【摘要】：排污權(quán)交易,簡(jiǎn)而言之,就是利用市場(chǎng)機(jī)制,建立污染物排放權(quán)利即排污權(quán),并允許這種權(quán)利像商品那樣被買(mǎi)入和賣(mài)出,以此來(lái)進(jìn)行污染物的排放控制,從而達(dá)到減少排放量、保護(hù)環(huán)境的目的。這種交易機(jī)制發(fā)源于美國(guó),實(shí)踐表明,排污權(quán)交易制度作為一種以發(fā)揮市場(chǎng)機(jī)制作用為特點(diǎn)的新型環(huán)境經(jīng)濟(jì)政策,能夠有效地控制環(huán)境污染,起到了節(jié)省治理費(fèi)用、保護(hù)環(huán)境質(zhì)量的作用。90年代末,這種交易機(jī)制被引入我國(guó),但一直處于“試點(diǎn)”、“示范”階段,要真正實(shí)施,還存在許多亟待解決的問(wèn)題。 本論文針對(duì)國(guó)內(nèi)目前排污權(quán)交易試點(diǎn)實(shí)踐中出現(xiàn)的一些問(wèn)題,依據(jù)自然科學(xué)客觀規(guī)律,參考中國(guó)金融管制的成功經(jīng)驗(yàn),初步提出了一套基于中國(guó)金融管制模式的中國(guó)排污權(quán)交易模式,并對(duì)提出的交易模式進(jìn)行了模擬推演,表明新模式還是可以順利往下執(zhí)行的。 這套交易模式的核心思路是：把企業(yè)排污作為一種對(duì)環(huán)境容量的消費(fèi),是一種特殊的消費(fèi)；環(huán)境容量作為一種特殊的產(chǎn)品,它的生產(chǎn)者是大自然,它的所有者是生活于此的公眾,而由政府代為管理。消費(fèi)通過(guò)一種特殊的“排污幣”在政府設(shè)立的“排污交易銀行”里面進(jìn)行排污權(quán)交易,而獲得“排污幣”的唯一方法是參與政府統(tǒng)一安排的與改善生態(tài)環(huán)境、環(huán)境補(bǔ)償?shù)扔嘘P(guān)的項(xiàng)目。政府可以采用類(lèi)似金融管制的手段,來(lái)精確地進(jìn)行排污權(quán)交易市場(chǎng)調(diào)控。
[Abstract]:Emissions trading, in short, is the use of market mechanisms to establish pollutant emission rights, or emission rights, and to allow them to be bought and sold like commodities to control emissions and thereby reduce emissions. The purpose of protecting the environment. This trading mechanism originated in the United States. Practice shows that as a new type of environmental and economic policy characterized by giving full play to the role of the market mechanism, the emission trading system can effectively control environmental pollution and save on treatment costs. At the end of 1990s, this kind of trading mechanism was introduced into our country, but it is always in the stage of "pilot" and "demonstration". There are still many problems to be solved to implement it. According to the objective laws of natural science and the successful experience of China's financial regulation, this paper aims at some problems in the pilot practice of emission trading in China. A set of Chinese emission trading model based on Chinese financial regulation model is put forward, and the proposed trading model is simulated and deduced, which shows that the new model can be carried out smoothly. The core idea of this trading model is to treat enterprise emissions as a kind of consumption of environmental capacity, is a special kind of consumption, environmental capacity as a special product, its producer is nature, It is owned by the public and managed by the government. The only way for consumers to trade emission rights through a special "emission money" set up by the government in the "emission trading bank" is to participate in the unified arrangement of the government and to improve the ecological environment. Items related to environmental compensation, etc. Governments can use similar financial controls to precisely regulate emissions trading markets.
