【摘要】：我國即將實施的利率市場化的貨幣政策將對我國政府及商業(yè)銀行提出許多亟待解決和完善的問題。美國和日本的利率市場化過程從兩個不同的角度為我國利率市場化改革提供了借鑒。我國在利率市場化進程中,要參照美國和日本的經(jīng)驗,既從宏觀層面上借鑒"漸進式"的存款利率市場化,以"中間產(chǎn)品"為依托展開漸進式改革;同時要建立存款基礎利率報價和發(fā)布機制以及加速存款保險制度;還要在商業(yè)銀行層面上借鑒美、日金融機構(gòu)嚴格的資產(chǎn)負債管理體系,擴展中間業(yè)務來緩解存貸差壓力,及時轉(zhuǎn)變思路,業(yè)務上從"大"到"小",同時要學會提高風險管理水平,適應利率市場化環(huán)境。
[Abstract]:The monetary policy of interest rate marketization in our country will put forward many problems to be solved and perfect for our government and commercial banks. The process of interest rate marketization in the United States and Japan provides a reference for China's interest rate marketization reform from two different angles. In the process of interest rate marketization, we should refer to the experience of the United States and Japan, draw lessons from the "progressive" deposit interest rate marketization from the macro level, and carry out the gradual reform based on "intermediate products". At the same time, it is necessary to establish a mechanism for pricing and issuing deposit base interest rates and accelerate the deposit insurance system, and to draw lessons from the strict asset-liability management system of financial institutions in the United States and Japan at the level of commercial banks, and to expand intermediary business to ease the pressure on deposit and loan differentials. Change the train of thought in time, business from "big" to "small", at the same time, we should learn to improve the level of risk management, adapt to the interest rate market-oriented environment.
