【摘要】：隨著經(jīng)濟(jì)的發(fā)展和經(jīng)濟(jì)體制改革的不斷深入,地方政府的收支缺口越來越大,債務(wù)迅速膨脹。債務(wù)存量較多、結(jié)構(gòu)失衡、使用效率低下、償還期集中等問題導(dǎo)致我國地方政府債務(wù)蘊(yùn)含風(fēng)險日益增加,究其原因既有債務(wù)約束軟化、債務(wù)收支監(jiān)管乏力、風(fēng)險預(yù)警系統(tǒng)失準(zhǔn)等債務(wù)管理方面的不足,也有財政分權(quán)、轉(zhuǎn)移支付等制度方面的局限。鑒于此,從應(yīng)對地方債務(wù)風(fēng)險的短期舉措和長期制度建設(shè)兩個層面提出對策,多措并舉,標(biāo)本兼治,為防范和化解我國地方政府債務(wù)風(fēng)險的路徑選擇提供思路。
[Abstract]:With the development of economy and the deepening of economic system reform, the gap of income and expenditure of local government is increasing, and the debt is expanding rapidly, the stock of debt is large, the structure is out of balance, and the use efficiency is low. The centralization of repayment period leads to the increasing risk of local government debt in our country. The reasons include the softening of debt restraint, the weak supervision of debt revenue and expenditure, the deficiency of debt management such as the failure of risk warning system, and the fiscal decentralization. In view of this, we put forward countermeasures from two aspects: short-term measures to deal with local debt risks and long-term institutional construction. In order to prevent and resolve the risk of local government debt path choice to provide ideas.
