【摘要】：歐美各國(guó)相繼爆發(fā)的債務(wù)危機(jī)提醒我們必須全面審視本國(guó)債務(wù)情況,防范債務(wù)險(xiǎn)。事實(shí)上,我國(guó)債務(wù)情況并不樂(lè)觀,特別是地方政府債務(wù)管理存在諸多問(wèn)題。地方政府適度舉債可以有效補(bǔ)充公共財(cái)政資金需求,促進(jìn)地方經(jīng)濟(jì)發(fā)展。但我國(guó)地方政府債務(wù)管理長(zhǎng)期處于無(wú)序狀態(tài),隨著時(shí)間的推移,積累了諸多問(wèn)題。如管理手段單一,舉債無(wú)節(jié)制,資金使用浪費(fèi),缺乏監(jiān)督等。這些問(wèn)題加大了債務(wù)風(fēng)險(xiǎn),影響地方政府財(cái)政的良好運(yùn)行,不利于地方經(jīng)濟(jì)的健康發(fā)展和社會(huì)穩(wěn)定,因此,研究我國(guó)地方政府債務(wù)及管理問(wèn)題顯得尤為迫切。 本論文以中國(guó)地方政府債務(wù)及其管理為研究對(duì)象,全文分為五大部分。第一部分,緒論。主要闡述了本論文的研究背景、寫(xiě)作意義,綜述了國(guó)內(nèi)外地方政府債務(wù)管理研究成果、研究方法、論文的創(chuàng)新與不足,最后簡(jiǎn)要介紹了地方政府債務(wù)管理相關(guān)基本理論。第二部分,我國(guó)地方政府債務(wù)基本現(xiàn)狀分析。本部分采用最新地方政府債務(wù)統(tǒng)計(jì)數(shù)據(jù),分析我國(guó)地方政府債務(wù)規(guī)模,種類(lèi),債務(wù)使用等債務(wù)基本狀況。在此基礎(chǔ)上指出我國(guó)地方政府債務(wù)存在的財(cái)政風(fēng)險(xiǎn)。第三部分,我國(guó)債務(wù)管理問(wèn)題存在的主要問(wèn)題。目前,我國(guó)債務(wù)管理現(xiàn)狀是,法律滯后,缺乏專(zhuān)門(mén)的地方政府債務(wù)管理法律；管理體制分散,舉債權(quán)限分散與諸多機(jī)構(gòu),缺乏統(tǒng)一權(quán)威機(jī)構(gòu)對(duì)地方政府債務(wù)進(jìn)行全面管理；管理水平低下,管理手段單一。債務(wù)償還準(zhǔn)備金制度、資金運(yùn)行管理制度、風(fēng)險(xiǎn)預(yù)警制度地方等關(guān)鍵制度尚未建立；第四部分,我國(guó)地方政府債務(wù)管理問(wèn)題原因分析,主要從行政體制、財(cái)政體制、政府職能等三個(gè)方面分析地方政府債務(wù)問(wèn)題的成因。第五部分,完善我國(guó)地方政府債務(wù)管理制度的建議。本部分主要提出了制定專(zhuān)門(mén)的債務(wù)管理法律,賦予地方政府舉債合法權(quán)；選擇合理的債務(wù)管理模式,設(shè)置管理機(jī)構(gòu)；建立債務(wù)資金運(yùn)行管理制度,提高資金使用效率；建立債務(wù)風(fēng)險(xiǎn)預(yù)警機(jī)制,防范風(fēng)險(xiǎn)；引入社會(huì)監(jiān)督,強(qiáng)化債務(wù)監(jiān)管等對(duì)策,完善我國(guó)地方政府債務(wù)管理制度。
[Abstract]:The successive debt crises in Europe and the United States remind us that we must take a comprehensive look at our debt situation and guard against debt insurance. In fact, China's debt situation is not optimistic, especially the local government debt management has many problems. Appropriate borrowing by local governments can effectively supplement the demand for public finance funds and promote local economic development. However, local government debt management in China has been in a state of disorder for a long time and accumulated many problems with the passage of time. Such as single management means, excessive borrowing, waste of funds, lack of supervision and so on. These problems increase the debt risk, affect the good operation of local government finance, and are not conducive to the healthy development of local economy and social stability. Therefore, it is urgent to study the debt and management of local government in China. This thesis focuses on the Chinese local government debt and its management, which is divided into five parts. The first part, introduction. This paper mainly describes the research background and writing significance of this paper, summarizes the domestic and foreign local government debt management research results, research methods, the paper's innovation and shortcomings, and finally briefly introduces the basic theory of local government debt management. The second part, our country local government debt basic present situation analysis. Based on the latest statistics of local government debt, this part analyzes the basic situation of local government debt in China, such as scale, type, debt use and so on. On this basis, it points out the financial risk of local government debt in China. The third part, the main problems of debt management in China. At present, the present situation of debt management in our country is that the law lags behind, the local government debt management law is lacking, the management system is decentralized, the authority of borrowing is scattered with many organizations, and the unified authority organization is lacking in the overall management of the local government debt. The management level is low, the management means is single. The key systems, such as debt repayment reserve system, fund operation management system, risk warning system and so on, have not yet been established. The fourth part is the analysis of the causes of local government debt management problems, mainly from the administrative system, the financial system, This paper analyzes the causes of the debt problems of local governments in three aspects, such as government functions. The fifth part, perfect our country local government debt management system suggestion. This part mainly puts forward to make special law of debt management, endow the local government with the right to borrow and cooperate with the law; choose the reasonable debt management mode, set up the management organization; establish the operating management system of the debt fund, improve the efficiency of the use of funds; To establish early warning mechanism of debt risk, to prevent risk, to introduce social supervision, to strengthen debt supervision, and to perfect the debt management system of local government in China.
