【摘要】:在目前的商業(yè)環(huán)境下,企業(yè)必須專注于自己的核心競(jìng)爭(zhēng)力,才能在這樣一個(gè)技術(shù)競(jìng)爭(zhēng)日益激烈的殘酷的中尋得自己的生存與發(fā)展空間。而將非核心領(lǐng)域但又很重要的業(yè)務(wù)或管理外包給擅長(zhǎng)于該項(xiàng)工作的專業(yè)公司去做,是一個(gè)非常有效的解決方案。證券行業(yè)是一個(gè)高速變化、新業(yè)務(wù)層出不窮的行業(yè),同時(shí)又是人力資源、人力成本相對(duì)較高的行業(yè),更需要采用外包服務(wù)形式來(lái)合理地配置資源,是證券公司降低成本,提高核心競(jìng)爭(zhēng)力,而選擇將IT項(xiàng)目外包給專業(yè)的軟件服務(wù)公司完成的企業(yè)經(jīng)營(yíng)手段,是必然趨勢(shì)。 隨著證券行業(yè)的不斷發(fā)展和競(jìng)爭(zhēng)加劇,證券公司需要更多的IT系統(tǒng)來(lái)滿足其業(yè)務(wù)需要,經(jīng)過(guò)多年的實(shí)踐,越來(lái)越多的證券公司都選擇IT項(xiàng)目外包這種手段來(lái)滿足其需求。由于證券行業(yè)的自身特點(diǎn),對(duì)IT項(xiàng)目的安全、可靠性要求極高,與自主開發(fā)相比,外包開發(fā)這種方式的風(fēng)險(xiǎn)明顯要高出很多,因此如何在選擇外包的前提下,做好風(fēng)險(xiǎn)管理,最大程度的降低項(xiàng)目的風(fēng)險(xiǎn),是一個(gè)很值得研究的問(wèn)題。 面對(duì)金融市場(chǎng)競(jìng)爭(zhēng)日趨激烈的形勢(shì),為了提高公司運(yùn)營(yíng)管理與營(yíng)銷服務(wù)水平,ZT證券采用合作外包的方式,建設(shè)了ZT證券綜合運(yùn)營(yíng)服務(wù)平臺(tái)。在平臺(tái)的建設(shè)過(guò)程中,ZT證券做為發(fā)包方,不僅要管理其信息技術(shù)部的項(xiàng)目人員,還要處理好與外包公司的合作關(guān)系,并兼顧成本、效率及風(fēng)險(xiǎn)問(wèn)題。 本文從ZT證券綜合運(yùn)營(yíng)服務(wù)平臺(tái)外包項(xiàng)目管理的具體情況出發(fā),針對(duì)ZT證券綜合運(yùn)營(yíng)服務(wù)平臺(tái)的項(xiàng)目實(shí)踐,對(duì)IT項(xiàng)目外包的組織管理模式和各相關(guān)主體的關(guān)系進(jìn)行了詳細(xì)探討,著力研究在IT項(xiàng)目外包各階段進(jìn)行風(fēng)險(xiǎn)管理的具體方案,歸納和總結(jié)了在IT項(xiàng)目外包過(guò)程中進(jìn)行項(xiàng)目風(fēng)險(xiǎn)管理的方法,對(duì)解決IT項(xiàng)目外包風(fēng)險(xiǎn)管理實(shí)踐過(guò)程中可能遇到的問(wèn)題提出有效的思路。
[Abstract]:In the current business environment, enterprises must focus on their core competitiveness. In order to find their own survival and development space in such an increasingly fierce technological competition. And outsourcing the non-core area but also very important business or management to the professional company that is good at the work. It is a very effective solution. The securities industry is a rapidly changing, new business industry, but also human resources, labor costs relatively high industry. More need to use the form of outsourcing services to reasonably allocate resources, is securities companies to reduce costs, improve core competitiveness, and choose to outsource IT projects to professional software service companies to complete the business means. It is an inevitable trend. With the continuous development of the securities industry and the intensification of competition, securities companies need more IT systems to meet their business needs, after many years of practice. More and more securities companies choose IT project outsourcing to meet their needs. Due to the characteristics of the securities industry, the security and reliability requirements of IT projects are very high, compared with independent development. The risk of outsourcing development is obviously much higher than that of outsourcing, so how to do the risk management well under the premise of choosing outsourcing, and to minimize the risk of the project, is a problem worth studying. In the face of the increasingly fierce competition in the financial market, in order to improve the level of operation management and marketing services of the company, ZT securities adopt the mode of cooperative outsourcing. In the process of constructing the platform, we not only need to manage the project personnel of IT department, but also deal with the cooperative relationship with the outsourcing company. It also takes cost, efficiency and risk into account. Based on the specific situation of the outsourced project management of ZT Securities Integrated Operation Service platform, this paper aims at the project practice of ZT Securities Integrated Operation Service platform. This paper discusses the organization management mode of IT project outsourcing and the relationship between relevant subjects in detail, and focuses on the specific plan of risk management in each stage of IT project outsourcing. This paper summarizes the methods of project risk management in the process of IT project outsourcing, and puts forward an effective way to solve the problems that may be encountered in the practice of IT project outsourcing risk management.
