: first, the clean development machine There are many problems in the development of our country, including the uncertainty of international policy, the unfamiliarity of the mechanism, the limitation of the development and the lack of market experience. Secondly, the business development of the financial institutions is lagging behind, the operation experience of carbon emission reduction and carbon trading is lack, and the risks of the carbon gold melt are greater, and the professional talents of the commercial banks The lack of the carbon finance business of commercial banks is also insufficient. Finally, the development of China's carbon trading market is not perfect. Compared with the international market, China's carbon emissions trading market still has a large gap, and the domestic carbon finance comprehensive supporting policies are not complete.
In view of the above problems, this paper puts forward the corresponding solutions and measures. China should attach importance to the development of CDM, provide basic services for CDM, promote the CDM project, make the CDM project get the attention of domestic enterprises, and carry out smoothly; more actively seek international cooperation, improve the investment environment, attract capital and technology; We should build a complete carbon financial product system and organization system to provide a good platform for building a carbon emissions trading market system.
