【摘要】：溫州經(jīng)濟是以中小企業(yè)和個體經(jīng)營為主體的“小狗經(jīng)濟”,由于我國金融體制方面的原因,正規(guī)金融機構難以滿足中小企業(yè)的融資需求,在此背景下,溫州廣大中小企業(yè)積極尋求其他融資渠道,民間融資逐漸成為了中小企業(yè)的主要融資方式,其產(chǎn)生和發(fā)展有一定的必然性和合理性,也有其自身的發(fā)展特點。改革開放以來,溫州沒有國家的過多投入,也沒有更多的扶持政策,溫州的發(fā)展靠自主發(fā)展和內(nèi)源驅(qū)動,民間融資作為正規(guī)金融資源的有益補充,在其中發(fā)揮了十分重要的作用。 近年來溫州民間融資行為日益活躍,但是民間融資也存在著一些自身無法克服的弱點,如政府管理難、抗風險能力弱、容易被不法分子利用等,如當前溫州在民間融資過程中,資金體制外循環(huán)現(xiàn)象趨于嚴重,地下錢莊、擔保公司、典當行、投資公司遍地開花,這些機構暗地里扮演著“銀背”的角色,且這種資金規(guī)模正在逐步累積放大,地下金融的長期存在勢必影響到正常的經(jīng)濟和金融秩序,這些都往往成為政府管制、取締民間融資的理由。本文試圖通過研究溫州民間金融的發(fā)展歷程、特點、融資的主要渠道,分析融資過程中存在的風險,提出要進一步規(guī)范民間融資,促其走上陽光化發(fā)展的道路,在推進溫州經(jīng)濟社會轉(zhuǎn)型升級中發(fā)揮重要作用。 本文共分六部分,第一部分：緒論。介紹全文的研究背景和意義、相關文獻綜述、研究方法和研究思路。第二部分：溫州中小企業(yè)發(fā)展與民間融資的產(chǎn)生。第三部分：溫州民間融資的特點、發(fā)展歷程和運行狀況。第四部分：溫州民間融資的對溫州經(jīng)濟社會的影響與制度困境。第五部分：溫州民間融資陽光化的途徑探索。 由于民間融資的研究是一個龐大的系統(tǒng)工程。在本文有限的研究中,難以做到周到和全面,同時也由于民間融資的隱蔽性、非規(guī)范性,致使本文的統(tǒng)計數(shù)據(jù)不全面。本文的研究是基于一定的調(diào)查實踐經(jīng)驗和理論基礎,總結目前溫州民間融資的問題,為溫州民間融資健康發(fā)展提出了幾點政策建議。
[Abstract]:Wenzhou economy is a "puppy economy" with small and medium-sized enterprises and self-employed enterprises as the main body. Due to the reasons of China's financial system, formal financial institutions are difficult to meet the financing needs of small and medium-sized enterprises. Wenzhou SMEs actively seek other financing channels, private financing has gradually become the main mode of financing for SMEs, its emergence and development has a certain degree of inevitability and rationality. Since the reform and opening up, Wenzhou does not have too much input from the state, and no more support policies, Wenzhou's development depends on independent development and endogenous drive. Private financing, as a useful supplement of formal financial resources, plays a very important role in it. In recent years, private financing in Wenzhou has become increasingly active, but there are some weaknesses that can not be overcome by private financing, such as difficult government management, weak ability to resist risks, and easy to be used by illegal elements. For example, in the process of private financing in Wenzhou, the phenomenon of external circulation of funds system tends to be serious, underground money banks, guarantee companies, pawnshops, investment companies everywhere, these institutions secretly play the role of "silver back". And this kind of capital scale is gradually accumulated and enlarged, the long-term existence of underground finance is bound to affect the normal economic and financial order, these are often become government control. This paper tries to study the development of Wenzhou folk finance, characteristics, the main channels of financing, analysis of the risks in the process of financing, put forward to further regulate private financing. It plays an important role in promoting Wenzhou's economic and social transformation and upgrading. This paper is divided into six parts, the first part: introduction. Introduce the research background and significance of the full text, related literature review. The second part: the development of small and medium-sized enterprises in Wenzhou and the emergence of private financing. The third part: the characteristics of Wenzhou private financing. Part 4th: the influence of Wenzhou folk financing on Wenzhou economy and society and the system predicament. 5th part: exploring the way of Wenzhou folk financing sunshine. Because the research of folk financing is a huge systematic project, it is difficult to be thoughtful and comprehensive in the limited research of this paper, but also because of the concealment of private financing, non-standard. The statistical data of this paper is not comprehensive. The research in this paper is based on a certain investigation practice experience and theoretical basis, summed up the current Wenzhou folk financing problems. Put forward several policy suggestions for the healthy development of Wenzhou folk financing.
